BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

WFP’s strategic priorities are focused on combatting the key drivers of hunger to support countries in their efforts to achieve the Sustainable Development Goals (SDGs), guided by SDG 2 on ending hunger and malnutrition and SDG 17 on revitalizing partnerships for the implementation of the global development agenda. As conflict, climate crises and economic shocks become more frequent, WFP’s strategic priorities will be to support and include people struggling meeting their urgent food and nutrition needs. Work on these priorities can also contribute to health and well-being around the world by supporting vulnerable and often-left-behind populations such as people living with HIV and TB.

WFP has been one of 11 co-sponsoring organizations to The Joint United Nations Programme on HIV/AIDS (UNAIDS) since 2003. Under the UNAIDS division of labour, WFP co-convenes one inter-agency task team on HIV-sensitive social protection, with the International Labour Organization, and another on addressing HIV in humanitarian emergencies, with the Office of the United Nations High Commissioner for Refugees. WFP helps to lead context specific programming, advocacy efforts and the development of technical and operational guidance together with other United Nations entities, academia, non-governmental organizations, civil society, and donors.

ACCOUNTABILITIES/RESPONSIBILITIES:

WFP is accountable to UNAIDS through annual reporting on progress under the UNAIDS unified budget, results, and accountability framework (UBRAF). The framework brings together the HIV responses of all UNAIDS co-sponsoring organizations, promoting coherence and coordination in planning and implementation. The junior HIV consultant will provide support to the HIV Adviser and UNAIDS Partnership Officer in executing WFP’s responsibilities under the UBRAF, as well as actioning WFP’s corporate HIV Policy. Under the management and guidance of the HIV Adviser, a summary of responsibilities will include:

  • Help maintain and manage WFP’s contribution to the UNAIDS UBRAF while supporting the UNAIDS partnership at a global level
  • Assist the implementation of all relevant activities under the Management Response Plan following an evaluation of the current WFP HIV Policy
  • Support regional and country offices in corporate reporting processes, ensuring adequate reflection of WFP’s contribution in the area of nutrition and HIV/TB programming.
  • Based on evidence and findings in the area of emergency and social protection, support the development of tools and guidance and/or update existing ones to support countries to identify the most appropriate and effective approaches.
  • Upon request, support Regional Bureaus to develop materials for regional workshops, trainings and provide in-country support when necessary.
  • Review and confirm operational data from WFP corporate reporting systems to support HIV adviser in reporting processes and the development of knowledge products.
  • Provide technical and operational inputs to the formulation of documents, talking points, briefs, technical notes, power point presentation and other relevant documents to strengthen WFP’s partnership engagement linked to HIV and TB (for example, UNAIDS and the Global Fund to Fight AIDS, Tuberculosis and Malaria).
  • Support in the development of best practices and case studies related to WFP’s work on HIV and TB.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Master’s degree in nutrition, public health, epidemiology, public policy, or any other relevant field.

Experience:

Extensive experience with monitoring and evaluation systems and tools; strong Experience related to nutrition and HIV operations, including in emergency settings; at least 1 to 3 years of experience, preferably with UN agencies or/and NGOs.

Knowledge & Skills:

Broad understanding of the UN and/or UNAIDS; knowledge and ability to interpret literature and analysis of nutrition and HIV operations, including in emergency settings; strong interpersonal skills: ability to liaise with a wide range of people at different levels and across different cultures and to act with credibility and diplomacy; self-motivated and able to work with a high degree of autonomy, strong time management skills.

Languages:

Strong writing skills and verbal fluency in English, a second language desirable.
