The World Food Programme of the United Nations is the largest humanitarian organization fighting humanitarian organization that fights hunger around the world. In Niger, WFP is responding to the needs of population to achieve Zero Hunger by 2030 by supporting government and community efforts on two fronts, including saving lives and changing lives. To save lives, WFP works in crisis areas. WFP is providing food assistance in these assistance in these areas to help victims of the conflicts, refugees displaced, returnees and local host populations. To change lives, WFP is working across Niger to make people more resilient to shocks, including become more resilient to shocks, including climatic ones, that threaten the agricultural and livelihoods of the most vulnerable Nigeriens. Our integrated package activities cover nutrition, school feeding, and technical assistance for land reclamation. In addition, the COVID-19 epidemic has had a negative impact on the country's food and nutrition situation in the country, with an increase in the number of people in need of emergency food assistance.

CONTEXT

WFP Niger is looking for a Programme Officer to oversee the sub-office based in Maradi. In addition to in-kind food assistance, the WFP Niger office also undertakes procurement activities related to cash transfer (CBT) through retailers, as well as using financial service providers.

PURPOSE OF THE ASSIGNMENT

The incumbent reports to the Deputy Country Director in charge of field operations. This is a management role, leading a multi-disciplinary team in charge of field operations. In addition, the position will also support ongoing efforts to strengthen the office's organizational wellness strategies. It is expected that the incumbent will operate with a degree of independence and guide more junior staff to staff to ensure effective results.

MAIN ACCOUNTABILITIES/RESPONSIBILITIES

1. Manage and lead WFP field operations within the area of assignment to ensure timely and effective deployment of food assistance programmes.

2. Hold accountability for the deployment of CO initiatives, policies and strategies.

3. Effectively manage the Field Office to ensure transparent and efficient people management and the continued development of a cohesive and high performing team.

4. Ensure efficient use of financial resources for achievement of set objectives.

5. Hold accountability for the security of WFP staff, operations, premises and assets in the Field Office to ensure that WFP security and safety standards are locally set and followed. Actively participate and contribute to the Area Security Management Team (ASMT).

6. Collaborate with governments and other partners in identifying where food assistance can be usefully deployed at the local level and provide support and technical expertise for the planning, formulation and implementation of food assistance programmes, including advice on the context-specific transfer modalities (food, cash or vouchers).

7. Develop and coordinate data gathering and monitoring systems and conduct timely monitoring and evaluation activities.

8. Hold accountability and/or prepare accurate and comprehensive analysis and reports on WFP operations and performance with regular and timely submission for Area/Country Office review to identify programme support requirements and inform operational planning and decisions.

9. Forge and nurture external partnerships to improve assistance packages and support complementary strategies; identify potential areas for collaborative approaches and initiatives.

10. Develop and sustain liaison with local government authorities, international and local NGOs, UN agencies, donors, civil society, beneficiaries and other partners and media engaged in the field of food security.

11. Engage with beneficiaries, inspect storage places and points where WFP commodities are received, in order to ensure compliance with WFP policies and that progress is made in the achievement of project objectives.

OTHER SPECIFIC JOB REQUIREMENTS

1. Effectively represent WFP in the region.

2. Assume responsibility for the effective management of WFP operations in the region.

3. Coordinate and supervise cooperating partners in the implementation of WFP emergency

emergency activities, including assistance to refugees, internally displaced persons, households

displaced persons, households affected by shocks and natural disasters, and ensure the operationalization of the nexus approach.

4. Coordinate and supervise cooperating partners in the implementation of WFP activities to

activities to further strengthen the resilience of communities through the implementation of an integrated package of activities using a multi-sectoral and multi-actor approach including rural development, education, nutrition in the areas of:

– Participatory Community Planning (PCP) and Means-Based Seasonal Livelihoods Based Programming (SLBP),

– The creation of productive assets according to the watershed approach, in particular the development of ponds (market gardening, rice cultivation, fish stocking), the recovery of degraded lands (scaling up of multi-functional half-moons), capacity building of communities through the operationalization and scaling up of Ecological Digital Farms (EDF) and Biodigesters, Income Generating Activities (IGA) for women and youth, rural micro enterprises, etc.

– The organization and structuring of farmers' organizations, the follow-up of the implementation of the SAMS strategy and the purchase of food from small producers in the WFP intervention zones.

– The coordination and monitoring of the implementation of the strategy of progression

of households.

– Community nutrition, especially activities around the learning centers for nutritional rehabilitation (FARN),

– Reinforcement of complementary activities around the schools with canteens (grain mills, school herds and school soup gardens),

– Demonstrating the evidence through a strengthened partnership with universities and other research institutions.

5. Assume responsibility for the security of WFP staff, operations, and assets to ensure that security standards are met.

STANDARD MINIMUM QUALIFICATIONS

  • Education: Advanced University degree in Political or Social Sciences, Environmental Studies, Rural Development, or a related field from an accredited academic institution, or First University degree with additional years of related work experience and/or training/courses.

  • Language: Fluency in oral and written French and English.

  • Context: Good understanding of Niger and Sahel context is highly desirable.
