ORGANIZATIONAL CONTEXT

These roles are likely found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs). Job holders are likely to report to the relevant Director or more senior Programme post.
Job holders are likely to manage a complex portfolio of activities that may include formulation and direct management or coordination of programmes at CO level or formulation of substantial parts of WFP-wide policies and provision of technical advice at RB or HQ level. As such job holders will be expected to have an extensive breadth of programme and policy knowledge/experience including strong technical abilities in an area of expertise and ability to credibly influence strategic, policy and operational discussions. Job holders usually manage a large team or excel in a specific area.

JOB PURPOSE

Germany KFW Development Bank has provided unprecedented funding to WFP Sudan and UNICEF to design and implement a joint resilience building and social cohesion programme in the Darfur region over four years.

Key elements of this Joint Program include:

  • Promoting peace and collaboration through a culture of inclusive social dialogue, ownership and engagement in community processes and outcomes to foster trust and interdependence across community groups;
  • Enhancing food systems, resilient livelihoods and increasing access to and utilization of quality basic social services and protection;
  • Strengthening systems and institutions at locality and community levels resulting in enhanced governance, accountability, efficiency, inclusiveness, and protection of rights across all groups in target locations;
  • Participatory monitoring and collaborative learning mechanisms to inform programme implementation and provide evidence for advocacy, programme adaptation and input to a broader learning.

KEY ACCOUNTABILITIES (not all-inclusive)

WFP’s Programme Manager will be directly responsible for designing, leading and managing this 4-year joint programme by working closely with UNICEF and other stakeholders. Specifically, he/she will be responsible for the following:
Programme design, management and implementation:
Kick off the Joint Programme Inception, starting from inception workshop to carve away the 4 year programme;
Provide strategic guidance and leadership for the successful implementation of the joint programme, including overall management and coordination of all aspects of the programme;
Support and facilitate the coordination of WFP State level teams; oversee grant and financial management;
Recruit, lead and supervise programme staff both at Khartoum and field.

Coordination:
Lead the day-to-day operational and strategic discussions and coordination with UNICEF, WFP Area Offices and other stakeholders;
Convene functional units in CO and AOs to define specific programmatic tasks, activities and interventions and ensure the technical quality of the program.

Monitoring and reporting:
Ensure localised, participatory approach to program design and implementation, and facilitate and review baseline development, impact evaluation and monitoring exercises, including planned and ad-hoc on-site visits.

Capacity strengthening:
Oversee capacity-strengthening and evidence generation on social cohesion, resilience and the triple nexus.

Due diligence:
Ensure compliance with contractual obligations as outlined in the Grant Agreement, and collate narrative and financial reports.

Partnerships:
Working closely with CP Management Unit, overseeing partnership development, amendments and CP performance.

Representation:
Represent WFP Sudan in key fora and coordination meetings, including day-to-day coordination with UNICEF.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced university degree is required in one of the following fields: peace-building, international relations, political science, international development, or another relevant technical field.
Work Experience: A minimum of eight years of professional experience in one or more of the following areas is required: programme management, peace-building, community empowerment. Previous experience and / or deep understanding about WFP programming in a context similar to the programme.
Language: Fluency (level C) in English language is required. Knowledge of Arabic language is an asset.

FUNCTIONAL CAPABILITIES

Strong experience in monitoring and evaluation, quantitative and qualitative data collection methods and research.
In-depth knowledge and understanding of environmental and socioeconomic landscape, local context, gender and cultural sensitivities in Darfur, and prior experience in delivering aforementioned items in Sudan.
Proven analytical and problem-solving skills with a strong result orientation, and ability to think critically and carry out independent and innovative evidence-driven interventions
High level of energy and initiative, and ability to deal with rapidly shifting priorities and work demands in complex and volatile environments.Strong interpersonal and communication skills, and ability to work in multicultural settings.
Ability and willingness to travel in the field

CONDITIONS OF EMPLOYMENT

Limited Fixed-Term Appointment (LFT) position is a non-mobile staff appointment in the international professional category for a limited period of up to 4 years. For this position, all candidates must be nationals of a country other than the country of assignment (Sudan). The position is based in Khartoum, Sudan, and the selected candidate will be expected to relocate. Incumbents of LFT positions are not eligible to apply for other mobile positions advertised internally through the Reassignment.
