Summary of Responsibilities:
- Support the COP in providing overall day to day management and coordination of project technical and administrative personnel and functions
- Fulfill the role of the Chief of Party in that person’s absence.
- Ensure effective field coordination.
- Provide technical expertise across program activities ensuring coordinated excellence in delivering a high-quality scholarship program.
- Manage and supervise a team of technical and operations support staff.
- Provide technical expertise across program activities aiming to advance national efforts to strengthen the caliber of pre- and in-service teacher education and improve Kindergarten through Grade Three foundational and socio-emotional skills across the Kingdom of Jordan.
- Direct capacity development of local Jordanian organization(s) to enable their independent receipt of donor funding for early grade education institution performance improvement activities.
- Contribute to monitoring, evaluation, and learning; program communications; and program reporting.
- Other duties, as assigned.
Required Skills and Qualifications:
- Jordanian citizenship or residency with work authorization.
- A Master’s degree, preferably in education, public policy, international development, or related sectors; AND at least 8 years of systems strengthening, 15 research, and policy experience in education and governance, preferably in Jordan or similar contexts, and in managing central and field teams OR In lieu of a masters degree, the DCOP must have a bachelor's degree, preferably in education, public policy, international development, or related sectors; AND at least 10 years of systems strengthening, research, and policy experience in education and governance, preferably in Jordan or similar contexts, and in managing central and field teams.
- Extensive experience in systems strengthening and institutional capacity building in areas of public financial management, procurement, and human resource reforms.
- Demonstrated ability to advise host country contacts at the ministerial level, and create and maintain effective working relations with international and local stakeholders, NGOs, local partners, and U.S. Government Agencies
- A good understanding of the local context.
- Previous experience as a Deputy Chief of Party or another senior managerial role on an international donor-funded program;
- Demonstrated technical expertise advancing national efforts to strengthen the caliber of pre- and in-service teacher education and improve Kindergarten through Grade Three foundational and socio-emotional skills across the Kingdom of Jordan.
- Tangible results in building administrative and technical capacity of local organizations.
- Demonstrated success in establishing strong working relationships with early grade education institutions, senior government officials, local educational organizations, industry, international donors, and other stakeholders.
- Proven experience building consensus among diverse actors.
- Excellent leadership and interpersonal skills including conflict resolution abilities.
- Excellent communication and writing ability in English and Arabic required.
