NRC currently has more than 2,000 staff in the Middle East region assisting people displaced by conflict in Syria. As a leading humanitarian organization, we support displaced persons by implementing programs across the Shelter, Education, Food Security, Information Counseling and Legal Assistance (ICLA) and Water, Sanitation and Hygiene (WASH) sectors with strong protection and resilience focus integrated into our programs. In the Middle East, NRC has over 3000 staff dedicated to assisting people affected by the conflict in Jordan, Syria, Lebanon, Iraq, and Palestine. Its humanitarian interventions are based upon its programming expertise in the Core Competencies of Shelter, Education, Water and Sanitation Hygiene, Food Security, along with Information Counselling and Legal Assistance (ICLA) to forcibly displaced people. The Syrian Crisis is well into its eight-year, but the level and intensity of conflict in the country remain high. Humanitarian and protection need continue to grow inside of Syria as a result of the ongoing conflict and consequent complex emergency situation in which displacement is both massive and widespread.

This position aims to collaborate with the Shelter Project Manager and lead the delegated portfolio of Shelter or related projects in Northwest Syria. The position holder will be responsible for managing components of the NRC Shelter projects and staffing in Northwest Syria. Projects in this area are delivered through remotely managed NRC staff. In addition to project delivery, the position contributes to the broader Syria Response country-level programme development in collaboration with the Shelter & WASH Specialist.
The position-holder will be duty-stationed in Amman.

Generic responsibilities:

1. Line management of CC project field staff.

2. Adherence to NRC policies, guidance and procedures and awareness of NRC global and regional

strategies.

3. Contribute to CC strategy development and project proposal and provide input on needs and gaps,

considering where appropriate the role of cash-based interventions and market based programmes.

4. Manage and implement a delegated portfolio of CC (Shelter Rehabilitation and Debris Management)

projects (activities, budget and project documentation) as delegated from PM in line with proposals,

strategies and donor requirements, and ensure high-technical quality.

5. Provide regular progress reports to PM (APM and CCS if no PM).

6. Ensure that projects target beneficiaries most in need of protection, explore and asses new and

better ways to assist.

7. Promote and share ideas for improvement and necessary changes in the activities.

8. Ensure capacity building of project staff and transfer key skills.

9. Liaise and collaborate with relevant local authorities and other key stakeholders.

10. Promote the rights of IDPs/returnees in line with the advocacy strategy.

Specific responsibilities:

1. Personnel management. Responsible for the successful staffing and structure of the Shelter team and ensuring recruitment and line management are conducted per the relevant NRC policies and procedures.

2. Project Cycle Management (PCM), implementation and budget management.

3. Capacity Building. Responsible for the successful capacity building of Shelter staff in relevant competencies.

4. Technical Quality. Responsible for implementing high-quality Shelter projects per the agreed NRC Country and CC Strategies, tools and guidelines.

5. Programme Development. Collaboration on Area Office-level input into Shelter & WASH Strategies and other programme development initiatives.

6. Project M&E and reporting. Responsible for accurate and high-quality Monitoring and Evaluation of Shelter & WASH or related activities.

7. Protection and accountability. Responsible for Protection and Accountability mainstreaming throughout Shelter or related activities.

8. External Coordination & Representation. Responsible for Area-level external coordination and representation concerning Shelter activities, coordination and representation in formal and informal forums.

Generic professional competencies:

• Minimum 2 years of experience in construction, engineering, architecture or equivalent

• Minimum 3 years of experience in project implementation in humanitarian/recovery contexts

• Bachelor’s Degree or above in civil, structural engineering, architecture or similar

• Previous experience working in complex and volatile contexts

• Shelter Core competency expertise

• Documented results related to the position’s responsibilities

• Fluency in English and Arabic, both written and verbal

Context/ Specific skills, knowledge and experience:

• Knowledge of the context in Syria

• Experience with remotely managed programming

• Previous relevant experience in the construction or rehabilitation of shelters in urban and rural areas;

• Proficient in Microsoft Office Applications, mainly Word and Excel

• Proficient in ProjeCAD, AutoCAD or any similar Applications for drawing

• Experience in GIS mapping is an advantage

• Experience with start-up shelter rehabilitation project
