ORGANIZATIONAL CONTEXT

WFP is supporting the County Governments of Garissa, Tana River and Marsabit to implement Sustainable Food System and Livelihood Programmes aimed at building the resilience of food insecure households and enabling them to improve their food systems and nutrition through the development and modelling of integrated solutions on food production, transformation and consumption. The Resilient livelihood programme is a core component of WFP County Strategic Plan (CSP) 2018-2023.

Under the supervision of the Head of Field Office, the Programme Associate will provide specialized technical support for efficient rolling-out and up-scaling of nutrition-specific/sensitive approaches, forecast- based financing, financial inclusion and youth empowerment programme and support effective implementation, coordination, monitoring and reporting for nutrition specific/Agri nutrition interventions.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Provide technical support and assist in the development and implementation of various activities and processes within the specific area of work supporting alignment with wider programme policies and guidelines.
  • Support the implementation of nutrition programmes including working with county government officials.
  • Support and monitor implementation of resilient livelihood and market support for smallholder producers/traders in accordance with agreements, work-plans, deliverables, and timelines.
  • Support the capacity strengthening of supported communities and county government in the areas of disaster risk reduction/climate change adaptation, risk mitigation, resilient rural livelihoods, market support for smallholder producers and traders, school meals and nutrition. This includes engagement in the formulation and implementation of county policies, plans, and strategies.
  • Identify new opportunities for developing WFP’s livelihood and market support initiatives that are in line with the strategy of making food systems sustainable, inclusive and resilient.
  • Propose ways to strengthen integration of gender, youth and nutrition in all activities being implemented in the counties of operation.

KEY ACCOUNTABILITIES (cont.)

  • Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
  • Ensure and/or perform accurate and timely collection and recording of project data into WFP’s programme data management tool (inputs and outputs) and ensure consistency of information presented to stakeholders.
  • Prepare a range of reports and data analysis (e.g., food assistance needs, resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.
  • Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance.

  • Act as a point of contact for resolution of a range of operational queries and problems within a specific technical area of responsibility.
  • Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines.
  • Follow standard emergency preparedness practices to ensure WFP can quickly respond and deploy needed resources to affected areas at the onset of the crisis.
  • Ensure and perform accurate and timely recording of project data into the programme data management tool, checking the quality and reliability of project data (inputs and outputs) and reports.
  • Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance.
  • Liaise with internal counterparts to support effective collaboration, implementation, and monitoring of ongoing project activities.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has worked with technical teams (i.e., nutrition, food security analysis, market linkages, crop/animal production, emergency preparedness and response, etc.).
  • Has contributed to implementation of programmes in arid and semi-arid lands of Kenya.
  • Has assisted with policy discussions.
  • Demonstrates responsibility and initiative to respond independently to various queries with only general guidance and use judgment in dealing with unforeseen operational problems daily.
  • Understand basic technical concepts and data and their relevance to food assistance programmes, with a focus on rural livelihood programming, linkages to markets and/or capacity strengthening of government institutions.
  • Assist counties in preparing technical project proposals and budgets.
  • Ensure timely deliveries of assistance (food/cash-based transfers, tools, trainings, and other inputs) to the intended recipients.

STANDARD MINIMUM QUALIFICATIONS

A university degree from a recognized institution in the related functional area of Nutrition, Agribusiness Development studies, Range Management, Environmental Science, Social Sciences Climate Change, or other fields relevant to international development assistance.

Language: Fluency in both oral and written communication of English and Kiswahili. Understanding of the context of arid and semi-arid including Garissa and Marsabit counties.

Contract Duration: 6 Months with possibility of extension
