Short Term – FTA Matrix and Insights Developer

  1. BACKGROUND

The Jordan Economic Reform Activity Task Order 1 (ERA TO1) is a 5-year, $54 million program funded by USAID, which aims to support the Government of Jordan (GOJ) to prioritize and implement economic reforms. Through coordination with the GOJ, the Jordanian and international private sector, other donors, and Jordanian civil society, ERA TO 1 will (1) advance economic reforms, (2) strengthen the business enabling environment, (3) increase exports and local, regional, and international investments, and (4) respond to emerging priorities. 

Jordan ERA TO1 provides support to Jordan Exports (JE) to build its services and capacity to become the go-to-institution for export promotion of goods and services. Jordan currently has 7 active Free Trade Agreements with several countries. JE currently features several tools on their Export Portal including an FTA matrix, FTA Map and FTA Insights. JE requested support from ERA to upgrade and enhance the content of the existing tools on the portal and to develop FTA fact sheets and case studies to be added to the portal.

  1. DETAILED RESPONSIBILITIES

This scope is developed to identify a local andor international consultant (preferable a local consultant), to upgrade and re-design the FTA table, FTA Matrix, FTA insights and FTA map at the JE portal and develop and design fact sheets and case studies to be added to the JE portal. This to be achieved with following below detailed tasks:

  1. LEVEL OF EFFORT/PERIOD OF PERFORMANCE

The total Level of Effort (LOE) contemplated for this assignment is a period of up to 60 days in total distributed as below:

Task 1: Collect, compile, and review the free trade agreements (7 FTAs) that Jordan has with different countries, by achieving the following activities:

  • Review the current existing FTA Matrix at the JE portal.

  • Review the current existing FTA Insights at the JE portal Review the current existing FTA MAP at the JE portal.

  • Compile information related to the 7 current Jordan Free Trade Agreements (FTAs).

  • Conduct desk research, literature review and validate findings with concerned stakeholders.

  • Compile all work and communication work that has been previously done, all agreements documented in the Jordan Trade Facilitation Portal (JTFP – Jordan Customs). The JTFP provides the “raw” data (countries and – mainly Arabic – texts of the agreements).

  • Develop a summary report/presentation of key findings, insights, and potential actions.

2 days.

Task 2: Enhance the available content and design for the FTA insights and the FTA map, at the Jordan Exports portal.

10 days for the content and the design.

Task 3: Develop and design the FTA matrix – based on the mockup for the current available matrix that needs support of enhancement in terms of content and design.

9 days for the content and the design.

Task 4: Develop and design FTA fact sheets, by achieving the following activities:

  • Develop fact sheet and opportunity sheet for each trade agreement highlighting tariff, quota, and other relevant advantages. The fact sheet should highlight key legal regulations and certifications.

  • Segment opportunities such as export opportunities and investment opportunities.

  • Develop key messages for Jordanian businesses, exporters, investors, and international investors [example, what does trade agreements mean for Jordanian exporters]

4 days

Task 5: Develop and design an FTA table that links the 7 FTAs with sub-sectors. There are 10 sectors – the assigned consultant will define the most needed sub-sector (not to include all).

Task 6: Develop FTA case studies vs sub-sector, – this is very important – it must be simple and friendly designed. The case study shall provide Jordanian exporters on how to benefit from the current FTAs with clear steps to export specific products according to each sub-sectors in a simple way.

10 days

Task 7: JE capacity building and awareness sessions, by achieving the following activities:

  • Capacity building training for JEs team on the use of the above deliverables.

  • Build awareness and communicate the export opportunities related to Jordan's FTAs and other trade agreements with the local firms under the coordination of JE.

3 days

Total LOE is 40 days

Deliverables will be submitted to ERA and JE first as a draft for comments and feedback before submitting them as final deliverables.

  1. JOB QUALIFICATIONS

  • Bachelor’s degree in business, economics, marketing international trade, or another relevant field.

  • Minimum of 8‐10 years of experience in international trade, export business, Trade agreementsFTAs.

  • Experience in design trade portal content, and graphic design is needed to build the FTA tables, FTA matrix and FTA cases studies.

  • Experience with research, trade, and foreign direct investment.

  • Sound working knowledge and experience of Jordanian context and challenges.

  • Prior experience within Trade Promotion Institution or Agency is preferred.

  • Strong project management, communication, and collaboration skills.

  1. KEY PERFORMANCE INDICATORS

This activity will contribute to the following ERA indicator:

  • Indicator number 2 – G.2: Percent of USG-assisted organizations with improved performance.

  1. REPORTING

During this assignment and activity, the consultant will directly report to the export promotion component (C 3.1).

  1. WORKING LOCATION

This assignment is to be conducted in Amman.
