THE ROLE AND ORGANIZATIONAL CONTEXT

WFP is the largest humanitarian organization distributing Special Nutritious Foods (SNF) in many different contexts. Over 2022-23 period, the SNF demand is substantially larger than the available capacity which disrupts supplies in many countries. To improve the situation on a stable way, there is an urgent need to put in place a global and sustainable strategy to acquire agility in the supply chain of these products to be able to adapt the sourcing strategies.

Specialized Nutritious foods are used for the treatment and prevention of maternal and child malnutrition and are mainly delivered as a response through partners or health centres.

The high cost of such products, production considerations, lead-time and product sensitivity create significant challenges for supply chain management. Potential deterioration of nutrients due to heat and humidity and a limited shelf life, coupled with the field conditions where the products are most needed, require special attention be paid to every aspect of the supply chain, from planning to the last mile of distribution.

Moreover, the high demand and limited capacity of these products poses a challenge to WFP operations, causing potential pipeline breaks that have serious repercussions on the organization and its operational efforts.

Improving the SNF management requires cross division coordination, planning and implementation amongst nutrition, programme, logistics, procurement, and food safety and quality.

Under the Chief of Nutrition Operations, you will lead the Nutrition Supply Chain team for which three strategic outputs have been defined:

  • Strategic and technical support to RBs and COs to improve SNF supply chain management to assure operational efficiency and quality provided and pipeline shortfalls limited.
  • Lead the coordination and strategy setting and define priorities among Nutrition, Supply Chain Operation and Global Commodity Management Facility to ensure SNF availability for nutrition programs is strengthened.
  • Provide strategic guidance for treatment and prevention strategies scale up for nutrition programmes taking the complexity of distribution chains into account

KEY ACCOUNTABILITIES (not all-inclusive)

You will be expected to lead cross-functional actions to improve SNF Supply Chain Management.

The following deliverables are expected:

  • Provide and coordinate strategic support to Nutrition and Supply Chain Divisions for treatment and prevention to assure nutrition operations have the right product in the right place at the right time.
  • Develop, regularly review and advance a plan of action that can influence nutrition operations to improve programme coverage.
  • Contribute to Procurement strategy for SNF by providing analysis based on the demand and ensure that projections for the coming years are considered as well as new products.
  • Develop and implement a nutrition supply chain action plan and lead Nutrition Supply Chain Team on SNF supply chain strategies to assure operational support, efficiency, and quality of nutrition programmes.
  • Coordinate analysis, by context, of nutrition programming to develop new distribution models that would improve programme coverage and reduce lead-time and costs.
  • Represent NUT supply chain in the Operations Cross Function Analytical Group (All HQ functions represented) to highlight key issues regarding SNF management
  • Lead the SNF working group (supply chain, programming and nutrition) that functions as a cross-functional platform for improving SNF supply chain strategies, coordination, information sharing, problem solving and innovation to improve SNF supply chain management and support Regional Bureaus and Country Offices. Collaborate with planning and procurement in the forecasting of SNF to avoid pipeline breaks.
  • Provide advice and strategic support to RBs and COs for improving supply chain management of nutrition operations.
  • Supervise analysis of SNF supply chain gaps and bottlenecks to define how we can make a better use of the production capacity at a regional and local level.
  • Provide recommendations to inform strategies and leadership decision making.
  • Develop strategic engagement with key actors operating in SNF supply chain area – UNICEF, NGOs, Academia, and Foundations and represent WFP in different committees, forums, and donor meetings.
  • Provide support to Food Safety Quality unit to ensure that quality of SNFs is well – managed before and during the Food Incident Management process.
  • Develop global action plan for training curriculum and lead the design and delivery of strategic and technical SNF supply chain tools and trainings to participants from WFP, partners and national governments staff.

QUALIFICATIONS AND KEY REQUIREMENTS

Education:

  • Master’s Degree in Public Health, Nutrition or related field, or Bachelor's Degree with additional years of related work experience and/or trainings/courses.

Experience:

At least 11 years of relevant progressively responsible experience in the following:

  • Humanitarian affairs at HQ and in the field in emergency programme management with a focus on nutrition
  • In field-based positions managing humanitarian programmes
  • Developing strategic support to operations in the field of Nutrition and Supply Chain
  • Managing supply chain optimization projects

Language:

  • Fluency (level C) in the English language

  • A combination of extensive field-based experience with instructional design expertise
  • In-depth knowledge of nutrition programmatic challenges, coverage, treatment, prevention, capacity strengthening programmes;
  • In-depth knowledge of planning, procurement, and delivery of nutritious foods to program beneficiaries;
  • Knowledge on SNF products and their special consideration on how to manage the SNF supply chain.
  • Knowledge on how to maintain the nutritional quality of SNF by promoting optimal control during transport, storage, stock management and distribution.
  • Proven management skills.

TERMS AND CONDITIONS

A Limited Fixed-Term Appointment (LFT) position is a non-mobile staff appointment in the international professional category for a limited period of up to 2 years.

WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.

The selected candidate will be required to relocate to Rome, Italy to take up this assignment.
