HR Coordinator -Nationals Only
NRC currently has over 3,000 staff across the Middle East dedicated to assisting people affected by displacement in Jordan, Syria, Lebanon, Iraq, and Palestine. NRC’s interventions are based upon its programming expertise in six Core Competencies (CC): Shelter & Settlements, Education, Water, Sanitation & Hygiene (WASH), Livelihoods and Food Security (LFS), Information Counselling and Legal Assistance (ICLA), and Protection of vulnerable civilians affected by displacement against violence. To support its work in these Core Competencies, NRC has also elected globally to focus on a few cross-cutting thematic areas, including Cash & Markets, Climate Change and Environment, Durable Solutions and Self-Reliance, Integrated Programming, as well as Safe and Inclusive Programming.
Jordan currently hosts nearly 670,000 registered Syrian refugees. On average, they have lived in in Jordan for over seven years. In addition, there are nearly 90,000 refugees of other nationalities residing in Jordan and registered with UNHCR, who have quite a different set of needs and constraints than Syrian refugees. For the time being, the focus is on increasing the self-reliance of these populations as a pathway towards more durable solutions in the future: since the border with Syria re-opened in October 2018, only 7% of Syrian refugees have returned and no more than 1% resettle annually. Often cited as amongst the most welcoming environment for refugees in the region, Jordan has put in place over the years a myriad of progressive policies in support of refugee presence in the country. Yet, despite tremendous efforts and goodwill from the Jordanian population, its government and the international community over the past decade, effective progress in terms of access of these refugees to decent and sustainable work opportunities has been limited. This is in part related to existing restrictive regulations for refugees in terms of access to various sectors of labour markets.
RESPONSIBILITIES
Job Purpose
The main objective for the HR Coordinator is to implement delegated responsibilities according to Plan of Action. The HR Coordinator will ensure implementation support of the NRC policy, procedures and tools in NRC Jordan with focus and main responsibility on Human resources functions, Learning and development, staff care and wellbeing, and grievance management, performance management and exit procedures. The HR Coordinator will also be responsible for supporting the Country HR team with general Human Resources duties to ensure the team satisfactorily completes all its tasks.
General responsibilities:
- Compliance and adherence to NRC policies, guidance, handbooks and donor/auditor requirements and national law in all processes and procedures.
- Line manager of HR staff in the country office and member of the management group
- Support line managers in procedures and require support team trainings.
- Responsible for Implementation of new country specific technical HR SOPs, guidelines
- and tools.
- Responsible for technical capacity building of HR staff
- Coordinate with relevant partners, suppliers, authorities, lawyers etc.
- Provide input on operational support to Plan of Action, and to coordinate and align operational support with programme plans
- Responsible for ensuring quality support to project implementation.
- Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.
Specific responsibilities:
Oversight of the country office centralized functions:
- Ensure that the tracking system/NRC People system, database for personnel, recruitment and trainings are updated at all times.
- Prepare HR reports for the Country Office, and for audit requirements
- Support/facilitate HR trainings such as NRC People System Training, Code of Conduct, and PSEA (Protection from Sexual Exploitation and Abuse), as well as information sessions on Internal Regulation and HR SOPs
- Ensure accurate payroll administration according to NRC rules and regulations in compliance with the applicable national laws.
- Follow up on all matters related to national social security, insurance, and NRC Terms of Employment at national level.
- Ensure that induction and exit procedures are updated and implemented for all staff
- Follow up on recruitment activities including advice on job descriptions
- Ensure confidential, safe, and standardized filing of personnel documents in the office and on One Drive.
- Ensure that all staff have work and development plans, and carry out regular performance discussions with supervisors/managers are documented.
- Provide technical and capacity building to the HR team
QUALIFICATIONS
General professional competencies:
- Minimum 3 years of experience from working as a senior HR staff in a humanitarian/recovery context in NRC
- Experience from working in complex and volatile contexts
- Documented results related to the position’s responsibilities
- Knowledge about own leadership skills/profile
- Fluency in English, both written and verbal
Context/specific skills, knowledge, and experience:
- Fluency in Arabic, both written and verbal an advantage
- Significant experience working in NRC in HR
- Previous capacity building experience
- Knowledge and experience of implementing NRC HR minimum standards
- Qualification requirement: Bachelor’s degree or higher
- 3 years’ experience working as a senior HR staff member preferably in a humanitarian/recovery context.
