ORGANIZATIONAL CONTEXT

WFP Brussels is searching for a short-term Partnerships Consultant to support the Brussels Office Development portfolio team liaising closely with technical teams in HQ and Regional Bureaus to position the changing lives agenda with EU stakeholders. The consultant will contribute to supporting high-level policy level engagement with relevant Directorates-General (DGs) of the European Commission (EC) such as DG INTPA, CLIMA, ENVI, AGRI, SANTE; facilitating thematic discussions with the EC; and supporting the resource mobilization efforts of WFP Country Offices in relation to EU Delegations.

The Partnerships Consultant will work under the overall guidance of the Deputy Director of the Brussels Office and under the direct supervision of the concerned Partnerships Officer(s) within the EU development team.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Support/coordinate the preparation and required follow-up of visits by senior WFP officials to Brussels, including: agenda coordination, drafting of briefing materials, identification and acting on agreed follow-up actions with concerned units/COs etc.
2. Identify, arrange and follow-up, with concerned units at WFP HQs, concrete opportunities for thematic and geographic engagement with various DG INTPA units.
3. Ensure the necessary follow-up with concerned units at WFP HQs and EC DGs of the main actions points agreed during the last annual EU-WFP Strategic Dialogue.
4. Keep track of major developments on the EU's external action and prepare analyses on relevant EU policies, strategies, events and processes that may be of importance for WFP
5. Identify opportunities for further support to WFP COs / RBs to improve their positioning towards EU Delegations and support their resource mobilization efforts for EU development funding.
6. Where appropriate, provide support to the concerned Partnership Officer for the negotiation and management of EU contribution agreements funded by relevant Commission services (DG INTPA, DG NEAR and FPI), and perform any other ad-hoc task that might be required.
7. Enhance WFP’s leadership status in forums relating to area of specialism, for example food security, nutrition, livelihoods, resilience or engagement in humanitarian, transition and development contexts through direct participation, briefings, information products and other materials (coordinating with relevant HQ colleagues)
8. Support research /analysis and evidence building on thematic priority areas (Nexus, climate, resilience for example) to support positioning at policy level with relevant EU partners (INTPA, CLIMA, AGRI).

DELIVERABLES AT THE END OF THE CONTRACT

1. Briefing packages for high-level visits
2. Updated matrix highlighting status of action agreed at the EU-WFP strategic dialogue
3. Analytical papers on relevant EU external action policies, strategies, events processes etc.
4. Other deliverables, as required

QUALIFICATIONS & EXPERIENCE REQUIRED

Education: Post-graduate degree in Political Science, International Development, Economics, International Relations, or other relevant field.

Experience: Senior level. At least, 5 years of working experience in development within the UN system and the EU both at HQs level and in the field. Prior analytical work and experience in briefing senior decision-makers. Previous experience in the management of EU contributions desirable. Proficiency in MS Office (Word, Excel).

Knowledge & Skills: Strong writing and analytical skills. Good understanding of the EU's external aid architecture, EU institutional set-up and EU working modalities in external action/development.

Languages: Fluency (level C) in English and French language. Intermediate knowledge of Spanish an asset.
