Reports to: PMU Director
Period of performance : Full time for one year with possibility of extension
Background:
A leading Government Institution was established in November 2019 to coordinate, support, and drive the implementation of reforms under the Reform Matrix. Additionally, the leading Government Institution will provide necessary technical assistance and capacity building to Government Ministries and entities to support and expedite the implementation of reforms. The leading Government Institution will oversee the implementation of the Reform Matrix; ensure reforms are designed in consultation with stakeholders; report to the Government of Jordan (GoJ) and development partners on progress; and coordinate between (GoJ) entities and development partners to ensure implementation and alignment of donor programs with national priorities. Furthermore, the leading Government Institution will produce and disseminate information and communication materials to inform all target groups, including the private sector and the public, of the progress of implementation and impact of reforms.
The Reform Matrix consists of twelve pillars:
- Pillar 1: Fiscal policy.

- Pillar 4: Investment and Trade Promotion Drive.
- Pillar 5: Access to Finance and Capital Markets

- Pillar 8: Transportation Sector.
- Pillar 9: Energy Sector.
- Pillar 10: Water Sector.
- Pillar 11: Agriculture Sector.
- Pillar 12: Tourism Sector.
Project Context
In May 2022, Jordan, Egypt, and the UAE launched a comprehensive initiative for Industrial Partnership for Sustainable Economic Development which was joined by Bahrain in July. The partnership aims to establish large joint industrial projects, thereby creating job opportunities, contributing to increasing economic outputs, supporting industrial production, increasing exports, and diversifying the economies of Jordan and partner countries. These goals are in line with different reforms that Jordan is committed to within the Reform Matrix. The projects will focus on the development of five different industrial sectors and enhancing food and medication security. These projects will also maximize the benefits of competitive advantages, resources, capabilities, raw materials, expertise, privileged geographical location and logistics, massive transport infrastructure, and intelligent financing solutions for Jordan and other partner countries. Furthermore, Jordan will benefit from this initiative as it will contribute to more economic diversification, promoting its economic growth and creating more specialized job opportunities.
Main Function:
The Technical Liaison Officer will be seconded by the leading Government Institution to the PMU at the Ministry of Industry, Trade, and Supply, diligently and efficiently performing the duties set out in this TOR and any other tasks or responsibilities that may arise in relation to the proper management and delivery of the project.
Responsibilities:
The Technical Liaison Officer will be responsible for the following key tasks:
- Coordinate activities and meetings/workshops between the PMU and the implementing partners and other stakeholders.
- Assist the PMU Director in developing work plans.
- Coordinate with the key implementing agencies and other relevant agencies for providing their inputs in the implementation of the project activities.
- High level of Involvement with the implementing agencies in preparation of documents and reports related to the project development and progress.
- Identify potential challenges that may affect the relationship between the PMU and external stakeholders and suggest a course of action to the PMU Director.
- Identify communication issues among stakeholders and other agencies and advise on the required actions to ensure successful project implementation.
- Maintain good knowledge of the PMU operations relevant to implementing the assigned projects and relevant processes and procedures.
- Develop and maintain strong communication and feedback channels with the PMU stakeholders and ensure being updated on projects’ progress and any issues that may arise.
- Perform any additional tasks as requested by the PMU Director.
Deliverables:
The following are the expected deliverables from the Technical Liaison Officer:
- Monthly progress reports.
- Technical reports and presentation on assigned tasks.
Qualifications:
- Bachelor’s degree in industrial engineering, business administration, or a related field.
- Minimum five years of experience in economic environment in Jordan.
- Strong familiarity with project management and deep understanding of the industrial sector in Jordan.
- Demonstrated ability to handle multiple tasks, work under pressure, independently and within teams.
- Experience in coordinating large-scale implementation programmes
- Excellent communication and interpersonal skills.
- Computer skills (Office, Word, Excel, PowerPoint, internet and e-mail).
- Excellent written and spoken communication skills in Arabic and English.
- Excellent presentation skills.
- Jordanian national only.
