War Child Holland is looking for a:

Child Protection and Safeguarding Advisor, Syria and Jordan Response Programmes

Based in Amman, Jordan (National Contract)

Objective of the Job:

The Child Protection (CP) and Safeguarding Advisor is responsible for the development, coordination and mainstreaming of child protection programming for the Syria response. They will also develop child protection competencies of staff within the WCH Syria programme and local partners, including Child Safeguarding, PSEA, and Child Safety.

The CP Advisor provides technical guidance to support the implementation of child protection activities across projects, supports the development of concept notes and proposals, plays a key role in monitoring the quality of projects, and works collaboratively with the regional and global advisors to ensure projects align with WCH thematic strategies and organisational ambitions.

This position is stationed in the Syria Response office in Amman, Jordan with regular trips in the region to visit the project sites and attend relevant meetings/conferences (roughly 30% of the time).

Your Challenge

The CP Advisor is supported and coached by the Middle East Regional CP Advisor in all technical areas and works with them and others in the Global Programme Quality team to share best practices, promote internal professional development in teams and identify areas for strengthening CP programming at a country-level, regionally and globally where applicable. They will work closely with the Project Managers, partner focal points, and regional CP colleagues.

The post-holder will directly manage CP Coordinators and Officers (where applicable). S/he will be responsible for their development and supervision of CP technical activities, with the opportunity to build out the team as needed.

Result Areas

Result Area 1: Development, quality assurance and follow-up of child protection activities; ensuring CP standards and policies are implemented at minimum standards and lead to better protection outcomes for children and their families

  • Work collaboratively with child protection staff, including case workers and social workers, to identify child protection issues and inform evidence-based programming. Follow up on the quality of implementation of child protection activities, identify opportunities and constraints and any adjustments needed including additional staffing or staff training, as well as sharing best programming practices and lessons learnt throughout the project cycle.
  • Assist in designing and developing child protection programmes and/or activities within WCH strategy, including contributing to relevant fund-raising and proposal-writing activities, including identifying funding opportunities, building donor-relations and having a developed understanding of donor presence and mapping in areas WCH implements and seeks to work in the future.
  • Ensure the implementation of WCH Child Safeguarding policy internally, and externally with local implementing partners and their staff, as well as provide continuous support to local partners and support the organisation's localisation strategy through contextualization and development of organisational CP policies and supporting the integration of partners' evidence-based inputs and recommendations to improve and adapt programming.
  • Lead the development (and revisions) of Country Office CP/CSG strategy and Annual Planning and ensure its implementation.

Result Area 2: Delivery of child protection capacity building; ensuring staff and partners have the capacity and feel supported in such a manner that allows minimum child protection standards and quality CP programming to be implemented:

  • Design and implement child protection capacity-building plans for staff and partners.
  • Design and implement child protection capacity building plans including tailored participatory and practical training where needed and feasible, to staff and partners.
  • Provide ongoing and necessary technical support, guidance and advice to program staff and partners in the field of child protection, including child safeguarding.
  • Deliver child safeguarding briefings when needed to external visitors, new staff, and partner staff, in coordination with HR.
  • Identify opportunities to strengthen policies and standards through evidence-based recommendations and emerging best practices in the CP sector.

Result Area 3: Internal and external coordination and representation – To ensure child protection is mainstreamed and CP sectoral trends, new materials, and emerging resources are utilised to improve the quality of CP programming and raise the organisation’s profile to be recognised as a leader in CP programming:

  • Lead, coach, coordinate and supervise the CP team in the Country office
  • Coordinate, communicate and collaborate with other team members internally at the country-level, regional and global (mainly MHPSS and Education teams), to ensure that child protection is integrated, connects and mainstreamed in other areas of WCH work.
  • Critically reflect and evaluate the quality of programming and projects, sharing best practices and lessons learnt internally and externally as a foundation for improved future programming.
  • Foster existing, and actively develop new relationships and networks to represent WCH externally, in relevant platforms/networks focused on child protection themes, including CP working groups, technical committees, and cluster groups.
  • Support work around advocacy and communications to highlight War Child Holland’s Vision and Mission and to raise external awareness for programming and results
  • Contribute to the development/revision of child protection materials developed in working groups/platforms/networks/WCH global CP working groups.
  • Share child protection material and other useful and relevant information, including tools and methodologies, with staff and partners.

Result Area 4: Serve as programmatic integrity, PSEA and Child Safeguarding focal point; to support understanding, best practice and clear reporting within War Child Holland and partner organisations:

  • Provide staff with capacity building and continuous support on War Child Holland’s integrity framework and ensure awareness of relevant policies, procedures and reporting mechanisms.
  • Offer confidential advice around the Code of Conduct, ensure that appropriate support is provided to staff experiencing any breach, as well as increase awareness amongst staff including on how to report Code of Conduct breaches.
  • Train and support partner staff, including field facilitators, on minimum standards of integrity, Child Safeguarding, PSEA, and accountability, including channels for reporting.
  • Represent War Child externally in the relevant PSEA networks, attend trainings and meetings, and roll out capacity-building frameworks as required.
  • Act in close consultation and coordination with the global Child Safeguarding Focal Point and other relevant Integrity focal points across War Child, including at Home Office.

Knowledge and Experience:

  • Relevant academic background (Social Sciences / International Development Studies).
  • Knowledge of current principles and practices of Child Protection.
  • Understanding and experience of child rights (programming) in conflict and post-conflict environments.
  • Minimum 5 years (I)NGO experience in developing countries/conflict areas, preferably with children.
  • Minimum 4 years in the field of CP and quality program implementation.
  • Expertise in technical CP capacity building and understanding of adult learning principles.
  • Proven experience in drafting thematic strategies, and high level thecnical project proposals
  • Demonstrated experience in monitoring and evaluation of projects.
  • Proven experience in high level technical representation (donors, clusters and other relevant stakeholders

Contract

The duration of the contract is 12 months with the intention to extend depending on performance and fund availability.

Job Location

Amman, Jordan. The successful candidate must be eligible to work in Jordan. Travelling to country offices of War Child Syria Response, its affiliates and elsewhere is required to fulfil the obligations of this role.
