Project Officer

JOB TITLE: Project Officer

TEAM/PROGRAMME: BPRM

LOCATION: Amman, with travel to all project locations as needed.

POST TYPE: National

External representation and communications: Level (3)

-Contacts that require the exchange of detailed explanations or discussions on matters concerning policies, regulations, programs, and services and representation of SCJ at the local level or with mid-level counterparts within the relevant organization.

-Moderate impact on the reputation and performance of the organization

CHILD SAFEGUARDING: Level (3) – the responsibilities of the post may require the post holder to have regular contact with or access to children or young people

ROLE PURPOSE: Project Officer is responsible for providing management leadership and oversight in implementing all the programme interventions S/he will work with the relevant partners and SCJ programme staff to ensure the timely implementation, quality and relevance of the child protection and education project S/he responsible for providing management and operational guidance to field teams and ensuring that high-quality activities are implemented in a timely manner, ensuring the reporting requirements are met in a timely and quality manner. S/he will liaise with and advise PDQ team in coordination with the project manager concerning relevant technical or quality issues associated with the programme in order to facilitate any necessary changes in programming design. S/he will also define the project’s objectives and oversee quality control throughout its life cycle.

SCOPE OF ROLE:

Reports to: Project Manager

Staff directly reporting to this post: Field Coordinators.

KEY AREAS OF ACCOUNTABILITY:

  • Supporting field staff in the timely implementation of activities at field level.
  • Provide overall supervision to all activities implemented in the area (East Amman, Irbid and Karak) of operation.
  • Supervise and support all the field staff in the area of operation, through facilitation of, and advising on implementation of, different interventions.
  • Monitor and evaluate the implementation of activities implemented in the targeted area to ensure they are completed according to plan and in a timely and effective manner, giving particular attention to quality aspects.
  • Ensure program quality implementation with partners and represent program approaches and promote synergies.
  • Working closely with PDQ staff in coordination with the project manager in order to ensure the quality of the programme activities.
  • Working closely in coordination with the field staff and logistic team to ensure all purchase and supply requests related to the activities implemented in the area of operation are done on time and according to SCJ procedures
  • Documenting in a timely manner, all progress challenges, and learning for future implementation.
  • Leading assessment in the operational area for all the interventions.
  • Conducting regular field visits to the CBOs and schools to verify quality /progress of all projects interventions and to provide operational and technical guidance and advice.
  • Monitor budget / expenditure and report variances to the project manager in a timely manner for proper planning, reporting and adjustment.
  • Assist in the preparation of work plans, procurement plans, reports (in accordance with internal SCJ standards, donor, MoE and MOPIC reporting) and other project or management materials
  • Provide timely and quality inputs for donor/member reporting
  • Provide MEAL department with project data as required by project MEAL plan
  • Provide weekly, monthly, and annual reports to management, partners, and donors.
  • Coordinate with the technical team, other Projects Managers, communication and media and advocacy department on the project activities.
  • Attend regular internal and external meetings, and provide updates on the program’s progress.
  • Track budget expenses by comparing the budgeted amounts with the actual costs of the activities in coordination with logistics and finance.
  • Coordinate on-going channel of communication of the teams and partners to ensure all staff and partners have regular meeting for planning, sharing information and learning for effective implementation.
  • Document best practices, case studies and lessons learned during the implementation of the project and looking into ways on how to improve processes and procedures.
  • Supervises all related activities including meetings, donors visits, ensuring that all participants are informed, and all logistics are organized and proper program expenditures.
  • Undertake any other relevant responsibilities assigned by the Project Manager.
  • Participate in the humanitarian response led by SCJ in all operational and thematic areas.

QUALIFICATIONS AND EXPERIENCE

Essential:

  • Bachelor Degree in social work/business administration or related field
  • Substantial 3- 5 years’ experience preferably in protection/or education sectors
  • Demonstrated ability to build capacities of local partners, caregivers and/ or teachers and work with underprivileged communities
  • Proven technical skills with effective personal communication skills
  • Excellent reporting, planning, management and coordination skills, provide support and guidance for the staff
  • Strong communication (written and spoken), and interpersonal skills in English and Arabic
  • Experience of organizing logistics for training events, visits and project activities.
  • Ability and willingness to travel within Jordan.
  • Commitment to the values and principles of Save the Children.
