ORGANIZATIONAL CONTEXT
WFP Global Office in Seoul is located in Seoul, Republic of Korea, and its primary objective is partnership with the Republic of Korea’s Government and private sector including resource mobilization, advocacy and support of WFP field operations.
JOB PURPOSE
WFP Seoul is looking for the Public Relations (PR) and Marketing Officer (Head of Unit) who can develop, implement, and monitor a comprehensive strategy for communications, advocacy and marketing activities for WFP in the Republic of Korea that can raise WFP’s brand awareness, provide donor visibility and support fundraising activities from individuals as well as the private sector through the use of earned, owned and bought media. Reporting to the Director of the WFP Seoul Global Office, the consultant will be working with and supporting closely the Communications, Advocacy and Marketing (CAM) as well as the Private Sector Fundraising (PPF) divisions in HQ.
KEY ACCOUNTABILITIES (not all-inclusive)

- Develop and implement a public relations and marketing strategy for WFP in the Republic of Korea that is in line with the corporate/global media strategy and can provide Korea-specific donor visibility and support other fundraising activities in particular the private sector.
- Establish, strengthen, and maintain strategic relations with partners including PR/marketing agencies, digital paid media platforms, corporations, key media and influencers to advocate for and raise brand awareness of WFP and its activities.
- Foster and manage corporate visibility partnerships and relationships with WFP advocates including Global/National ambassadors and influencers engaged in promoting the work and mandate of WFP and Zero Hunger in the Republic of Korea.
- Coordinate and provide support to PPF to implement WFP’s Individual Giving fundraising activities in Korea, providing where necessary the technical, administrative and systems support to localize the global IG programme in ROK.
- Plan, manage and evaluate advocacy and communications campaigns that favorably impact the views of the public, opinion leaders and donors in order to raise WFP’s profile and support fundraising activities.
- Managing owned media accounts and leveraging effectively earned and bought media as well as communications/marketing services, prepare messages and public relations products that contribute to WFP’s increased brand awareness and support and boost fundraising activities in the Republic of Korea.
- Coordinate and network with local journalists and media outlets to support the flow of news/information about WFP’s work in the Korean media, in order to support regular and appropriate communications.
- Develop and oversee the implementation of a social media strategy and plan including digital content localization/development for the assigned area which leverages other social media content, leveraging local platforms, networks and partners to enhance coverage and support of WFP’s activities.
- Track and analyze traditional and online media, to identify trends and/or issues, and propose solutions and ideas to improve the effectiveness of communication strategy and activities.
- Manage the Public Relations and Marketing team including support to the Communications Officer, Social Media Coordinator and the Digital Fundraising Expert (in collaboration with PPF_ to develop work plans, monitor performance against objectives, and ensure appropriate development to enable high performance.
- Coordinate and prepare accurate and timely reporting on communications activities that enables informed decision-making, evaluation of objectives and consistency of information presented to stakeholders.

STANDARD MINIMUM QUALIFICATIONS
Education
Advanced University degree in Marketing, Public Relations, Communications, Journalism or other relevant field, or First University degree with additional years of related work experience and and/or trainings/ courses.
Experience
At least seven years of professional experience in Marketing, Public Relations, and Advocacy in the international organizations or companies. Proven records of work experience in global PR/marketing companies, international organizations, and non-profit organizations as well as management experience.
Languages
Fluency (level C) in English language and the duty station’s language, Korean
Knowledge and Skills
Demonstrates ability to formulate and maintain strong relationships with key PR/marketing agencies, visibility partners, media and influencers. Leads in implementing identified strategy to raise the profile of WFP, build relationships and further organisational aims.
Provides guidance to team members in facilitating open and informative verbal and written communication between PR/marketing agencies, visibility partners, media and influencers. Directs a team in the preparation of tailored written reports, presentations materials.
Uses sound theoretical knowledge of communications concepts to generate or facilitate the generation of effective communication materials across various media. Applies this to define work plans aligned to identified areas of WFP’s communications strategy.
Demonstrates deep understanding of the multilateral/interagency environment and the dynamics in which WFP operates which influences approach to working, policy development and decision making.
Applies advanced understanding of WFP communications strategy and best practice to effectively develop strategies to engage with media and other significant external stakeholders within area of responsibility. Oversees implementation, providing recommendations for improvement.
Excellent written and verbal communication skills in English and Korean language are a must.
