ORGANIZATIONAL CONTEXT

The position is based in Denmark, Copenhagen. It is outposted in WFP Copenhagen Office but reports to the Chief of Policy & Design, CBT Division in Rome.

JOB PURPOSE

The United Nations World Food Programme (WFP) is the world’s largest humanitarian organization, saving lives in emergencies and using food and cash assistance to help people build more resilient futures. WFP implements programmes directly as well as supports governments to strengthen their systems to better respond to the needs of people in their territories. In 2020, WFP was awarded the Nobel Peace Prize for its work in conflict-prone contexts.

CBT is the fastest growing component of WFP’s portfolio. In 2009 when WFP’s first Voucher and Cash Policy was approved, WFP transferred approximately USD 10 million to 1 million people in 10 countries. Today, WFP has become the largest provider of humanitarian cash globally in 2021 alone sending USD 2.3 billion to 41.8 million people in 69 countries accounting for almost 40% of WFP’s global portfolio.

The Cash-based Transfer (CBT) Division in WFP’s Headquarters in Rome leads the organization’s global efforts in cash programming and is a dynamic and agile team that works with a range of innovative partners to enable WFP’s field operations to send money to people in emergencies and development settings and to support Governments to establish government-to-person (G2P) payment systems.

The CBT Division is in the process of formulating a new and exciting agenda for the future of cash in WFP. Based on the conversations with thousands of people in communities where WFP operates and the evidence from the evolving global context we operate in, CBT is building a policy that is centered around the needs, stories, and preferences of people WFP serves and has women’s economic empowerment as its core focus and objective. In addition, the policy aims to give people choice and dignity, sending money in emergencies, enhance digital financial inclusion, support government-to-person payment systems, and safeguard people’s purchasing power in times of economic volatility.

This new direction and its formulation into a new policy requires significant socialization with a wide range of internal and external stakeholders not least with WFP’s Executive Board members and donors who are critical for the approval of the policy and subsequent continued political support and funding to ensure the policy becomes a reality. The Nordic EB members play a critical role as change agents and advocates for the CBT policy within the EB.
The implementation of the policy also rests on collaboration with WFP’s closest global partners to ensure alignment of the overall approach and facilitate implementation on the ground, in particular UNHCR with whom the CBT Division wants to strengthen collaboration on data analysis and overall management.
To support WFP in the development of its new policy and initiate its roll out and implementation, WFP needs a Policy and Strategic Partnerships Adviser with expertise in CBT’s core focus areas of rights-based, people-centred programming and women’s empowerment to ensure the finalisation of the substantive aspects of the policy and steer the engagement with WFP’s Executive Board, donors, and key global partners.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Steer the final stages of the consultative process with EB members and donors leading up to the approval of the policy and support the CBT Director during informal consultations with the EB. In particular, establish a regular dialogue with the Nordic EB members.
  2. Develop the content of the CBT policy, its theory of change and implementation plan ensuring a core focus on prioritizing women and a rights-based and people-centred approach.
  3. Lead interactions with CO, RB, and HQ stakeholders, keeping them up-to- date and seeking their contributions/feedback.
  4. Develop a two-year strategy to kick start the implementation in collaboration with key internal stakeholders.
  5. In collaboration with Nordic EB member countries, arrange a high-level event on cash to establish a dialogue among cash practitioners on how we collectively can contribute to better outcomes for people when sending them money.
  6. Strengthen the coordination and collaboration with UNHCR’s Global Data Service and other key Copenhagen-based agencies including IOM and UNFPA.
  7. Develop and implement a learning and evidence building strategy including defining measurable results to track implementation of the policy over time.
  8. Lead the integration and alignment of the CBT policy and related normative products with the direction of technical units in PD and PD’s overall policy priorities.
  9. Support the Chief of the Policy and Design group as requested, as well as the senior management of the CBT Division.

STANDARD MINIMUM QUALIFICATIONS

Education:

  • Advanced University degree in International Relations, Political Science, Law, Social Sciences or other relevant subjects, or First University degree with additional years (2 years) of related work experience and/or training/courses.

Experience:

  • 8 years of relevant progressively responsible experience in humanitarian and/or development including experience in complex emergency settings.
  • Demonstrated track record of developing policy and providing operational support on rights-based programming, including women’s empowerment, and people-centered programming.
  • Experience with standard setting and principles for the management of personal data as part of program delivery.
  • Experience leading policy formulation and related consultation processes and operational rollout.
  • Experience navigating complex stakeholder engagements including with governance bodies and donors. Previous experience engaging with the Nordic EB members is an advantage.

Knowledge & Skills:

  • Strong coordination, negotiation, and facilitation skills.
  • Ability to develop and lead the formulation of strategic documents, policies, strategies and systems architecture at HQ and field levels.
  • Ability to form strong relationships with WFP stakeholders to establish a productive dialogue and reach solutions for how to present WFP’s achievements and formulate strategic planning.

Language:

  • Fluency (level C) in the English language.

Limited Fixed-Term Appointment (LFT) position is a non-mobile staff appointment in the international professional category for a limited period of up to 4 years.
