NRC currently has more than 2,000 staff in the Middle East region assisting people displaced by conflict in Syria. As a leading humanitarian organization, we support displaced persons by implementing programs across the Shelter, Education, Food Security, Information Counseling and Legal Assistance (ICLA) and Water, Sanitation and Hygiene (WASH) sectors with strong protection and resilience focus integrated into our programs. In the Middle East, NRC has over 3000 staff dedicated to assisting people affected by the conflict in Jordan, Syria, Lebanon, Iraq, and Palestine. Its humanitarian interventions are based upon its programming expertise in the Core Competencies of Shelter, Education, Water and Sanitation Hygiene, Food Security, along with Information Counselling and Legal Assistance (ICLA) to forcibly displaced people. The Syrian Crisis is well into its eight-year, but the level and intensity of conflict in the country remain high. Humanitarian and protection need continue to grow inside of Syria as a result of the ongoing conflict and consequent complex emergency situation in which displacement is both massive and widespread.

The purpose of this position is to manage and implement Monitoring and Evaluation systems that will enable the improvement of internal management, program/project performance and evidence-based decision-making. Within this context, the IM Officer will provide support to the field team in the implementation process and support information management systems. Programs/ Projects are delivered through partnerships and direct implementation remotely managed by NRC staff.

Generic responsibilities

  • Adhere to NRC policies, tools, handbooks, and guidelines as well as government rules and regulations.
  • Implement a plan of action for the delegated portfolio of LFS projects (activities, and project documentation).
  • Day-to-day follow-up on the progress of project implementation.
  • Promote and share ideas for technical improvement and development of technical livelihood tools related to the preparation, implementation, and monitoring.
  • Ensure proper filing of documents in both hard and soft copies and ensure confidentiality of the program’s database.
  • The Information Management Technical Assistant follows up on the complaints feedback mechanism, in line with NRC’s policies, guidelines, and standards.
  • Actively participate in capacity-building training, workshops, and seminars organized by NRC.
  • Ensure that gender and protection mainstreaming are carried out at the field level and integrated with the developed tools and promote the rights of IDPs/returnees in line with the advocacy strategy.
  • Prepare periodic progress reports and other documents.
  • Coordinating with NRC CCs and support departments and external stakeholders such as clusters, working groups, and task forces.

Specific responsibilities

  • Oversees the operation of the database and related data collection software, conducting repairs, updates, and improvements as required.
  • Produces and compiles detailed, relevant, and high-quality qualitative and quantitative reports as requested, in addition to drafting the analysis, reporting, and visualization of program data needed for different reporting and act as a focal point for internal and external reporting.
  • Conducts regular trainings for the program staff to improve the quality of the data being collected.
  • Provides quality control and oversight of the data that is being collected and identifies and addresses errors in collection or input.
  • Oversee the data collection processes for all activities including needs and market assessments, registration, verification, and monitoring.
  • Supports and contributes to the development of data management systems through documentation, implementation, and coordination of standardized information flow.
  • Liaises with other staff and partners to understand information management needs and best practices and follow up with partners for any data related issues, including data collection, tools development, reporting, and implementation.

  • Develops and ensures the effective use of field feedback mechanism, acting as a focal point for CFM.
  • Supports the formulation of the monitoring and evaluation matrix and plans to address indicator.

  • Support the implementation of all project components including SBGs, CFW, CFF, and MPCA as required, and follow up on the successful implementation of output and outcome monitoring conducted by NRC, implementing partners, and/or third parties.
  • Ensure NRC's data protection policy is being applied to all activities and staff are aware of the specific data protection protocols, and proper filing and archiving of LFS documents and databases.

Generic professional competencies for this position

  • Experience in project implementation position in a humanitarian/recovery context.
  • Previous experience working in complex and volatile contexts.
  • Profession in English, both written and verbal, and fluency in spoken and written and Arabic.

Context/specific skills, knowledge, and experience

  • Bachelor’s Degree or above in technical fields or similar.
  • Minimum of 3 years of experience working in Information Management or Monitoring and Evaluation, or equivalent, preferably in an international NGO in an emergency or post-conflict.
  • Experience in Livelihoods and Food Security Programming, technical tools development, and implementation follow-ups.
  • Experience in overseeing data collection, community mobilization activities, and awareness campaigns.
  • Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access).
