ORGANIZATIONAL CONTEXT
This job is found under WFP Yemen Country Offices based in Al-Hodeidah, Yemen, and generally reports to the Head of the Unit or designate.
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
WFP, Yemen Country Office (CO) is implementing its Interim Country Strategy Programme (ICSP) covering the period 2023-2025; wherein Social Protection and Livelihood activities are an integral part of the ICSP activity portfolio. A technical unit titled Safety Nets and Livelihood (SNL) is established within the Programme Unit of CO and Area Offices (AOs). The incumbent will be based in Hodeidah Area Office and head the SNL unit. SNL activities currently include School Feeding Programme as well as Livelihood activities with a focus on building resilience of the vulnerable communities.
The Program Policy Officer / SNL – Hodeidah will head the SNL unit in Hodeidah AO and will report to the Head of Programme with a technical link to SNL unit in the CO. The incumbent will be responsible for managing the SNL unit as a core responsibility. Further, the incumbent will contribute to the planning process of CO SNL unit by representing AO at such planning exercises. Furthermore, the incumbent will coordinate WFP’s SNL operation with government departments, sister UN agencies and NGO partners.
KEY ACCOUNTABILITIES:
Under the direct supervision of the Head of Programme and overall supervision of the Head of Area Office and with technical link to the Livelihood team in the Country office, the incumbent will provide support in the following areas:
AO strategy, Projects Identification, Appraisal, and Implementation
- Study the policy environment, AO specific context, natural resources situation, prevailing livelihood groups and operational environment and tailor AO specific SNL strategy in line with ICSP;
- In line with AO strategy, together with technical departments, sister agencies and NGO partners, develop suitable project ideas and translate them into project proposals ensuring complementarity and sustainability;
- Carry out technical evaluation of the project proposals developed by the Coopertive Partners (CPs), and provide feedback on the proposals;
- Manage project appraisal and approval process and coordinate with different units to move the projects of the parnters to approval and Field Level Agreement (FLA) stage;
- Manage implementation of the projects and monitor progress vis-à-vis strategy and project design;
- Provide operational guidance to CPs and WFP programme staff during the implementation phase and ensure realization of the quality results;
- Coordinate and maintain an up-to-date and accurate records of the livelihood programme implementation; distribution/ transfer status including physical achievement of the works against the project plan & transfers to the beneficiaries as per the agreed work norms;
- Coordinate and liaise with CPs and WFP sub-office on a regular basis for the implementation, monitoring and reporting of the programme activities;
- Facilitate roll out of beneficiaries’ registration under SCOPE platform and implementation of e-transfer for all AO Livelihood Programme beneficiaries.
Capacity Building/Training
- Organize operational orientation trainings aimed at building WFP programme specific management and reporting skills among the CPs, Government counterparts and WFP staff;
- Carry out capacity assessment and evaluation of the partners; organize capacity building workshops for CPs, Government counterparts and WFP staffs based on assessed needs;
Coordination
- Coordinate programme implementation with the government counterparts, sister agencies and NGO partners;
Monitoring and Reporting
- Conduct site visits to assess the viability of the project proposals submitted by CPs;
- Identify monitoring needs of the SNL Programme and contribute to M&E’s purposive monitoring plan;
- Prepare technical as well as periodic operational reports of the SNL Programme;
- Assist in documentation of lessons learnt and best practices in school feeding and Livelihood programming;
- Perform other related duties as required and agreed with Supervisor.
STANDARD MINIMUM QUALIFICATIONS
Education:
You have:
- Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
Experience:
You have:
- A minimum of 5 years relevant professional work experience in Programme management in humanitarian context.
Language:
You have,
- Fluency in English is required, and knowledge of spoken and written Arabic is desirable.

TERMS AND CONDITIONS
- This position is required for a period of consecutive 11 months with a possibility of extension subject to the operational needs and availability of funding in Yemen Country Office.
- Consultancy contracts will be subject to a mandatory break in service after a period of service of 11 continuous months.

- The position is based in Al-Hodeidah, Yemen and the selected candidate will be expected to relocate.
