JOB PURPOSE

WFP is seeking qualified candidates to join RBB Supply Chain (SC) Team to work with the Country Offices (COs) in the region with a particular focus on EPR including facilitation of external partnerships with inter-regional bodies and building capacity of national and regional humanitarian response institutions, reporting directly to Regional Logistics Officer. To lead on the strategic engagement at the RBB level in coordination with other RBB stakeholders and provide specialist technical advice on SC and EPR activities, analytics, and oversight to SC field operations. To partner with the key supply chain and programme functions to ensure an integrated supply chain and EPR approach is taken to meet WFP’s and the COs objectives. To provide analytics and contribute to RBB SC activities, to contribute to the planning and coordination of field SC operations, and to ensure an effective and integrated SC approach meeting the food assistance needs of beneficiaries as well as EPR and service provision requirements for partners.

KEY ACCOUNTABILITIES

  • Provide guidance and support to COs and RBB to implement corporate guidance and tools to improve SC EPR (including in focus areas such as climate change and disaster risk reduction);
  • Contribute to designing WFP Country Strategic Plans, ensuring the integration of relevant Supply Chain Preparedness & Response interventions. Support CO developing projects aimed at capacity strengthening of partners.
  • Support the reinforcement of the partnership with ASEAN, SRAC and other inter-regional bodies on Preparedness & Response, including on skill development (ACE Programme and DELSA, in collaboration with UNHRD). Support / participate to interagency coordination forums and provide WFP EPR inputs.
  • Provide technical assistance and strategic advisory to COs engaged in SC capacity strengthening activities with National Disaster Management Authorities (NDMAs) and / or other humanitarian stakeholders on Supply Chain disaster management.
  • Provide guidance and support to COs and RBB to implement corporate guidance and tools to improve SC EPR (including in focus areas such as climate change and disaster risk reduction);
  • Monitor emerging risks and contribute to HQ and RBB early warning and risk analysis products, from a SC perspective.
  • Support the development of partnerships (especially fostering engagements with Academia, Private Foundations, other development / humanitarian partners and private companies) to ensure comprehensive support is provided to local emergency response stakeholders.
  • Support and coordinate WFP SC emergency response operations (either remotely or through deployment).
  • Support the identification of capacity gaps in EPR. Lead, design, facilitate and coordinate staff development events (including Simulation Exercises) and training material to strengthen staff skills and the organization, coordination and the preparation of lessons learned exercises for all SC emergency responses and maintain information repository at RBB level and ensure that lessons learned are used to guide preparedness and future responses;
  • Collaborate with Human Resources to develop and maintain a regional roster of emergency response expert staff (both National and International) in the Asia Pacific region.
  • Remain available for frequent and extended deployments in support of operations in the RBB region and globally, including for sudden onset emergency response.

STANDARD MINIMUM QUALIFICATIONS

EDUCATION

  • Minimum Bachelor Degree with additional year relevant work experience and/or training/courses (Master Degree is preferable) in Supply Chain Management, Economics, Commerce,
    Business Administration, Engineering, Legal or Accounting or other relevant field

WORK EXPERIENCE

  • A minimum of 8 years of relevant professional experience in:
    • managing an area of supply chain operations including coordination with internal and external stakeholders and relationships and national capacity building initiatives with UN agencies, NGOs, private sector and/or government organizations;
    • implementing humanitarian Supply Chain operations in the field, approved corrective actions to improve performance and monitoring progress, supply chain improvement initiatives, srvice Provision activities and Logistics Cluster mandated-operations a plus
    • conducting analytical and conceptual work in support of strategy design and implementation
    • designing and implementing supply chain, retail and partnership networks
    • identifying operational risks and maintaining documentation on emergency preparedness
    • analysing and supporting the implementation of end-to-end supply chain operations​​​​​
