BACKGROUND
The Jordan Economic Reform Activity Task Order 1 (ERA TO1) is a 5-year, $54 million program funded by USAID, which aims to support the Government of Jordan (GOJ) to prioritize and implement economic reforms. Through coordination with the GOJ, the Jordanian and international private sector, other donors, and Jordanian civil society, ERA TO 1 will (1) advance economic reforms, (2) strengthen the business enabling environment, (3) increase exports and local, regional, and international investments, and (4) respond to emerging priorities.
POSITION DESCRIPTION
The Investment Promotion Team Leader will design and directly supervise project activities related to facilitating and promoting local, regional, and international investment in private sector Jordanian firms. S/he will help introduce best practices and provide tailored institutional capacity building support to Jordanian investment promotion agencies including the Ministry of Investment (MoIN) and ASEZA, to develop and fulfill their mandate and strategic objectives on enhancing the investment attractiveness of Jordan. He/She will also work with Jordanian investment promotion agencies to roll out targeted investment promotion campaigns and supplement these public institutions with the required tools and resources that enhances the sustainability of promotional programs conducted by the GoJ. Lastly, he/she will advance portfolio of investment-ready projects and business opportunities, including PPPs and Mega Projects, to be promoted by MoIN, ASEZA, ADC, or other organizations.
DETAILED RESPONSIBILITIES
- Work closely and analyze the current practices and capacity of MoIN and other investment promotion agencies, and tailored interventions for them to incorporate international best practices and address key discrepancies
- Work with Jordanian entities to develop an investment platform/content material to increase reach to the Jordanian diaspora and strengthen connections to new markets for women-owned firms
- Support the Ministry of Investment to identify key sectors for investment promotion, in coordination with partners, in alignment with the Five-Year Reform Matrix, Economic Modernization Vision 2033, GoJ priorities researched and articulated in other strategic documents (MoIN investment promotion strategies among others), and findings from other ERA activities; particularly sectors with potential to impact women and youth
- Support partners to conduct investment promotion institutional mapping
- Evaluate and reform coordination mechanisms, when necessary, to develop a unified investment framework, especially to increase focus on PPPs
- Work with MoIN and other Jordanian entities to develop a whole of government framework mechanism to facilitate investment project identification, scoping, packaging, and marketing of investment opportunities.
- Support the GoJ to identify or realize strategic investment opportunities, in coordination with other projects as relevant
- Develop and deliver on the job mentoring, capacity building support, or targeted guidance (as needed in each opportunity) to MoIN and other GoJ investment promotion teams, and private sector investment promotion associations/chambers in all stages of the investor journey and investment promotion journey
- Assess and identify the necessary resources (in house, withing partner firms or through competitive process) for investment support activities case by case, in order to provide relevant assistance to the GoJ needs.
- Support development of a unified investment pipeline for Public Private Partnership’s (PPP), public expenditures, or mega projects, with a focus on export-oriented investments and human resource-intensive projects that have significant socioeconomic impact
- Evaluate and solicit feedback on current public-private dialogue processes in coordination with other ERA components, and develop and implement an action plan for improving the process as necessary
- Articulate plans, scopes, and manage the work of long term and short-term team members to translate strategy into activities that lead to measurable and quantifiable changes in the level of investment in Jordan
- Ensure collaboration and coordination, sharing of information, needs, and progress across all functions and components of ERA to implement as one team including but not limited to GESI, MEL, Communications, and all team leads
- Contribute to and/or lead as assigned pitch decks, brief reports, presentations and analysis for stakeholders
- Contribute to and/or lead as assigned periodic planning documents, progress, and impact reports for USAID and other partners
- Operate with integrity and assurance of confidentiality, commitment to excellence, compliance with all USAID rules and regulations, contractual requirements, and Chemonics policies, systems, and values
- Coordinate with ERA consortium partners to leverage their expertise and established models for investment promotion, incorporating a gender-lens, diaspora engagement, and PPP’s
- Supervise the Investment Promotion Advisor (s), short term technical consultants, and other project staff as assigned
- Other tasks as assigned by the Deputy Chief of Party and/or senior management team members
MINIMUM QUALIFICATIONS
- Bachelor’s degree in business, economics, international trade, or another relevant field; Master’s degree preferred
- Minimum of ten (10) years of experience in business, economics and/or governance
- Prior experience working directly for or consulting with private sector companies on investment promotion
- Experience assisting Jordanian firms (either directly or indirectly) to identify and expand investment opportunities
- Prior experience liaising with Government of Jordan officials
- Prior experience and/or exposure to implementing results-based donor programs strongly preferred
- Demonstrated knowledge and familiarity with Jordan’s operating environment.
- Proven analytical and problem-solving skills
- Experience writing business memos and business analysis strongly preferred
- Strong interpersonal skills and ability to work with culturally diverse staff
- Strong Arabic and English communication skills (oral and written)
LOCATION OF ASSIGNMENT
The Investment Promotion Team Leader will be based in the project’s office in Amman, Jordan with travel throughout Jordan and potentially internationally.
