BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Resilience features prominently as a key focus area of WFP’s Changing Lives agenda. Resilience evidence generation supports strategic decision making, improved programming and resilience outcomes, learning, advocacy, and accountability. Resilience monitoring and measurement (RMM) is key to generating evidence on WFP’s contributions to this agenda.

A key priority of the Asset Creation, Livelihoods and Resilience Unit (PROR-L) is to generate evidence-based insights aimed at enhancing resilience programmes. Sources of evidence can include:
– field monitoring (e.g. post-distribution monitoring, household surveys and complementary qualitative methods);

– evaluations (e.g. centralized, decentralized or impact evaluations; thematic or programmatic; mid-term or end-of-programme); and

– studies (e.g. cost-benefit analyses, social impact studies, and thematic studies).

In 2020 to 2022, PROR-L worked with the Field Monitoring Unit (RAM-M) to strengthen approaches to measuring resilience outcomes as part of the global Resilience Building Blocks (ResBB) initiative. Guidance for the six-step resilience monitoring and measurement (RMM) approach was developed and applied to WFP's field monitoring. From 2023, early results from RMM field tests can be used to generate evidence along with findings from evaluations and studies. Likewise, there have been early findings from the Climate and Resilience Impact Evaluation led by the Office of Evaluation (OEV) and findings from cost benefit analyses led by PROR-L.

The Resilience Evidence Specialist sits within PROR-L's Resilience Team and will collaborate with colleagues from RAM-M, OEV and monitoring colleagues from other HQ technical units. The central purpose of this role is to drive the generation of evidence to improve resilience programming. The Resilience Evidence Specialist is a resilience programming specialist, technical advisor and capacity builder. This role reports to the Senior Resilience Specialist, PROR-L.

ACCOUNTABILITIES/RESPONSIBILITIES:

  1. Develop the capacity of HQ, RB and CO colleagues to generate evidence for resilience programmes from their use of the six-step RMM approach, studies and/or evaluations. This includes designing and delivering in-person or virtual training workshops, providing follow-up coaching, and ad hoc troubleshooting.
  2. To support evidence generation, work with RB and CO colleagues to articulate their understanding of how their programmes leads to improved resilience, and documenting these in theories of change (ToCs).
  3. Working closely with RB and CO Programmes and Monitoring colleagues to generate high-quality evidence products (e.g. briefs, reports or papers) drawn from that inform programming with evidence-based insights and actionable recommendations.
  4. Enhance WFP's Resilience Programme Guidance or RMM guidance by improving – or filling in gaps in – existing guidance, resources and tools. E.g. on interpreting and using context analyses; preparing resilience theories of change; generating evidence-based insights and actions; and/or producing resilience evidence products.
  5. With others in the HQ ResBB team, collect and curate evidence products and contribute to a synthesis of resilience evidence.
  6. With the HQ ResBB team, support a global network of Programmes, Monitoring and Evaluation professionals interested in resilience evidence. This may be through global or regional webinars or cross-learning sessions, peer exchanges, etc.
  7. Incorporate gender and social inclusion perspectives in all areas of work. This includes giving deliberate consideration to ensuring that experiences of women, youth, elderly, and a range of groups are represented in ToCs and evidence products.
  8. Other accountabilities as agreed with the Senior Resilience Specialist.

DELIVERABLES:

Over a duration of 6 months, the Resilience Evidence Specialist is expected to deliver the following outputs:

1. A minimum of two COs have been supported to develop resilience ToCs or evidence-based insights and actions.

2. A minimum of two evidence products are developed and/or contribute to the synthesis of resilience evidence.

3. A minimum of two webinars or cross-learning sessions are held.

4. A two-page summary of lessons learned and next steps.

5. Through all work, there is strong evidence that gender and social inclusion perspectives have been considered.

QUALIFICATIONS AND EXPERIENCE REQUIRED:

Education:

A university degree in a field relevant to resilience, food security or measurement.

Experience:

At least six (6) years of international experience in resilience or food security programming.

Knowledge and Skills:

Relevant skills and experience in resilience programming and the programme cycle, including context analyses, programme design, monitoring, evaluation, learning and reporting.

A deep understanding of resilience programming principes and approaches and WFP's resilience policy.

Advanced skills and experience in developing and documenting high quality theories of change through a process of consultation and facilitation. Experience in leading the overall design process for resilience programmes is highly desireable.

Advanced skills and experience in generating evidence-based insights, actionable recommendations and supporting programme learning

Advanced skills in training, capacity building, coaching and troubleshooting.

Advanced skills and experience in developing and/or improving guidance, resources and tools.

Skills and experience in supporting global networks, communities of practice or working groups through cross-learning and peer exchanges.

Ability to form strong working relationships and a collaborative work culture while working remotely with colleagues.

Excellent writing, documentation and communication skills.

Ability to work effectively both in-person and remotely. Ability to working on online collaborative work spaces, e.g. Microsoft Teams, Sharepoint, etc.

Languages:

Fluency (level C) in English. Working knowledge of Spanish or French is desirable.
