FHI 360 is currently recruiting for the position of Grants Manager for the USAID Jordan Community Health and Nutrition project. The Community Health and Nutrition project aims to improve the nutritional status of pregnant and lactating women and children under the age of two in three target governorates in Jordan. The project seeks to support child and maternal health and nutrition by improving breastfeeding practices, introducing appropriate complementary foods at the right time, and ensuring appropriate child spacing through postpartum family planning and continued adoption of modern forms of contraception. This position will be based in Amman, Jordan

Job Requirements:

The Grants Manager reports directly to the Director of Finance and Administration and will be overseeing the overall contractual and administrative management of the grant’s portfolio from pre-award to contract close-out. S/he will supervise the Grants Specialist. S/he will provide professional expertise to ensure full compliance with both FHI 360 and Donor Rules and Regulations. The Grants Manager will be responsible of conducting comprehensive analysis of subawards terms and conditions and ensure successful implementation of grants to meet the contractual obligations.

Areas of Responsibility: More specifically, responsibilities include but not limited to:

Pre-award:

  • Serves as a technical resource to the design of Request for Applications (RFA) under the grants program.
  • Serves as the grant evaluation committee chair to oversee the overall coordination and oversight of the panel's work, as well as reviewing and finalizing the final document summarizing the panel's conclusions.
  • Review grantee applications and negotiate budgets, technical scopes (when needed)
  • Interpret regulations and subaward provisions, clarify compliance issues, etc.
  • Identify significant risks and recommend plan for mitigation including justification of working at risk.
  • Lead the grants agreement packages including pre-assessment tool, negotiation memos, special award conditions, and any other document based on FHI 360 and USAID regulations.

Post-award:

  • Manages subawards set-up in the contract management and/or financial management system.
  • Advises senior management on matters of concern and elements of risk that can be detrimental to successful subaward performance.
  • Recommend alternative approaches to overcome any negative impact.
  • Manages the work of the Grants Specialist. This includes Subaward Financial Reporting, grantees trackers, new grants packages, subaward add-ons, budget realignments, cost extensions, and other transactions requiring home office and/or donor approvals.
  • Conducts complex negotiations with sub awardees requiring senior staff engagement and handles complicated business-sensitive operational matters related to grants.
  • Develops and maintain strong relationships with the project partners.
  • Responds to audit matters (internal and external) related to grants portfolio.
  • Collaborates with operations staff to support grants implementation where necessary.
  • Trains and supports CHN Grantees and technical staff in standardized procedures for efficient subaward management.
  • Contributes to the development and delivery of specialized training to project and grants staff on policy, regulations, and best practices in subaward administration.
  • Conducts periodic reviews of the subaward portfolio with the senior management.
  • Any other related duties assigned by the supervisor to ensure program success.

Minimum Requirements:

  • A minimum of a university degree in Business Administration, Finance, or any other related field.
  • A minimum of 8+ years of experience in managing grants.
  • At least 5 years of negotiating experience and direct management of a diverse grants’ portfolio of complex subawards or subcontracts and other agreements.
  • Comprehensive knowledge of donor rules and regulations applicable to sponsored projects.
  • Experience working in a not-for-profit or non- governmental organization (NGO) Experience working with international donors.
  • Prior supervisory or mentor experience preferred.
  • Effective oral and written communication skills.
  • Strong organizational skills and project management skills.
  • Native Arabic speaker.
  • Fluency in English (both spoken and written) is required.
  • Ability to multitask is highly desired.
  • Demonstrated ability to work well in teams and in collaborative environment.
  • Must be able to be to work under pressure to meet deadlines.
  • Must be able to multi-task, prioritize and work independently.
  • Ability to interact professionally in culturally diverse settings.
  • Ability to research and interpret information to respond to inquiries
