The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with over 75 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. In the Middle East, NRC has over 3,000 staff dedicated to assisting people affected by conflict in Jordan, Syria, Lebanon, Iraq and Palestine. Its humanitarian interventions are based upon its programming expertise in the Core Competencies of Shelter, Education, Water and Sanitation Hygiene, Food Security, along with Information Counselling and legal Assistance (ICLA) to forcibly displaced people.
The Syrian Crisis is well into its eleventh year, but the level and intensity of conflict in the country remains high. Humanitarian and protection need continue to grow inside Syria as a result of the ongoing conflict and consequent complex emergency situation in which displacement is both massive and widespread.

The purpose of the Area HR Coordinator is to implement NRC’s HR systems and procedures for the Syria Response Office (SRO) in its area of operation. The HR Coordinator works under guidance of the Area Manager to fulfil the objectives in accordance with NRC’s mandate and country specific strategy. The main objective for the Coordinator is to manage and develop the Human Resource team, facilitate growth in staff, and ensure high quality performance management throughout the office. All in compliance with NRC’s policies and procedures.

Generic responsibilities

  • Implement NRC’s systems and procedures at area level
  • Ensure adherence to NRC policies, handbooks, guidelines and donor requirements
  • Prepare and submit reports and analysis
  • Ensure proper filing of all support documents
  • Support line managers in procedures and require support team trainings
  • Management of HR team

Specific responsibilities

  • (Line) manage, train and develop the HR team on a day to day basis
  • Coordinate policy and objectives with HR colleagues in the Country Office
  • Ensure adherence to national labour law in all HR processes and procedures
  • Advice and mediate in disagreements or conflicts between staff members
  • Coordinate with relevant partners, as: lawyers, (local) authorities and suppliers when necessary on HR related subjects
  • Ensure accuracy of staff salaries: prepare the monthly payroll for all national staff and ensure accurate calculation of allowances, deductions, and benefit schemes as per the set Terms of Employment; and conduct proper analysis adding any recommendations for adjustments or improvements
  • Ensure that staff records in all offices in the area are up to date and filed appropriately
  • Actively coordinate on and advocate for NRC’s duty of care standards to NRC staff in the area specific context
  • Coordinate staff recruitment, inductions, exit procedures and staff benefits for an expanding Area Office
  • Coordinate recruitment and management of an increasing number of incentive staff
  • Provide policy and follow up on staff development, e.g. facilitate capacity building, career advancement and training for national staff
  • Follow up on all related personnel management, staff database, access control, attendance, leave balances, and documentation to ensure compliance of filing using hard copy personnel files and e-filing
  • Promote and ensure high quality follow up to NRC’s Performance Management Cycle
  • Follow up on allegations and/or breaches and misconducts of staff. Conduct needed assessments and investigations for respective cases
  • Implement NRC disciplinary measure procedures and take actions as needed

Qualifications

  • 3-5 years of experience from working in HR in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Proven knowledge and experience in leadership positions and team management
  • Experience in working in a humanitarian/recovery context or high risk, remote, and/or complex environments
  • Previous experience in payroll calculations and administration
  • Fluency in English, both written and verbal
  • Proficient in Microsoft Office applications
  • Previous Knowledge in National Social Security and Labor Laws
  • Previous experience in payroll calculations and administration
