ERP Specialist

The Municipal Support Program (MSP) is a five-year program supported by USAID/Jordan, awarded in August 2022, and implemented by DAI Global LLC. The overall goal of MSP is to strengthen municipal-sector service delivery and promote Local Economic Development (LED) in Jordan. The MSP team will achieve this goal through the following interventions: Outcome 1: Inclusive local administration strengthened, and Outcome 2: Capital investment for municipalities increased.

MSP utilizes approaches that address structural issues, systems, processes, interrelationships, behavior, and organizational culture change. MSP aims to strengthen municipal-sector service delivery by supporting improved governance and organizational culture across three interventions: key policy and service delivery reforms, municipal sector public financial management, and community engagement.

Under MSP’s Outcome 1: Inclusive Local Administration Strengthened, the project will work to achieve Intermediate Result 1.4: Municipal-sector public financial management strengthened. MSP will support the improvement and increased reliability of the systems for municipal sector public financial management to ensure that the municipal sector can access timely and accurate financial data; increase transparency and accountability; increase own-source revenue; attract private sector partners; and effectively manage their resources. MSP will support capacity building efforts through technical assistance and material support that incorporate organizational change management techniques within municipal sector entities to enable government officials to manage public resources more effectively.

  1. TASK DESCRIPTION

The USAID Municipal Strengthening Program (MSP) is providing comprehensive technical and material support to MOLA to design and implement a new municipal Financial Management Information System (FMIS) and transition to accrual basis accounting. The new FMIS will be designed and implemented in collaboration with MOLA through a new Project Management Unit (PMO) that has been established within MOLA. The new FMIS will meet the accounting, budgeting, and financial management requirements of the 100 municipalities in Jordan, serving as the primary tool for them to move from cash to accrual basis accounting as per the Municipal Financial Bylaw.

The new system will be a cloud-based, unified, fully integrated Enterprise Resource Planning (ERP) solution to support the transition of 100 municipalities to accrual basis accounting. The new municipal FMIS will include the following modules that will be rolled out to the 100 municipalities over several phases:

  • Budget Preparation (core)

  • Budget Execution (core)

  • Financial Accounting (core)

  • Asset Management (core)

  • HRM and Payroll Management (core)

  • Procurement (supplemental)

The PMO unit will report to the MOLA Secretary General and oversee and manage all project activities and ensure that project teams have access to the necessary resources to project teams, promote collaboration among stakeholders, and ensure that all municipal staff have access to quality, accurate and comprehensive data for budgeting and financial management decision-making.

The ERP Specialist will support the PMO in MOLA in its efforts to plan, configure, and implement a new, fully integrated cloud-based municipal Financial Management Information System (FMIS) that will be rolled out across Jordan’s 100 municipalities in a phased approach. MSP will select an ERP vendor to configure and roll out the FMIS system to the 100 municipalities.

  1. KEY DUTIES AND RESPONSIBILITIES

The following tasks are the main key duties and responsibilities of the ERP Specialist:

  • Provide technical support and advice to MoLA and the MSP in all issues related to the infrastructure and software components of the ERP solution provided by the ERP vendor.

  • Document the state of ERP configuration.

  • Oversee the implementation of policies and procedures for using, supporting, backing up, and maintaining network equipment and software related to the ERP implementation as provided by the ERP vendor.

  • Assist and provide support and technical recommendations on the ERP system configuration needed for the FMIS with the support of the ERP vendor.

  • Offer knowledge and directions in troubleshooting, and configuration to make sure the product or solution functions in accordance with ideal enterprise specifications.

  • Examine, troubleshoot, and replicate reported problems in conjunction with the PMO unit staff and municipalities staff. Offer solutions and alternatives in collaboration with the ERP vendor. Validate proposed changes before and after implementation with the PMO unit and associated municipalities staff.

  • Facilitate the expansion and improvement of the configuration control, considering business requirements, processes, event correlation, and integration of third-party applications.

  • Support releases and fixes by working with MoDEE’s infrastructure team in the cloud hosting center.

  • Support in the upload of the master data from the current financial system (MALI), and other systems, to the new FMIS system. (Assist/support in defining sources of data/ collection/ data cleansing/ formatting).

  • Support in defining the IT specifications and requirements for the new FMIS during the design and configuration phases.

  • Review all technical documentations provided by the ERP vendor in relations to infrastructure, hardware, software and provide input and feedback; and validating that all delivered technical documentations are accurate, complete, and reliable to sustain and maintain the ERP system

  • Review and participate in the performed system maintenance with MoDEE’s team and the testing conducted by the ERP vendor with the functional testing team at MOLA.

  • Support in the rollout and implementation of the new FMIS system.

  • Provide recommendations and technical advice for the interfaces of the FMIS with existing municipal and governmental financial management systems such as Greater Amman Municipality’s (GAM’s) traffic court system, the Ministry of Digital Economy and Entrepreneurship’s (MODEE’s) automated municipal services portal, the Municipal Revenue System, Jordan On-line E-Procurement System (JONEPS) and the Tarasol government-wide communication portal.

  • Engage in communications with the municipalities through MOLA’s PMO unit to report operational, hardware, and software issues.

  • Review and support in training, troubleshooting for the FMIS modules and programs with the ERP vendor.

  • Verify MOLA’s and municipalities staff capabilities to implement the ERP solution in terms of IT skills and knowledge and readiness to manage future potential configuration to the ERP system.

  1. QUALIFICATIONS

  • Bachelor’s degree in computer science, computer engineering or any equivalent field.

  • Minimum of five (5) years of experience working with ERP applications such as Oracle, SAP or Microsoft Dynamics

  • Knowledge of ERP software, database management, and system integration.,

  • Certifications from ERP software vendors such as SAP, Oracle, and/or Microsoft, is a plus.

  • Previous experience working in implementing government ERP solutions is a plus.

  • Ability to analyze business requirements and processes, identify gaps and inefficiencies, and recommend solutions that align with organizational goals.

  • Excellent oral and written command of the English and Arabic languages.

  • Experience in project management, including planning, execution, monitoring, and reporting.

  • Strong communications and interpersonal skills

  • Excellent problem-solving skills
