BACKGROUND

The World Food Programme’s engagement in the Philippines is constantly evolving. Initially begun in the 1960s, WFP officially re-established its presence in 2006 to support the peace process in Mindanao, providing life-saving food assistance in emergencies and disasters, and to develop programs that seek to improve nutrition and the overall quality of life of the people we serve. Since July 1st 2018, WFP has been implementing a five-year Country Strategic Plan (CSP 2018-2023) to support the Government of the Philippines to address food insecurity, reduce malnutrition and build the resilience of vulnerable populations. In its strategic plan, WFP identified four strategic outcomes and five main activities:

Strategic outcome 1: Crisis-affected people in the Philippines are able to meet their food and nutrition needs during and immediately after an emergency.
Strategic outcome 2: Women, boys and girls in provinces prioritized by the Government have adequate and healthy diets to reduce malnutrition by 2022 in line with government targets.
Strategic outcome 3: Vulnerable communities in Mindanao have improved food security and nutrition by 2022 in line with government targets.
Strategic outcome 4: National and local government agencies have enhanced capabilities to reduce vulnerability to shocks by 2022.

PURPOSE OF ASSIGNMENT AND ORGANIZATIONAL CONTEXT

Smallholder farmers and fisherfolk in the BARRM region lack the resources, information, and training to increase their yield and undertake value-adding activities necessary to improve their livelihoods. The economic insufficiencies deprive them of resources to spend on housing, education, healthcare, and other non-food essentials. Another challenge is the limited integration of farmers into the agricultural value chain and the lack of transformation into high-value-added products adapted to the conditions of a changing climate in conflict-affected communities.

Improved climate smart agricultural practices while strengthening the inclusion of smallholder farmers and fisherfolk in conflict and gender sensitive value chains is a crucial missing link to sustainably solve the prevalent poverty index and quell the low nutritional indicators that have plagued the BARMM region for decades.

In this background, WFP along with its partners has successfully pursued with the BARRM regional Government for the creation of Bangsamoro Food Security Task Force (BFST), through the issuance of EO No.005 s.2020, that aims to facilitate innovations, convergence, and reforms, and increase investments toward a sustainable food system in the region. It is tasked to carefully coordinate, rationalize, monitor, and assess the efforts of concerned Ministries and instrumentalities to ensure a holistic and comprehensive approach to achieving food security and nutrition of the BARMM. Accordingly, in 2020, four BARMM Ministries established inter-ministerial collaboration through convergence model ”IBGP-Kayod Ka Bangsamoro” as an entry point. The Convergence has two tracks of implementation: (1) Resilient Livelihood Support and (2) Sustainability and institutionalization, wherein the Community-based Participatory Planning (CBPP) will be used to formulate the Convergence Community Area Development Plan (CADP). Awaiting the formulation of CADP, there is an approved scaling-up design from the extracted knowledge in the Project Implementation Review (PIR) workshops conducted by WFP with project partners from the government and people in the communities. The PIR and regular monitoring activities are venues to identify opportunities for sustainability and scaling up services.

From the current caseload, the Bangsamoro Food Security Task Force agreed to maintain the areas. Should there be possible expansion, it will be within the priority areas identified from 2020-2023 BARMM programming. There are 84 municipalities covering 5 provinces as priority areas of the convergence to achieve self-sufficiency, self-sustaining, and food-secure Bangsamoro. Out of these 84 Municipalities this combined Initiative under the integrated resilience portfolio will support the 23 municipalities in the provinces of Maguindanao and Lanao Del Sur.

KEY TASKS AND RESPONSIBILITIES OF PROGRAMME POLICY OFFICER:

The Programme Policy Officer (resilience) will work under direct supervision of Head of Programme and with overall guidance from Head of Cotabato Sub Office and Deputy Country Director. The incumbent will manage integrated resilience portfolio of Cotabato sub office including day-to-day implementation of FFA activities linked to value chain, home-grown school feeding, and social behavior change communications. Successful candidate will coordinate with partners, stakeholders and elicit technical inputs from sectoral experts in the areas of conflict sensitivity, peacebuilding, technology, cash for work, M&E, etc. The Programme Policy Officer (resilience) will supervise multiple technical and support personnel and work closely with Food Sufficiency Task Force (BFSTF); and with the inter-ministerial convergence technical working group.

  1. Oversee and coordinate the design and implementation of moderate portfolio of complex integrated resilience programmes in BARMM and foster synergies between activities supporting people, communities, systems, to become more resilient to shocks and stressors. Those multisectoral integrated programmes combine, as relevant, activities aiming to create climate smart and nutrition-sensitive community and household level assets, support livelihoods through individual skills development, strengthen local food systems, promote access to markets and value chain development through a wide range of context specific layered and sequenced integrated programming that enhanced resilience at multiple levels.
  2. Provide policy, strategic, and technical guidance on the positioning, identification, and design of integrated resilience programming. Provide technical support, as relevant, to individual, household and community livelihood assets creation through watershed/landscape-based approaches by adopting and promoting nature-based solutions, individual skills development related to on-farm and off-farm livelihoods both in rural and urban contexts, climate adaptation, food systems interventions, and foster programme synergies in line with both organizational strategy and the practical realities of operating in the field.
  3. Provide solid technical and, as required, managerial leadership on a broad range of strategic and programme issues to support government efforts and engage with partners and stakeholders to scale up resilience programmes that consist of integrated, layered and sequenced initiatives, and contribute to reducing hunger and malnutrition.
  4. Engage with government stakeholders and partners to provide support and technical expertise for the planning, formulation and implementation of integrated resilience programmes, and to strengthen government and community ownership and effectiveness of food security and nutrition programmes at the BARMM levels.
  5. Identify and foster multi-sectorial partnerships (governments, UN, NGO’s, academia and research institutions).
  6. Enhance WFP’s leadership status in different forums on subjects related to resilience; engagement in the humanitarian-development-peace nexus contexts and seek entry points for context driven assets creation design and implementation.

7. Monitor and oversee preparation and dissemination of timely analytical and critical reports, publications, and a variety of information products or proposals for internal and/or external use, that demonstrate how resilience building efforts are advancing to enable informed decision-making related to the programmes.

8. Advocate for resources for a broad portfolio of WFP resilience programmes, that clearly articulate where the need and opportunities for food assistance related resilience programmes are relevant and required and follow up on the resource situation of projects including commodity and cash availability.

9. Advise and support the development and implementation of functional training that enhance the capacity of WFP staff and partners to design and deliver effective integrated resilience programmes in line with corporate guidance such as the Resilience Toolkit.

10. Ensure that the assigned financial resources are put to best use for achievement of set objectives.

11. Ensure conflict sensitive, protection, gender, disability, and accountability to affected population (AAP) inclusive Community Based Participatory Planning exercises are implemented and incorporated in all areas of this work to ensure meaningful participation of women and men and the empowerment of women and youth and other marginalized groups. This may include actions at multiple levels from individual, household, community, institutions and systems, such as access to information and training, land tenure rights and other mechanisms to ensure access to land and community assets for women and vulnerable/marginalized groups and enhancing women’s social capital.

12. Lead, motivate and develop a team of staff to enable high performance.

13. Coordinate with the various departments or units in the CO and SO to ensure full compliance with WFP’s policy, procedures, and standards.

14. Participate in internal and external meetings as well as relevant trainings or workshops

15. Work flexibly and take on additional tasks as may be needed to meet project and program objectives.

ESSENTIAL QUALIFICATION AND EXPERIENCE:

EDUCATION: Advanced University degree in a relevant field such as Social Sciences, Economics, Business Management Agriculture, Development Studies or other related fields.

EXPERIENCE: The candidate must have at least five years of experience and a proven track record of implementation and management of Food security & Nutrition Value Chain, Resilience building, Food for Assets, School-based feeding, in the context of climate change, disasters and other shocks. Previous experience of working on these issues in the Philippines or any other countries as part of WFP will be an asset.

LANGUAGE: Excellent written and oral communications skills in English

REMUNERATION PACKAGE

For Regular CST:

  • Approximate monthly salary is a minimum of USD 6,000 and a maximum is USD 9,100
