JOB PURPOSE

The selected candidate will be directly responsible to oversee the AAP unit (including the CFM) and lead at technical level on various workstreams related to Capacity Strengthening initiatives with Government of Jordan and communities’ engagement

KEY ACCOUNTABILITIES (not all-inclusive)

1. Work with relevant country and field offices colleagues to promote a strong culture of AAP and lead on the systematic integration of AAP in WFP’s programmes for safeguarding of the protection principles, with particular focus on do-no-harm, accountability and inclusion.

2. Update Country Office AAP strategies and workplans as required, and work with management and activity managers to ensure workplan implementation.

3. Support programme country and field office colleagues to integrate AAP and protection considerations throughout the programme management cycle (design, budgeting, implementation, monitoring, reporting and evaluation), and in needs assessment frameworks, including adaptation of tools, collection, analysis and reporting processes.

4. Ensure that capacity strengthening support is provided to country team and field-office colleagues to systematically and meaningfully incorporate AAP in their work. This will include briefings, training and follow-up capacity support on protection and AAP regularly for WFP staff, partner staff and contractors including financial service providers’ staff.

5. Provide advice, guidance in relation to any AAP/protection aspects in WFP programme implementation, including exploring how a system of reporting of protection issues within the context of WFP’s programme delivery can be established and sustained.

6. Contribute to accurate and timely monitoring and reporting on protection and AAP achievements and challenges throughout the Annual Country Report (ACR) process.

7. Provide advice on the integration Protection and AAP in the formulation of country level WFP- specific and interagency strategic documents and programmes (e.g. Country Strategic Plans).

8. Contribute to collection and analysis of data, in close collaboration with M&E, VAM and relevant Programme colleagues, in order to ensure protection considerations are properly reflected in assessments, analysis, programme design, monitoring and evaluation.

9. Oversee and advice on the Capacity Strengthening initiatives the Country Office will implement with/for the Government of Jordan in terms of AAP and CFM systemic enhancements.

10. Manage all WFP’s CFM with the support of WFP staff and partners, ensuring that WFP’s policies and strategies on Gender, AAP and Protection are well-reflected, coordinated and supplement each other without duplicating efforts.

11. Based on CFM trends, facilitate strategic corrective actions taken on complaints and advocate for programmatic adjustments, as well as, improved internal controls to enhance efficiency of WFP operations.

12. Coordinate and liaise with internal counterparts on a range of complex matters (e.g., beneficiary inclusion and exclusion; improvement of cash-based transfer processes in response to complaints etc.) to enable effective collaboration, implementation and monitoring of ongoing project activities.

13. As part of the Protection portfolio, ensure sensitive information and data, especially beneficiaries’ personal data, are collected, managed and processed safely and confidentially.

14. Ensure timely and accurate collaboration and information sharing with the Regional Protection and AAP Advisers to ensure technically sound and harmonized approaches that are in line with regional strategies and corporate standards.

  • 15. Represent WFP in all relevant inter-agency protection and AAP coordination mechanisms, as well as other relevant food security, basic assistance working groups, including the Protection Sector, PSEA Taskforce, and Food Security Sector, among others.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Social Sciences, Economics, Statistics, Communication, International Affairs, Human Rights, Economics, Law, or other field relevant to International Development Assistance or First University degree with an additional 3 years of related work experience and/or training/courses.

Experience: • At least one (1) year of postgraduate professional experience; • Relevant professional experience in AAP and community feedback mechanisms work in humanitarian settings would be plus.

Language: Fluency in both oral and written communication in English and Arabic

KNOWLEDGE & SKILLS

• Experience in designing and implementing accountability to affected populations development and humanitarian projects / Programmes.

• Data management and analysis skills with demonstrated ability to enable informed decision making for management.

• Experience in coordination of call center operations and integrated information systems.

• Strong written and oral communication skills, including substantive analysis and report writing, as well as presentation skills.

• Experience working in humanitarian contexts.

• Good interpersonal skills and ability to deal patiently and tactfully with people of different national and cultural backgrounds and to manage external partnerships.

• Working with and understanding of the international humanitarian and development systems, including the UN system
