JOB PURPOSE & ORGANIZATIONAL CONTEXT

The HR Officer NOB reports to the Head of the HR unit and deputize as OIC in his/her absence. The role delivers professional, client-focused HR services, partnering with managers to implement HR solutions in line with WFP corporate priorities.

The HR Officer NOB operates with minimal supervision and provides guidance to junior staff to ensure that operational and project objectives are achieved. He/She is heavily involved in day-to-day activities and analytical work; and provides advice on relatively complex issues, applying HR rules, regulations and expertise in making determinations and recommendations across a range of activities.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Contribute towards the development of country specific plans and processes, and deliver HR operational activities or projects, following standard processes and ensuring alignment with wider WFP policies.
  • Provide advice to managers and employees, understanding their needs and ensuring policies, procedures, processes, systems and tools are available and correctly applied to support them.
  • Provide effective management of the employment relationship between WFP and its staff, by administering conditions of service, contracts and appropriate entitlements, and resolving employee relations issues.
  • Contribute to staff capability building, working with managers to understand individual skills and business requirements, and organizing/delivering development solutions which equip people with the skills and knowledge required to meet current and future challenges.
  • Deliver onboarding activities which ensure new employees have a positive experience of WFP, and are successfully integrated into their new role and the organisation.
  • Contribute to building and managing talent within WFP, working with managers to understand their needs and delivering solutions to recruit, retain, manage and develop a high caliber workforce to deliver business objectives.
  • Support organizational design activities that enable senior management to define and organize structures and jobs, and allocate people to the right places in order to improve efficiency.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Guide and supervise junior staff, acting as a point of referral and supporting them with analysis and queries. Act as role model to guide and have a cohesive HR team.
  • Collate and analyse data for the preparation of accurate and timely reporting, supporting a WFP wide view of HR activities that enables informed decision-making and consistent information for stakeholders.
  • Contribute to continuous improvement by implementing new/updated HR policies, procedures and systems and recommending improvements to ways of working.
  • Other relevant duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field; OR First University degree with additional years of related work experience or trainings/courses.

Experience:

As a minimum 5 years of postgraduate, progressively responsible, relevant work experience in human resources. Prior experience in a UN organization would be highly desirable.

Languages:

Fluency in both spoken and written English and Arabic (level C) is a must

Knowledge & Skills:

  • Broad or specialized knowledge of HR best practices, techniques and processes.
  • Proven ability to be a very strong team player and to supervise and support more junior and/or less experienced members of the team.
  • Ability to work with minimal supervision.
  • Ability to analyze information and data, draw conclusions and recommend a course of action.
  • Very good communication skills to give and receive information and work with a variety of stakeholders.
  • Ability to establish and maintain effective relationships with clients and provide client-oriented service; and to identify clients’ needs and match them to appropriate solutions.
  • Ability to quickly assimilate new processes and systems; and advanced knowledge in applications such as Word, Excel, PowerPoint and Visio.

FUNCTIONAL CAPABILITIES

Employee Orientation: Shows expert knowledge of Country Office challenges and applies this to provide tailored HR guidance, advice and support to drive employee engagement. Proactively seeks information on the local employee context evolution. Manages and applies employee engagement tactics to influence employee perceptions and to achieve the best outcome for employees and WFP.

HR Expertise & Policy Knowledge: Is able to contextualize and apply deep knowledge of WFP policies and programmes, as well as internal regulations, in order to provide insights and advice to key organizational stakeholders. Contributes to policy development and improvement.

Business Knowledge & Partnership: Applies expert skills in building strong partnerships with senior stakeholders in order to get and in-depth understanding of WFP's organizational objectives and related operational challenges, and therefore ensures the ongoing alignment of the HR operating model. Applies this understanding to design people initiatives that support the achievement of WFP's strategic goals.

Enabling Talent Management Solutions: Demonstrates deep knowledge of all WFP HR solutions. Creates plans for their successful implementation and execution, in order to contribute to strategic HR and organizational outcomes.

HR Operations Management: Applies in-depth understanding of WFP HR Operations to ensure their full alignment with WFP's HR strategy. Drives continuous HR operations improvement and oversees implementation of changes, by maintaining robust review processes.

TERMS AND CONDITIONS

Position Title: Human Resources Officer

Contract Type: Fixed Term

Grade: NOB

Duty Station: Baghdad, Iraq

Salary: Starting at USD 4227.5 per month.

Medical Plan: Valid medical plan for the staff member, his/her spouse, and dependent children under 18 years of age

Annual Leave: 30 working days (paid) per year
