ABOUT WFP:

The United Nations World Food Programme is the 2020 Nobel Peace Prize Laureate. We are the world’s largest humanitarian organization, saving lives in emergencies and using food assistance to build a pathway to peace, stability and prosperity for people recovering from conflict, disasters and the impact of climate change.

ORGANIZATIONAL CONTEXT:

As Head of the NGO Partnerships Unit within the Lebanon Country Office (CO) Programme Division, the job holder will manage a complex portfolio of Field Level Agreements (FLA) with cooperating partners and ensure active and proactive engagement with current and potential cooperating partners to support WFP’s objectives in line with WFP’s Country Strategic Plan 2023-2025.

KEY RESPONSIBILITIES (not all-inclusive nor exhaustive):

Reporting directly to the Head of the Programme Support Unit, and under the overall supervision of the Head of Programme, the Programme/Policy Officer (NGO Partnerships) will be responsible for the following duties:

Management of the NGO Partnerships team

  • Lead, motivate and develop, including through training, the NGO Partnerships Unit team to enable high performance and results and act as primary point of contact for current and potential WFP Cooperating partners (CPs) as well as WFP internal stakeholders for all partnership-related matters.

Develop and update partnership strategy, guidance and processes

  • Develop WFP Lebanon’s Partnership strategy in line with WFP’s strategic objectives in Lebanon and applicable WFP guidelines and best practices. Identify opportunities for strategic and complementary partnerships as well as for strong partnerships with local actors.
  • Regularly review and update as required the Standard Operating Procedures (SOPs) for WFP Lebanon’s Partnerships Engagement Cycle and Terms of Reference of relevant internal coordination structures and oversight bodies, taking into account lessons learned and required adaptations to a changing context.
  • Develop technical guidance and provide training and support in implementing partnership management related SOPs and processes to relevant WFP staff.

Partner engagement and partnership management

  • Build knowledge and understanding of the NGOs and Civil Society organizations (CSOs) landscape in Lebanon, including the capacity to deliver high quality assistance programmes to vulnerable families. In liaison with relevant internal stakeholders, maintain close relationships with a network of key NGOs/CSOs with a view to build a strong and diverse partnership base and to identify opportunities for collaborative approaches that improve assistance delivery to vulnerable families.
  • Coordinate the use of the UN Partners Portal (UNPP) for the registration, identification and selection of potential Cooperating Partners (CPs). Provide trainings and orientation to internal stakeholders and prospective CPs on the UNPP, partnership selection process, budgeting and proposal development.
  • Coordinate the partnership selection process and establishment of Field Level Agreements (FLAs) with selected CPs in line with WFP Lebanon’s Partnerships SOPs, ensuring all review and due-diligence processes are duly followed. Streamline the review of budget proposals submitted by CPs to explore areas for synergies and to ensure cost efficiency, and provide guidance to internal stakeholders on budget negotiations with CPs. Ensure timely registration of and fund reservations for established FLAs in WFP’s corporate systems.
  • Coordinate the assessment of CPs’ learning requirements as well as the delivery of relevant learning sessions, in particular on the partnership cycle, quality programme implementation, budgeting and accounting, performance management and reporting.
  • Track progress of the FLAs implementation and ensure timely submission of monthly distribution reports, narrative reports, invoices and reconciliations. Prepare thorough analysis of FLA budget consumption in light of fluctuating exchange rates and price volatility, comparing planned and actual costs and monitoring fund consumption to alert and advise internal stakeholders on any required FLA amendments and adjustments.
  • Provide technical assistance and guidance to support relevant internal stakeholders in managing the operational performance of CPs, including through regular performance assessments, capturing and disseminating best practices and supporting CPs in strengthening their capacity in areas of underperformance.

Analysis, Reporting and Coordination

  • Provide inputs on NGO partnerships for relevant internal and external meetings, reports and briefings. Identify major trends/achievements for the NGO Partnerships area, including budget trends/cost efficiency, as well as risks, lessons learned, and recommendations for improvement.
  • Maintain close relations with internal stakeholders to ensure that WFP Lebanon stays abreast of any corporate changes and best practices with regard to partnership management.
  • Participate in the UN Partnership working group and explore opportunities to build complementary partnerships with other UN agencies and NGOs and CSOs.
  • Perform other related duties as required.

ESSENTIAL MINIMUM QUALIFICATIONS AND EXPERIENCE:

Education:

Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience:

At least five (5) years of post-graduate professional experience in working in humanitarian or development settings.

Previous experience in managing relationships with cooperating partners is a distinct advantage.

Desired skills and knowledge:

  • Strong interpersonal, communication, coordination and negotiation skills to support WFP in building strong partnerships
  • Flexibility and agility to work in a complex and changing political and humanitarian context
  • Good understanding of the international humanitarian and development architecture/setup and knowledge of UN and NGO systems

Language

Excellent written and oral communication skills in English. Knowledge of Arabic is desirable.
