ORGANIZATIONAL CONTEXT

These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). Job holders typically report to a Programme Policy Officer or Head of Field Office.
At this level, job holders are expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen operational problems on a daily basis. Job holders are expected to manage resources and coach and coordinate support staff.

Since 2015, WFP Nepal is working closely with the Department of Hydrology and Meteorology in defining relevant triggers and thresholds for early warnings, specifically focusing on flood hazard. Since 2020, WFP piloted an innovative approach for cash transfers, where cash was delivered to households-at-risk before the flood occurred. With a view to strengthen the existing systems, policies and procedures enabling anticipatory action, WFP has developed a project for advancing the systems at all levels of Government and sustainably systematize the initiative.

JOB PURPOSE

To provide effective specialized support and technical analyses to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the overall supervision of the Head of Evidence, Policy and Innovation (EPI) unit and the direct supervision of the Programme Policy Officer for Forecast based Anticipatory Action (FbAA); the incumbent will be responsible for the following duties:
1. Provide support in the implementation of the FbAA and Food Security Assessments programme in Nepal in coordination with national government, provincial government, local government, UN and civil society organizations.
2. Within the specific area of responsibility, provide specialized project management support in the development of the FbAA project plans and perform monitoring of the projects (including annual workplan, selection of indicators, periodic monitoring and report writing) in coordination with the monitoring and evaluation unit.
3. Perform accurate, timely recording of data within the specific technical area of work (e.g. risk assessments, registration of beneficiaries, application of SCOPE*) and ensure consistent information is presented to stakeholders.
4. Provide support in the implementation of the FbAA project in Nepal in coordination with national government, provincial government, local government, UN and civil society organizations.
5. Support management and analysis of relevant datasets and satellite-based meteorological, hydrological and agricultural indicators and tools for drought, floods and landslides forecasting, in collaboration with technical teams and experts.
6. Support flood risk assessment and analyses at Districts, Municipal and Ward level to provide basis for potential expansion of FbAA activities to other areas.
7. Support capacity development activities for WFP staff, cooperating partners and the government partners including the Ministry of Home Affairs (MoHA), Ministry of Federal Affairs and General Administration (MoFAGA), and Department of Hydrology and Meteorology (DHM) and local governments by preparing presentations, supporting training sessions, compiling and sharing relevant information.
8. Consolidate database of tools and codes in fostering anticipatory action (AA) interventions, particularly early warnings and communication.
9. Support in the preparation of field level agreements and monitoring of activities conducted by cooperating partners to enable quality assurance and timely implementation of activities.
10. Support planning and designing of trainings for cooperating partners and communities on early warning and warehouse management.
11. Coordinate with relevant units to develop communications materials, infographics, newsletter and other advocacy materials to outreach wider disaster risk reduction (DRR) stakeholders.
12. Participate in emergency assessment exercise and response as required.
13. Support in development of simulations guidelines through multi-stakeholder engagement across FbAA Municipalities.
14. Within specific technical area, support in developing and stockpiling database of anticipatory action initiatives for reporting and prepare monthly bulletin on AA activities
15. Support in monthly planning of activities and record the achievements including risk mitigation measures
16. Perform other related duties as and when required.
 SCOPE is WFP’s corporate beneficiary and transfer management platform.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area. Completion of a Bachelor's degree in the related functional area is desirable (e.g. Civil Engineering, Disaster Risk Management, Climate Change or other relevant disciplinary).
Language: Fluency in both oral and written communication in English and Nepali.

  • At least six years of experience in disaster risk management with skills on hydro-meteorological data analysis and remote sensing & programming language applications

Knowledge & Skills: Knowledge and experience in FbAA initiatives, and skills of GIS, earth observation, and programming languages (R, Python, GEE, CDO) is preferred.
