JOB PURPOSE
The job holder will assist the head of engineering in the execution of the renovation activities and ensure that the contractor executes the project in accordance with the requirements of the construction contract.
KEY ACCOUNTABILITIES (not all-inclusive)
KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive)
1. Provide specialized support to engineering projects activities, following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries.
2. Coordinate requisitioning and ensure timely delivery of projects.
3. Manage construction /consultant’s contracting activities including performance monitoring and measurement.
4. Support gathering market intelligence, vendor assessments (e.g., consultants, contractors) to support vendor selection process.
5. Identify, resolve and/or provide recommendations on specialised queries/requests for support, using initiative and following standard processes, to ensure timely and accurate resolution of enquiries with excellent client service mind-set.
6. Prepare, monitor and revise budget for all projects, ensuring adherence to relevant procedures and in compliance with corporate standards.
8. Support oversight for certification of works, payments for quality and integrity.
9. Analyse operational issues and contribute to assessments and operational planning for all project deliverables, to ensure that all requirements are taken into consideration.
10. Manage documentation processing for execution of engineering activities (e.g. contracts, payments, reports etc , take appropriate actions to resolve operational issues escalating complex issues to the supervisor.
11. Perform research, collect data and conduct analysis, produce reports (e.g. , SPRs, financial closure, performance) and ensure information accuracy in corporate systems to enable informed decision-making.
12. Liaise with internal and external stakeholders to support operations management and contribute to effective service delivery.

- Assist in developing project budgets or preliminary and detailed designs, costs estimations to implement civil, structural, electrical, mechanical or special systems within the projects (including project schedules).
- Prepare & Assemble project documentation like BOQs, specifications, tender documents for procurement actions, project reports and proposals.
- Assist in maintaining technical and administrative records for project sites, compiling and managing records and reports, when required.
- Operate computer-aided Engineering, surveying, and design software packages and equipment, to perform Engineering tasks.
- Assist in managing Quality Assurance and Quality Control procedures for construction projects.
Specific Technical Tasks
• Prepare Plans, BOQs, specifications for any construction project.
• Prepare the Auto CAD drawings, specifications and tender documents for construction works.
• Assist in tendering, evaluation and contract documentation, project report, proposals as and when required
• Site visit to newly planned projects to prepare plans and BOQs for construction work.
• Verify the bills at the sites to ensure that amounts claimed for the quantities of work done are correct and as per the “As Built” at the sites.
• Assist in overseeing the execution of the works from project commencement through to completion.
• Monitor closely the construction progress to ensure it is proceeding in accordance with the approved work programme.
• Execute any technical tasks requested by the CM, including, but not limited to measurement, taking samples of materials etc.
• If required, oversee the execution of any work required during the defect’s liability period.
STANDARD MINIMUM QUALIFICATIONS
Education:
University Degree in Civil Engineering from a well-recognized university, Master’s degree will be a preference.
Language:
Fluency (level C) in English and Urdu language.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
At least 6 years of relevant post-qualification experience in Civil Engineering.
Previous work experience in mega engineering projects, renovation works, construction, buildings, maintenance with UN/INGOs and multinational firms.
Project planning, budgeting, and contracting.
Work experience in multi roles with multinational firms as representative from a contractor, consultant, and client side.
Experience in health and safety and Quality Assurance / Control.
Experience of working in difficult geographical and security environments.

ORGANIZATIONAL CONTEXT
This position will be based in Country Office Islamabad, Pakistan. Under the overall supervisor of Head of Supply Chain, incumbent will directly report to the Construction Manager (Engineer).
At this level, job holders demonstrate responsibility and initiative to respond independently to queries with only general guidance for all assistance modalities for both WFP and engineering services. There is a requirement to use judgment in dealing with unforeseen problems on a daily basis. Job holders typically manage a small team, supervising and coaching staff.
