ABOUT WFP

The United Nations World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience. We are currently seeking to fill a Disability Inclusion Officer position in our Disability Inclusion Team of the Programme – Humanitarian and Development Division (PRO), who will undertake the below mentioned duties under overall supervision of the Senior Disability Inclusion Advisor.

ORGANIZATIONAL CONTEXT AND JOB PURPOSE

In November 2020, WFP approved a Disability Inclusion Road Map along with a resource and implementation plan with the Asia Pacific as the initial pilot region. The Road Map supports the implementation of the Secretary General’s 2019 UN Disability Inclusion Strategy (UNDIS) and WFP’s obligations more broadly regarding disability inclusion. On 17 November 2021, the Road Map was officially extended until the end of 2022. Beyond 2022, WFP has incorporated disability inclusion (DI) into its strategic plan for 2022-2025 outlining three goals: to realize the meaningful participation and inclusion of persons with disabilities in all operations and programming; to integrate disability inclusion as a key consideration for management and support functions; and to become an employer of choice for persons with disabilities. The DI Team works in close consultation with the different technical focal points of the DI Working Group at Headquarters, specifically across different key result areas reflected in the Road Map. The DI Team is further supported by an official Partnership with researchers from Trinity College Dublin, who are providing technical advice relating to disability data disaggregation. WFP is also partnering with CBM Global Advisory Group who are operating a Disability Inclusion Helpdesk for WFP; and Diversity & Ability who are developing and conducting capacity development trainings on DI.

STANDARD MINIMUM QUALIFICATIONS

Education:

Masters degree in one or more of the following disciplines: social sciences, development studies, international relations, sociology or other relevant field.

Experience:

• At least five years of progressively responsible professional experience in development projects or humanitarian assistance, of which at least two dedicated to disability inclusion.

• Demonstrated field and policy-oriented experience working on disability inclusion is required.

Knowledge and Skills

• Experience on guidance and training development is an asset.

• Ability to write in an engaging and informative manner, and conceptualize and clearly synthesize information.

KEY ACCOUNTABILITIES (not all-inclusive)

Four workstreams (part one)

1. Technical and Project Management Support for Regional Roll Outs

• Support to at least one Regional Bureau (RB) to develop and manage their DI work plans.

• Provide technical assistance and capacity building to RB and COs.

• Provide technical support to RB and CO operations and support functions on DI.

• Act as liaison person between HQ DI Workplan 2023 and RB.

• Support DI mainstreaming throughout Country Strategic Plans (CSP); data collection and utilization for CSP development, Annual Country Reporting and CRF reporting.

• Support community engagement as a key entry point for DI.

2. Information and Knowledge Management

• Support in gathering best practices and case studies from your designated COs and RBs.

• Produce communication materials and visualizations from more complex datasets to create materials.

• Assist COs to report against Corporate Results Framework Indicators on Disability Inclusion and other complementary indicators on inclusion.

• Assist HQ Team to collate and generate entity level data and knowledge on DI activities in global operations as well as establishing a tracking system to follow progress.

3. Intersectionality

• Overseeing ongoing workstreams with Protection and AAP colleagues such as the development of a joint context analysis framework, community engagement strategy and Co-operating Partner management tools.

• Liaising with Gender Unit on development of frameworks and systems that support intersectionality.

• Support DI and Gender colleagues on analysis of Protection, AAP, PSEA and Gender indicators – identifying key protection trends (and risks) using an intersectional lens.

• Contributing to discussions on furthering common approaches to inclusion and intersectionality.

4. Cross Functional

• Contribute to the implementation and achievement of the WFP 2023 DI Workplan, and more broadly, the UN Disability Inclusion Strategy.

• Provide guidance to the Steering Committee and the Working Group in relevant policy and technical areas with respect to the deliverables.

• Participate in relevant employee resources groups or working groups related to disability inclusion.

• Contribute to future strategy development on disability inclusion including capacity strengthening plans.

• Participate in disability inclusion knowledge and information exchanges, as relevant.

DELIVERABLES AT THE END OF THE CONTRACT:

The consultant is expected to work an average of 21 days a month to achieve the deliverables as listed under sections "Key Accountabilities" and "Key Accountabilities (continued)".

OTHER SPECIFIC JOB REQUIREMENTS

Experience:

• Experience in operational research and programme design in the areas covered under this TOR is desirable.

• Previous UN experience, preferably with WFP, is highly desirable.

Knowledge and Skills

• Experience on guidance and training development is an asset.

• Ability to write in an engaging and informative manner, and conceptualize and clearly synthesize information.

• Ability to work on short timelines, under pressure, and managing multiple priorities simultaneously with minimal supervision.

• Initiative, enthusiasm, creativity, and flexibility with excellent interpersonal skills and team spirit.

• Graphic design skills highly desirable.

Languages:

• Knowledge of another UN language is strongly desirable
