ORGANIZATIONAL CONTEXT

WFP established the Caribbean Multi-Country Office in Barbados to provide technical assistance and capacity-strengthening programming across 22 countries and territories in the English and Dutch-speaking Caribbean. Across the Caribbean, WFP is applying its global expertise to a programme of cross-functional activities designed to improve regional and national preparedness and strengthen systems to deliver rapid and appropriate assistance to people impacted by shocks and disasters. The regional programme of work includes technical assistance on social protection (e.g. data analysis/collection, digitalisation, payments), vulnerability and risk analysis, integrated supply chain management, food security/food systems and disaster risk financing. The office also responds to emergencies in support of governments and CDEMA as needed, including in the Bahamas (2019) and Saint Vincent and the Grenadines (2021), as well as supporting several governments to respond to the socio-economic impacts of COVID-19 through social protection.

Research Assessment and Monitoring (RAM) plays a key role in WFP’s work, including conducting quantitative and qualitative analysis on factors that make people vulnerable to risks and shocks; data collection and analysis on food security; mapping and visualizing data related to vulnerability, risks and hazards; and strengthening and government capacities to collect, analyze and visualize data to inform social protection, disaster risk management and food security programmes.

The job holder reports to a more senior RAM or Programme Policy Officer. This person operates independently and is involved in operational activities and related analytical work.

JOB PURPOSE

The incumbent will contribute to the RAM evidence base that supports food security, social protection, and disaster risk management policies and programmes (e.g. needs assessment and situation analyses, programme design, targeting, cost-effectiveness, and operational efficiency).

KEY ACCOUNTABILITIES (not all-inclusive)

1. Contribute to the development of RAM projects and activities, plans and processes, ensuring alignment with wider WFP policies and guidance.
2. Support the development of systems and tools for the monitoring and assessment of food assistance needs in line with innovative methodologies and best practice.
3. Support the development of food security and vulnerability analysis and the preparation of timely reports on food assessment needs in line with wider RAM policies, processes and guidance to enable effective decision-making on the development of country strategy, policies and programmes.
4. Provide assistance on the coordination of data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
5. Liaise with implementing partners (internal and external) to monitor ongoing projects, ensuring effective collaboration, timeliness and efficiency and highlight potential risks to project delivery.
6. Support the capacity building of WFP staff, partners and national government to conduct vulnerability analysis to effectively inform preparedness and response activities.
7. Provide support to relevant partners that are focusing on food security and nutrition issues to enable sharing of experience, lessons learned and best practice.
8. Guide and supervise more junior staff, acting as a point of referral and supporting them with analysis and queries.
9. Act in an assigned emergency response capacity as required to meet emergency food assistance needs.
10. Other as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography or other related field, or First University degree with additional years of related work experience and/or training/courses.

Experience: At least three years of postgraduate progressively responsible professional experience in monitoring, food security, vulnerability analysis, or a closely related area.

Language: Fluency (level C) in English language.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Demonstrated proficiency in the use of several statistical tools and methods for food security analysis.
• Developed practical expertise in food security analysis and mapping by participating in multiple assessments in countries, including the design, data collection and analysis.
• Demonstrated technical knowledge and understanding of WFP vulnerability mapping systems and emergency assessment standards.

Type of position: Short Term. Full Time

Type of Contact: Service Contract (SC-9)

Duration on Contract: 12 months with the possibility of extension, based on organizational requirements.

Duty Station: Port of Spain, Trinidad, and Tobago.

Remuneration: The salary for this role starts at TTD 27,478.18.
