WFP in Djibouti

WFP’s strategy in Djibouti is aligned with Djibouti Vision 2035 and takes into account regional strategies of the African Union, in particular Agenda 2063 and the Malabo Declaration on Accelerated Agricultural Growth, and IGAD sub-regional strategies. It is also aligned with the UNDAF for 2018–2022 and builds on relevant recommendations of the Zero Hunger Strategic Review.

Addressing poverty is a major pathway to addressing food insecurity in Djibouti. Agricultural potential is limited, but the agricultural, pastoral and fisheries sectors offer opportunities for providing direct assistance for rural households susceptible to food insecurity and malnutrition. The two pillars of the WFP strategy are:

To provide employment equitably for women and men in the most vulnerable households; and
To use safety nets to ensure access to assistance that meets basic needs, including for food security.

JOB PURPOSE

Guided by the Corporate Partnership Strategy, the Partnerships Officer will have to manage effective relationships and collaboration with external partners in order to meet the Djibouti's Country Office strategic objectives. The incumbent will be working directly under the supervision of the Country Director.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Implement the work plan for assigned area, in order to ensure timely and cost effective delivery of results, in accordance with WFP and Corporate Partnership strategy.
2. Build and maintain effective relationships with member states, UN agencies, NGOs, host government and other partners, in order to keep them informed on important, strategic operational WFP issues.
3. Represent WFP in UN and other multilateral bodies, NGOs, member states, provide them with information on the programme and develop joint information programmes to increase WFP’s profile and protect its interests.
4. Identify opportunities to develop new and existing synergies with other UN agencies, and make suggestions to senior Officers in order to support more effective and efficient approach to food assistance.
5. Prepare and provide information for member states, UN agencies, NGOs, host government and other partners on the strategy, design, relevance and impact of programmes, to advocate the work of WFP.
6. Communicate to WFP relevant discussion and feedback on programme activities and issues of priority to WFP, gathered from member states, UN agencies, NGOs, host government and other partners to engage them with intergovernmental/interagency discussion, and inform future activities.
7. Obtain inputs from WFP that will contribute to inter-governmental/inter-agency work to ensure that WFP positions are properly explained and taken into account in decision making.
8. Research and analyze current activities, political and social events of UN and other multilateral bodies/governments in order to identify issues that may impact WFP activities, inform senior Officers and propose positions on these issues.
9. Participate in the implementation of relevant inter-agency initiatives which have been prioritized corporately, providing central resources and local training in order to contribute to sustainable change.
10. Plan and supervise the work of more junior staff to ensure that tasks are accomplished in a manner consistent with organizational requirements.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced university degree (Masters or equivalent) in Political Science, International Development, Development Economics, Journalism, International Relations, Communications or other relevant fields, with 5 years of relevant experience

or

First level university degree (Bachelors or equivalent) in Political Science, International Development, Development Economics, Journalism, International Relations, Communications or other relevant fields, with 7 years of relevant experience

Relevant Experience: Relevant experience is described as experience acquired in one or many of the following areas; managing and strengthening partnerships, resource mobilization, communications and donor relations.

Language: Fluency in English and French (Read, write and speak) is mandatory for this role.
