BACKGROUND AND PURPOSE OF THE ASSIGNMENT

Under the new Country Strategic Plan, Activity 5, WFP Mozambique is committed to “Support the Government in the development and operation of nationally owned home-grown school feeding programmes for chronically vulnerable or shock-affected primary school children". This activity entails the establishment of minimum infrastructure in schools to ensure the safe storage of food and the preparation of meals to be delivered to Primary School students.

This position will be with WFP based in Maputo, Mozambique with frequent in-country travels across WFP operations and requires the engagement of a competent civil engineer with site supervision and project coordination experience in particular community assets creation, and disaster risk reduction. WFP Mozambique has developed a Design for warehouses and kitchens (WHK) infrastructure to be adopted as the standard in schools by the Ministry of Education and Human Development (MINEDH), and it will proceed to build this infrastructure in schools. Over 130 new WHK infrastructure will be constructed in all Provinces across the country through different implementing strategies depending on the location.

WFP Mozambique is looking for an engineer with experience in similar projects to lead the WHK Construction project. The main tasks required of the position will include engineering project management; project planning; construction procurement processes; contract management for construction activities, public Procurement Contracting in a UN Environment and technical support to WFP’s programmes.

STANDARD MINIMUM QUALIFICATIONS

Education: University Degree in Civil Engineering and preferably with a specialization, post-graduate or master’s degree specialization in community projects. Hold or be eligible for Accreditation to “Professional Engineer” or “Chartered Engineer” status, or recognised equivalent by an appropriate national or international regulatory authority (Not necessary but an advantage).

Experience:
• Five or more years of relevant civil engineering experience at increasing levels of responsibility in community infrastructures management
• Experience with construction procurement and contract management.

Knowledge and Skills:
• Knowledge and/or experience in engineering design, standards and implementation;
• Knowledge and/or experience in project and contract management;
• Experience in planning and supervision of community infrastructure projects;
• Experience working autonomously on-site in remote locations;
• Experience with community-based participatory practices and product asset programmes;
• Technical competence in speaking/writing in English language, including preparation of progress reports;
• Strong HSE practices and basic knowledge of resilient construction

Computer Skills:
• Microsoft office suite (level 4/5 proficiency in MS Word, Excel and Project);
• AutoCAD/ArchiCAD (experience in drafting preliminary designs, as-built drawings and adapting detailed designs).

Languages: Fluency in both oral and written communication in the Portuguese and English

KEY ACCOUNTABILITIES (not all-inclusive) – PART I

Under the general supervision of Engineering Unit and in coordination with the Head of School Feeding, the Engineer shall be responsible for the WHK Construction project and related procurement processes, reporting on the progress of the works, ensuring that all parties are executing their responsibilities in accordance with the contracts between WFP and the selected construction/consultancy companies.
The following non-exhaustive list of duties shall be considered to be within the remit of the Engineer:
1. Act as Focal Point for Programme activities within the Engineering Unit.
2. Act as the project focal point between stakeholders including Contractors/consultants/direct labour, WFP Programme Project Manager and WFP Engineering (MSDE, HQ), in coordination with various internal units including but not limited to admin, security and procurement.
3. Prepare technical and cost benefit appraisals, evaluations, scope of works, specifications, pricing documentation, as well as establish and maintain project quality assurance procedures and any other relevant reports as may be required.
4. Coordinate all project elements including design, planning, material approval in consultation with WFP Engineering, construction supervision, project budgets, track cash flows/invoices, handover/close out as well as ensure that construction activities or work programmes take account of and adhere to local regulations and legislation.
5. Liaise directly with the Programme unit and WFP Engineering, via structured meetings or other means with regards to any arising or on-going technical, financial, contractual, programme or political issues at the project sites. Provide regular updates and reports on progress.
6. Consult with local authorities to ensure timely provision of necessary building certificates and authorisations.
7. Evaluate the suitability of contractors/consultants/direct labour and oversee construction processes, project risk mitigating actions, programming and coordination, while ensuring that proposed methods are satisfactory and consistent with WFP’s requirements for quality and health and safety.
8. Monitor and evaluate on-site and off-site facilities, including materials or other test laboratories, to ensure compliance with the terms of a contract. This shall include monitoring any on-site or off-site testing and recommend improvements (if any) to ensure compliance with relevant codes and standards.
9. Assess construction equipment, plant and machinery requirements, by condition, type and specification, and assess operator skills and performance for site mobilization construction progress.
10. Monitor, supervise and report on construction progress, on a regular basis, to ensure compliance with approved designs, work programmes, contract conditions and troubleshooting. This requires constant travel to remote locations.

KEY ACCOUNTABILITIES (not all-inclusive) – PART II

11. Prepare and recommend variations/change orders to a works proposal including cost estimates, in consultation with WFP Engineering and Programme unit, to address and resolve issues encountered on site. This extends to resolving constraints and time slippage in work programmes, arising from contractors/consultants/direct labour or the evolving needs of WFP or others.Prepare, review, and approve "as built" documentation and preparation of reports confirming, or otherwise, the satisfactory completion of any work, whether by contract or by ‘direct labour’.
13. Inspecting and reporting on completed works to the Programme unit and WFP Engineering, including overseeing ‘substantial completion’ milestones, hand over and occupation of completed works.
14. Support Mozambique CO with the preparation of projects scope of Works, tender packages, tender evaluation, contracting and reporting.
15. Prepare technical documentation as regard to bidding processes, for construction/installation or design services.
16. Provide technical guidance that support a successful construction/installation procurement process.
17. Prepare and assemble construction/installation contract documentations.
18. Operate computer-assisted engineering and design software and equipment to perform engineering tasks.
19. Other tasks as may be assigned by Head of Engineering or Head of Programme.
