COMMUNICATIONS MANAGER

PURPOSE

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949.

ICRC staff members are the organization's greatest asset in implementing its humanitarian mission to protect and assist people affected by armed conflict and other situations of violence.

The Communications Manager is, under the supervision of the Communications Coordinator, the focal point for all matters related to Communications at the delegation level and is responsible for setting and implementing priorities, objectives and strategies for the communications of the Amman Delegation.

S/he will provide managerial and technical support as needed within a national remit (Jordan).

S/he should be able to manage a team of up to approximately 3 staff, after the induction program is finalized.

TASKS AND RESPONSIBILITIES

Based on a tailored induction plan for the Communications Manager, that is built and monitored in collaboration with ICRC headquarters, and that will include a field mission and several ICRC Communications modules, s/he will gradually:

  • Coordinate all communications programmes, which includes: Operational Communications; Community Engagement; helping to enhance the capacity of the Communications Department of the Jordan Red Crescent Society and joint Movement Communications (where required); Public Communications; Digital Communications; Information analysis/Environmental Scanning.
  • Contribute to the delegation's analysis of political, security, military, humanitarian and other developments related to the ICRC's reputation/perception management and capacity to operate.
  • Develop networks relevant to specific humanitarian concerns and to ICRC acceptance and access-facilitation to people in need and represent the ICRC among diverse audiences in line with the delegation's objectives.
  • Supervise the development and production of internal and external communication tools/products/publications, including for digital platforms.
  • Advise the Management on internal communications issues when required.

KEY WORKING RELATIONSHIPS

  • Internally, interacts with delegation management, other programme managers/coordinators; at headquarters, with the Communications Head of Sector; within the region, with regional advisers supporting the delegation and, when relevant, with communications / prevention counterparts in other delegations closely affected or influenced by the same context.
  • Externally, interacts with key members of national authorities, counterparts within the UN system, media, INGOs/NGOs and other civil society organisations. Contacts may be mid to high level.

GENERAL DUTIES

  • Be aware of the delegations’ objectives and activities
  • Understand the three components of the Red Cross/Red Crescent Movement
  • Apply the security rules at all times
  • Respect and observe the staff regulations of the ICRC in Jordan
  • The employee may be asked to perform other duties not covered in this job description as well as to provide support to other departments when and if necessary

EDUCATION AND PROFESSIONAL EXPERIENCE REQUIRED

  • University degree or equivalent (preferably Masters’ level) in a relevant field such as communications, political science, international relations, journalism or law.
  • Fluent spoken and written Arabic and English. Additional languages used in ICRC communications (French, Spanish or Russian) are an asset.
  • At least 10 years overall professional experience, ideally a combined communications and humanitarian experience in Jordan.
  • Extensive international communications experience relevant to the activities of the ICRC. If this experience is with an international humanitarian organization (INGO) in and outside Jordan, this will be seen as an advantage.
  • Familiarity with regional affairs and ability to analyze trends in the political, socio-economic and diplomatic space in the region.
  • Ability to engage and interact with official key stakeholders and to represent the ICRC.
  • Proficient computer skills (competence in MS Office and other software).
  • Expert level in online and social media communication tools.
  • Team management: having managed at least a team of 3 people, demonstrating managerial and leadership skills and growth potential to manage larger teams.
  • Communications Program management experience.
  • Excellent written and spoken communication skills.
