Job Purpose:

Manages the identification and registration of suppliers and ensuring that performance management,- SLA’s and KPI’s, are met through prequalification and thorough evaluation by analyzing technical and commercial data collected. Supports the procurement manager in supplier development and engagement programs to ensure supplier related risks are mitigated and business operational needs are met as per company needs and policies

Principal Accountabilities:

  • Supports the procurement engineer(s)/buyers in purchase related activities in accordance with the relevant procedures and monitor tasks of all purchasers
  • Manages suppliers’ registration and prequalification processes while continuously monitoring their performance and ensuring that contractual obligations are met.
  • Ensures that all tender operations are coordinated smoothly from the beginning of process through to the award of contract or issuance of purchase orders.
  • Negotiates prices with vendors, suppliers, traders and service providers to have the most cost effective deals while meeting requirements and quality of products and services.
  • Monitors and identifies supplier non-conformity, reports to the Procurement Manager and undertakes/participates in contractually corrective measures against non-performing suppliers.
  • Continuously analyzes the market for potential suppliers.
  • Maintains a network in the supplier market to address potential threats.
  • Supports the Procurement Manager in implementing the company's procurement policy.
  • Negotiates with suppliers to secure long-term price-lock-in, maximum credit limit/period, and uninterrupted supplies to the stores and Clients.
  • Consolidates requirements from different stores or Clients and arrange bulk or blanket agreement to achieve economy of scale for regular supplies and services.
  • Establishes and negotiates proposal and contract terms and conditions including delivery, receipt, warranty damages and insurance for Line Manager’s approval.
  • Prepares monthly reports.
  • Manages the relationship between Procurement/Account Payable Function to ensure prompt payment to vendors and proper procurement processes are accomplished
  • Perform other duties as assigned by the Direct Manager.

Indicative KPIs :

On-time completion of Monthly Departmental Report

Compliance with Procurement Policy to ensure minimum number of none-conformities identified during audit process.

Manage and Resolve any emergency requirement within same day as per Client’s request.

Evaluate supplier performance by percentage of issued LPO and closure Status.

Accuracy of supplier records.

Turnaround time for all supplier non-conformity corrective measures.

المهارات

Education/ Qualification:

  • University Degree (preferably in Civil Engineering or Architecture)
  • CIPS or equivalent certification is preferable

Work Experience :

Minimum 8 years hands-on experience of Civil Works / Fit out Project procurement of which 3 Years in engineering related position.

Knowledge:

  • Knowledge of procurement processes. with fair Knowledge of FIDIC and local regulations
  • Knowledge of UAE suppliers market and how to source services
  • Knowledge of ERP Oracle Procurement is an advantage
  • Knowledge of related software (MS Office, CAD)
