Field Construction Engineer

Org. Setting and Reporting

Supervisor:

The incumbent reports to the Chief Field Infrastructure & Camp Improvement Programme (CFICIP).

Supervisees:

Manages a range of Professional and GS staff.

Responsibilities

•Provides technical oversight and support to all construction projects ensuring reliability, accessibility, safety, operability, and fitness for purpose; coordinates all related works with other Divisions in the Field Infrastructure and Camp Improvement Department (FICIP) and other Departments; provides advice to CFICIP on relevant cross-cutting issues.

•Manages and monitors progress of all construction projects ensuring quality planning and control, including:

1.Ensuring that Contractors implement the projects in compliance with the contract documents including contract conditions, period, budget, drawings, specifications, and Bills of Quantities.

2.Preparing Project(s) risk management plans; ensures their appropriate observation during the project(s) implementation.

3. Making sure that the contractor meets contractual requirements of safety, environment, and health.

4. Ensuring the completeness of all project documentation including entering all construction projects details into Facilities Management Information System (FMIS);

5.Preparing reports including weekly and monthly progress and ad-hoc reports required by external and internal stakeholders.

•Holds regular site meetings with the Contractors to discuss the progress, check the quality of implemented works, resolves any outstanding technical issues/challenges including delays, extension of time, additional works, variation orders; ensures the quality of the supplied materials to the site and approves the samples submitted by the Contractors.

•Reviews and endorses the measurements for the projects under implementation, interim and final payments; assesses the variation orders and extension of time and provides recommendations to CFICIP.

•Participates with Field Maintenance Engineer in the evaluation and structural assessment of the existing buildings to assess the structural integrity, safety, fitness for purpose/use and provides joint advice to CFICIP on reconstruction or maintenance.

•Supervises the performance of construction division staff; is responsible for sustaining and elevating their capabilities; assesses their training and career development needs and provides the necessary technical guidance and support and/or coordinates specialized training courses to build their capacity and improve outcomes.

•Facilitates visits by donor representatives and other external interlocutors to the Project(s) area in coordination with the supervisor and External Relations and Communication Department.

•Performs other duties as may be assigned by the supervisor

Education

A university degree in civil engineering from an accredited university/ institution.

Work Experience

•At least six years of progressive working experience in construction works, of which four years should have been on site-supervision and technical administration is required.

•Experience with computer applications in construction and project managements is required.

Languages

•Good command of written and spoken English and Arabic.

Contract Status:

Fixed-Term Appointment for 3 years ;including 1 year probation period, with the possibility of further extension, subject to the availability of funds, satisfactory performance and continuing need.

Benefits:

Grade 16, Monthly Salary JD 1098.90Fils Plus SOA 60% of basic salary. Other benefits include Provident Fund contribution (15.4% of basic salary paid by the Agency), medical insurance. Dependency benefits are subject to eligibility.

•This vacancy notice is open to internal and external candidates. Only candidates residing in Jordan, and within commuting distance of the duty station with authorization to work in the duty station at the time of application are eligible to apply.
