BACKGROUND AND JOB PURPOSE:

WFP strives to be a leader in environmental sustainability within the UN system. In pursuit of this goal, WFP’s Environmental Policy (2017), and the resulting Envirommental and Social Sustainability Framework (ESSF), commit the organization to avoid unintended harm to the environment, its beneficiaries, or any other affected populations as a result of our operations and programmes, and to maximize environmental benefits.
The ESSF includes: a set of Environmental and Social Standards; Environmental and Social Safeguards (ESS) to ensure a do-no harm approach for programme activities; and an Environmental Management System (EMS) to help mainstream environmental sustainability in support functions. Focus areas include reducing energy use and greenhouse gas emissions, waste and water management, sustainable procurement and staff awareness. WFP Mozambique Country Operation (CO) requires the engagement of an Environmental Management Associate within the Engineering and Facilities Management team to lead EMS and ESS related activities in the country.
The Environmental Management Associate will support the Regional Environmental Management Advisor to implement EMS in Mozambique, through risk identification and researching/delivering local cost-effective environmental improvement actions to reduce impacts from WFP support operations in a systematic manner. On the programme side, the Associate will coordinate with the Regional Safeguards Advisor to support WFP in-country staff and cooperating partners in the application of and compliance with WFP and donors’ Environmental and Social Safeguards requirements and tools (including risk screening and mitigation plans) in programmatic activities.
The role promotes the mainstreaming of environmental and social sustainability across programmes and support operations through a continuous cycle of improvement.
This position will be based in Maputo Country Office and will report to the Head of Engineering and Facility Management Unit, with a dedicated technical reporting line to the Activity 3 Manager (Climate Change Adaptive Food Systems).
To coordinate and provide high quality, client-focused and value-for-money oriented administration services.

STANDARD MINIMUM QUALIFICATIONS

Education: University degree in Business/Public Administration, Environmental Studies, or other relevant field relating to office management and administration related to environmental management.
Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.

Experience: At least 6 (six) years of relevant work experience in the area of environmental sustainability or related area

Language: Fluency in both oral and written communication in Portuguese and English Language

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

1. Has demonstrated ability in managing repair and maintenance programs, including procuring of services and their quality control;
2. Exhibits ability to convert team macro goals and business plans into clear actions to support the implementation of teamwork;
3. Demonstrates basic knowledge of internal controls, risk management, and monitoring mechanisms and their applicability in WFP context;
4. Working knowledge of international environmental footprinting standards (including the Greenhouse Gas Protocol and other environmental standards such as ISO 14001) and Environmental disciplines like waste management, energy/GHG management, water management, environmental compliance, and sustainable procurement;
5. Excellent command of MS Office; experience with communications tools is a plus
6. Ability to work with multiple teams from different backgrounds and functional areas and with offices in remote locations.
7. Has demonstrated knowledge of administration best practices, techniques, and processes, and is capable to apply this to ensure the provision of efficient and effective administration services;
8. Has provided coaching or training to new staff members within area of expertise;
9. Has supported in providing ad-hoc guidance to new staff members.

KEY RESPONSIBILITIES PART I (not exhaustive):

1. Lead the implementation of WFP's Environmental Management System (EMS), consistent with the requirements of the international standard ISO 14001:2015 and in accordance with the commitments of the UN Sustainability Strategy, including:
a. Developing Initial Environmental Reviews (IER) for Mozambique Operation, through background research, data collection/presentation and drafting text;
b. Leading the compilation and update of an EMS action plan covering all WFP locations in Mozambique;
c. Liaising with the Regional Environmental Management Advisor to monitor and report the implementation progresses of EMS action plans;
d. Research, plan and implement environmental projects to address WFP’s environmental impacts;
e. Conducting research on appropriate, locally available and innovative sustainable energy/waste/water/procurement solutions;
2. Contribute to WFP’s annual environmental footprint reporting exercise, involving the collection, review, analysis and reporting of energy usage, water consumption and waste generation data;
3. Develop communications material (e.g. slide decks, fact sheets, videos, articles, guidelines, reports) with environmental content;
4. Contribute to the development and dissemination of awareness-raising and training material on environmental themes and promote behavioural change;
5. Contribute to the development of corporate tools, templates and other materials for identifying, assessing, managing and reporting on WFP’s environmental impacts;
6. Contribute to other environmental initiatives undertaken by the Engineering Unit;
7. Promote CO awareness of WFP's environmental and social impacts and of the safeguards framework as a tool for systematically managing those impacts ensuring the application of the WFP Environmental and Social Safeguards (including risk screening);
8. Collect and share best practices to promote ongoing engagement and improvement.
9. Lead the application of the WFP Environmental and Social Safeguards (including risk screening) in programmatic activities at the CO level:
a. Support WFP staff and cooperating partners in the application of the WFP and donors’ safeguards requirements and tools (including risk screening and management plans) in programmatic activities (including the identification of best implementation modalities);
b. Where necessary, lead or coordinate the environmental and social risk screening and mitigation plans of programme;
c. Where necessary, facilitate the elaboration of Environmental and Social Impact Assessments (ESIA) of high-risk projects by accredited entities and revise them accordingly;
d. Where applicable, support the Cooperating Partner Committee in verifying risk screening reports from cooperating partners;
e. Where applicable, train and support field monitors in monitoring environmental and social risks during the implementation of programmatic activities;
f. Support the inclusion of the WFP Environmental and Social Safeguards in proposals to donors (e.g. the Adaptation Fund, Green Climate Fund, etc.);
g. Check the extent to which alternative screening tools used by the WFP country office or government entities are aligned with WFP's standards;

10. Support the formulation of Environmental and Social Safeguards in the Country’s Strategic Plans.
11. Seek opportunities to link WFP safeguards to national safeguard regulations and capacities and Support country offices to comply with national environmental regulations;
12. Monitor country offices' adherence to the Environmental and Social Safeguards, ensuring programme activities identify and record risks in the corporate digital platform;
13. Support country offices and activity managers in reporting on the application of the WFP Environmental and Social Safeguards in the Annual Country Reports.
14. Collate and process information including dissemination to support the production of standard documents and reports for the unit, to enable decision-making and the effective management of resources;
15. Manage and maintain paper and electronic records within the area of responsibility in accordance with established procedures, to ensure swift and easy data access as required;
16. Undertake research and perform analyses of data, to contribute to the provision of accurate information and effective management of resources;
17. Develop/maintain an information management system for the area of work within the unit;
18. Provide inputs to standard operating procedures to support the continuous improvement of related services provided within the country office ;
19. Perform other related duties as required by the Head of Engineering and Facility Management unit or Head of support services.
