Background
USAID Water Governance Activity (WGA) program is a multi-year project funded by USAID, which aims to support the Government of Jordan (GoJ) to achieve measurable improvements and greater sustainability of the water sector by providing technical assistance to strengthen the GoJ’s reform, policy development and implementation, and capacity-building efforts. USAID WGA will support the following objectives: support the GoJ to define and resolve water sector strategy and policy issues; improve water entities’ performance by reducing network losses, increasing conveyance efficiencies, and improving utility cost recovery; and specific, cross-cutting objectives related to support to gender, youth, persons with disabilities (PWD), and private sector engagement.
Job Summary:
The incumbent of this position is responsible for providing technical and institutional support to the Water Governance Activity (WGA) and taking supportive responsibility in the implementation of Task 1.8 – Water User Associations (WUAs) Strengthened. Guided by the line supervisor, the incumbent will work closely with other WGA members and its stakeholders, and liaison with water sector institutions in Jordan.
Duties and Responsibilities:
- Conduction of field assessments, surveys and focus group discussions with different stakeholders, report on findings and recommendations,
- Liaise with JVA, Water User Associations (WUAs) and other stakeholders, develop the dialogue to address challenges and recommend innovative, agreeable technical practices and institutional relations that result in improving the irrigation water system management,
- Advise and support in upgrading the Water Management Information System (WMIS), as well as the automation of Operations and Maintenance (O&M) processes,
- Support, facilitate, and report on the activity of estimating water balance and losses in different levels of JVA hydraulic scheme and recommending measures to reduce them, in addition to following-up on implementation and reporting on progress to WGA,
- Provision institutional and technical support in the Non-Revenue Water (NRW), WUAs pilots, financial management and performance improvement domains,
- Advise on and support in estimating the future O&M costs and identifying areas for revenue increases and costs reduction,
- Coordinate and liaise WGA’s activities, field visits, and meetings with JVA and other stakeholders,
- Any other relevant tasks assigned by respective supervisor/s as required.
Education and/or Experience:
- Bachelor’s Degree preferred in: Water, Civil or industrial engineering, Business, Public Administration, or any other related field. Master’s degree is preferred in water management, or public administration,
- 3 years or more of experience in irrigation water management, institutions, and systems,
- Experience in water-related management systems, data management, SCADA system, and automation of work processes is preferred,
- At least one year experience working with the irrigation water utility and water users’ association and/or in operating irrigation infrastructure is required.
- Experience in research, data collection, and analysis from various sources.
Knowledge, Skills, and Abilities:
- Sufficient knowledge and/or experience in the Jordan water sector is preferred,
- Demonstrated ability to work with various stakeholders and multidisciplinary tasks,
- Ability in building relationships and liaising with different organizations.
- Excellent working knowledge of English, both written and spoken. Able to communicate fluently and effectively both verbally and in writing,
- Excellent interpersonal skills, including tolerance, diplomacy, hearing and understanding others, problem-solving, conflict management, and respect for diversity,
- Capable of working both individually and as part of a team. Must also be able to create a supportive working relationship among all project teams,
- Creative thinking, prioritization, and multi-tasking,
- Ability to work under pressure and on multidisciplinary activities,
- Assessment, surveys, analysis, research, desk review, and report writing skills.
