BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. We aspire to the highest standards of accountability and transparency. Within WFP the Office of Internal Audit (OIGA) conducts internal audit and other assignments in order to provide assurance to the Executive Director on risk management, governance and control processes.
ACCOUNTABILITIES/RESPONSIBILITIES:
- Understand stakeholders’ requirements, translate them into technical solutions, identify and interpret relevant data, analyze results using statistical techniques and provide ongoing reports that inform oversight activities.
- Collect, manage, and convert raw organizational data into information that can be interpreted by OIGA’s data scientists and auditors.
- Assist in the creation and maintenance of data pipelines to source OIGA data warehouse.
- Increase data accessibility and automation by identifying tasks where manual participation can be eliminated.
- Systematically plan, create, and maintain OIGA data architectures while keeping it aligned with the unit’s business requirements.
- Design, develop, and maintain procedures for continuous risk assessment and continuous auditing.
- Help in identifying potential use of advance data techniques, such as machine learning, to solve analytical problems within the oversight landscape of activities.
- Participate in specific oversight assignments supporting with analytical products, including quantitative approach to risk assessments, computation of key risk indicators, automatic test of controls, and automatic sample selections.
- Provide coaching and mentoring to the junior resources in the team.
DELIVERABLES AT THE END OF THE CONTRACT:
Under the direction of the Data Science Team Leader, this position is expected to deliver:
- Data usage policies, principles, and guidelines for OIGA.
- Data models, catalogs, and inventories of data sources.
- Documentation on master data, reference data, glossaries, dictionaries, definitions, and metadata.
- Data lineage and flow through systems.
The consultant is responsible for developing and delivering:
- Queries, scripts, and dashboards developed during the activities will be stored in OIGA’s source code repository, together with functional and technical documentation produced.
- If called to assist with internal audit activities, the consultant will: (a) agree with the audit supervisor on the audit approach and methodology at the planning phase; (b) execute the audit programs and audit tests under the guidance of the OIGA team leader, working on a remote basis; and (c) finalize audit conclusions.
- The consultant will prepare audit working papers in OlGA's electronic working paper application (TeamMate) to support the work carried out and contribute to write up of observations and draft the audit report.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
University degree in one of the following disciplines: Data Science, Computer Science and Engineering, Information Management, Statistics or a related field.
Experience:
- At least 5 years of relevant experience as a data analyst and/or data engineer either in a professional role or in advance academic studies with direct data science applications.
- Experience with OLTP databases, data modelling, ETL design and implementation, scripting for data science, and visualization tools.
- Experience in data analysis applied to audit and oversight activities.
Knowledge & Skills:
- Knowledge of data modelling techniques, applied to both structured and unstructured sets of data.
- Deep knowledge of SQL, Python, and R.
- Demonstrated ability to design and implement ETL processes.
- Ability to apply advanced technologies, such as machine learning and robot processing automation, to data mining and optimization problems.
- Experience writing technical papers, documenting, and mapping processes, as well as visualization techniques is an asset.
- Good report writing and presentation/visualization skills.
- Analytical skills and ability to collect, organize, analyze, and disseminate information with attention to detail and accuracy.
- Ability to understand key risk indicators, trends and emerging risks that could impact WFP operations.
- Comfortable in a rapidly changing environment, with competing and shifting priorities.
- Client/service oriented, ability to understand needs formulated by non- technical staff.
- Good communication skills.
Languages:
- Fluency in oral and written English
