BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The job holder reports to the Head of the Research, Assessment and Monitoring or the designate. At this level, the job holder is expected to lead WFP Lebanon Research Team and take responsibility for creating evidence base that supports food security and nutrition policies and programmes (e.g. needs assessment and situation analyses, programme design, targeting, cost effectiveness, and operational efficiency).

ACCOUNTABILITIES/RESPONSIBILITIES (not all inclusive):

Within the assigned unit and delegated authority and under the direct supervision of the Head of the Research, Assessment and Monitoring Unit, the Head of Research will be responsible for the following duties:

  1. Lead WFP Lebanon Research Team and guide and supervise more junior staff, acting as a point of referral and supporting them to ensure appropriate development and enable high performance;
  2. Contribute to the development of VAM projects and activities, plans and processes, ensuring alignment with wider WFP policies and guidance;
  3. Lead on and conduct food security, nutrition, markets and resilience analysis and prepare timely reports on food security and vulnerability assessment in line with wider VAM policies, processes and guidance to enable effective decision-making on the development of country strategy, policies and programmes.
  4. Keep up to date with and advise on food assistance developments and issues and the potential impact upon WFP activity to enable timely and appropriate programme evolution and intervention.
  5. Contribute to the development of programme activities, providing technical analysis, interpretation, and recommendations to facilitate food assistance needs to be met effectively.
  6. Represent WFP during meetings with partners to contribute to technical discussions, exchange of knowledge and experience, and seek for appropriate interventions (based on an evidence base), and areas for potential collaboration.
  7. Support the development of systems and tools for the monitoring and assessment of food assistance needs in line with innovative methodologies and best practice.
  8. Support the capacity building of WFP staff, partners and national government to conduct vulnerability analysis to effectively inform preparedness and response activities.
  9. Provide support to relevant partners that are focusing on food security and nutrition issues to enable sharing of experience, lessons learned and best practice.
  10. Take responsibility for integrating protection and gender perspectives in all areas of work, to ensure equal participation of women and men.
  11. Act in an assigned emergency response capacity as required to meet emergency food assistance needs.
  12. Support the standardization of market and price monitoring tools to facilitate price monitoring and reporting in a standardized and comparable manner.
  13. Conduct socio-economic studies and market assessments to assess the impact of fluctuations in the economy (e.g. currency depreciation, inflation) on food security status of housheolds, especially the vulnerable, and assess/monitor the feasibility and cost-effectiveness of its food-, cash- and voucher operations.
  14. Support interagency and cash working group with evidence base and ad hoc analyses, including food and minimum expenditure basket calculation, supply chain and intersectorial assessments, etc.
  15. Anticipate economic shocks that pose a threat to food security and nutrition, and identify appropriate early actions.
  16. Conduct gap analysis and revise the composition of minimum and survival expenditure baskets to advise on appropriate and effective transfer values.
  17. Other as required.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced University degree (i.e. Master's degree or higher) in Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography or other related field, or First University degree (i.e. Bachelor’s degree) with additional years of related work experience and/or training/courses.

Experience:

Three (3) or more years of postgraduate professional experience (after completion of Advanced University degree) in a humanitarian context including experience in food security and market analysis functions, or, five (5) years or more after completion of First University degree.

  • Demonstrated proficiency in the use of several statistical tools and methods for food security analysis.
  • Able to interact and analyze wide varieties of programme issues and statistical information.
  • Able to work systematically, use initiatives and good judgment and to communicate complex matters both oral and in writing.
  • Can work with minimum supervision; supervise and train support staff; and to communicate in a team spirit with different people with cultural and ethnic background.
  • Willingness to travel.
  • UN experience is preferred.

Technical Knowledge & Skills:

  • Very advanced knowledge of STATA, SPSS, and Excel.
  • Experience abroad highly desirable / high multicultural skills.
  • Strong interpersonal skills, courtesy, tact and ability to effectively deal with people of different nationals

Languages:

  • Excellent written and oral communication skills in English and Arabic. Fluency in another UN language is a plus
