TEAM PURPOSE: The solid waste collection project covers twelve districts of Zaa'tari camp where the waste collected from communal bins is transported directly to a landfill. The project is intended to be labour-intensive in order to provide CFW opportunities through combining livelihood opportunities with solid waste management. The objective of the project is to achieve an acceptable level of camp cleanliness while integrating solid waste management services (garbage collection, litter picking and recycling).

JOB PURPOSE: The project manager will be responsible for managing the solid waste team providing oversight to a high visibility, high-risk, income generating revenue project that engages up to 600 refugees as cash for work management of the SWM CFW (litter picking), recycling and garbage collection activity needs to ensure that the camp districts remain clean, and that CFW opportunities are targeting the most vulnerable.

DIMENSIONS OF THE ROLE

The following responsibilities are not exhaustive. They aim to provide a clear sense of the nature and scope of jobs at this grade:

KEY RESPONSIBILITIES

Contract and sale management

  • Ensure that the SWM project has a full set of SOP’s and supervision as required. This includes for the sale of recyclable waste and supervising the little and the garbage collection.
  • Supervise technical works and contracts carried out on the 12 districts of the camp.
  • Ensure work done is carried out against agreed quality standards. And ensure the project stays within assigned schedule and cost targets, including adherence to health and safety procedures.
  • Develop a procurement plan for all material requirements and a detailed contract management plan, keep close collaboration with the logistics department to ensure timely delivery and assess quality control of materials ordered.
  • Oversight of all health and safety of the staff working under this project, applied to Oxfam Jordan staff and Syrian refugees engaged as CFW.

Programme Approach:

  • Contribute to the camp and national level Oxfam strategy development with the Climate and economic justice teams, addressing both SWM and CFW concerns, for planning, design and implementation of current and future projects.
  • Ensure that the Solid Waste project and recycling activities meet agreed camp minimum standards and adhere to Oxfam emergency guidelines and protocols. This also includes CFW activities are in line with BNLWG and oxfam’s SOP’s.
  • Oversee the SWM CFW activity, ensuring that rotations are adhered to, and beneficiary selection targets the most vulnerable HH in za’tari camp.
  • Support the influencing team will all advocacy and communication related to the solid waste project, influencing work permit related activities.
  • With the community mobilization team, ensure the selection design and planning for planned community mobilization and recycling promotion activities with the best quality within committed time frame.
  • Ensure coordination of Oxfam za’atari with relevant Wash actors in camp.
  • Ensure coordination with Oxfam za’atari CFW team for all CFW activities under the solid waste project.
  • In conjuction with the team analyze and make the links between the SWM, EJ and CFW activities, and make recommendations for actions which are consistent with Oxfam’s policies and sector requirements.
  • Supervise the management of communal bins maintenance and fabrication.

Documentation and representation:

  • Coordinate all with UN agencies and INGO’s in za’tari camp regarding the solid waste project, this includes attending the WASH sector meeting as necessary.
  • Represent Oxfam to za’tari camp and local government authorities (i.e with ministry of environment, Mafraq governorate) for project steering committees or project representation.
  • Participate as an integral part of Oxfam camp management committee, especially in addressing key decisions affecting the solid waste project and the CFW.
  • Fully participate in any learning reviews, commission assessments in the field, contribute to analysis of assessment results and provide recommendation for future programme activities, as required.
  • participate in donor field visits for proper programme updates and sharing of lessons learnt and challenges, in particular focusing on za’tari camp.
  • Take an active lead in planning and proposal writing to ensure the continuation of the solid waste project and CFW activities.
  • Oversee report writing for all donor contracts adhering to OGB reporting formats, as per the relevant reporting schedules, as necessary write and commission technical reports as required by Oxfam the donor and/or sector (UNICEF/BNLWG) and camp management(UNHCR)
  • Host visits to the solid waste project activities as necessary.
  • As the designated solid waste project manager in OPAL, ensure that the solid waste project remains fully updated and correct in OPAL.

Staff and budget management:

  • Lead on recruitment, training and supervision of SWM and recycling staff under a workable and accountable management structure, this will involve writing work schedules and training plans.
  • Ensure that all staff working are aware of Oxfam’s performance management system. that objectives are set and monitored and opportunities for staff development are ensured.
  • Ensure that all staff are aware of and abide with key internal and external protocols and principles (e.g code of conduct, people in Aid, Oxfam’s draft sexual conduct policy)
  • Training: help to identify and facilitate training to national staff that is relevant to health and safety, solid waste management, and CFW management processes.
  • Monitor budgets as per OGB guidelines/donor requirements, including forecasting.

Experience, Knowledge & Competencies

Essentials

For this role, you will need to model Oxfam’s feminist leadership approach so we have selected the most relevant feminist leadership practices which we will use for assessment purposes (which you can read more about here):

  • Graduate from a recognized university, preferably in majors related to environmental management, Environmental sciences
  • At least 5 years’ experience of work in emergency or development context projects, in the field of livelihoods, social enterprise, or solid waste management programming.
  • Previous cash for work management operations.
  • Able to collect, enter and analyze data against project indicators.
  • Proficient financial management skills.
  • Ability to manage disputes with tact and diplomacy, whilst strictly enforcing procedures
  • Fluent written and spoken English
  • Experience of working in multicultural team
  • Good coordination skills, both internally and with external actors and mechanism.
  • Strong commitment to gender equality and social justice
  • Excellent communication and interpersonal skills
  • Proven knowledge of computerized systems: high degree and computer literacy and word processing and spreadsheet skills
