This role is responsible for leading the Procurement and Logistics function, setting and leading the implementation of the company’s strategic vision and strategy for Procurement and Logistics including strategic sourcing, contract management, supply chain and compliance and reporting, ensuring the goods and services purchased meet the operational and strategic needs of the company and ensuring costs are optimised through effective management of procurement methodologies and contract negotiation and management.

Accountability & Responsibilities of Role:

  • Develop and implement the company’s Procurement and Logistics vision, mission and strategy in close collaboration with business stakeholders and aligning strategic procurement decisions with Management
  • Develop a policy for Supplier Management outlining the company’s requirements and in line with the strategic direction of the organisation in order to set standards for building and maintaining relationships with long term suppliers and procuring goods and services with favourable rates for the company.
  • Monitor and push through adequate controls to ensure quality and best prices are obtained by planning and monitoring annual and long-term strategic targets and saving objectives across all aspects of procurement, strategic sourcing and contract management.
  • Develop and monitor Procurement’s expense budget
  • Lead improvement initiatives in procurement/ overall supply chain efforts, processes and policies in order to deliver a world class proactive service to the business
  • Drive the setting up and implementation of strategic sourcing activities, evaluating those which are proposed based on changing market conditions and provide inputs to decision making process and the strategic sourcing activities, including internal and external analysis and negotiations
  • Plan and monitor sourcing saving objectives for selected categories (for the fiscal year)
  • Constantly seeks to update own knowledge and that of others within the department in relation to industry standards for Procurement & Logistics and its various parts (Materials management/warehousing/supply chain etc.)
  • Oversee supplier segmentation and category strategy viz. suppliers, contracts, administration, processing purchase requirements, logistics and material management in order to ensure that supplier framework agreements are developed, implemented and managed to the benefit of the company in terms of cost maximisation.
  • Lead the management of new supplier sourcing on a continuous basis to ensure that the company has a stream of potential suppliers for all products in order to be able to deliver customer requirements at all-time including the establishment and management of a vendor database.
  • Lead the development of purchasing contracts and agreements frameworks in conjunction with the legal department in order to safeguard the company’s interests in any contractual commitment.
  • Drive the development of sound contract management methodologies within the department to ensure that there is no loss of revenue/legal claims/ etc.
  • Define design principles for supplier selection, performance criteria and support negotiations of important contracts as well as developments with key suppliers
  • Lead the development and implementation of a contract management process within the unit to facilitate cross functional working in order to capture contract variances/additions/slippages/claims etc.
  • Ensuring the day-to-day operations are maintained in line with the required standards of the company to deliver the highest level of service to internal customers whilst at the same time building supplier relationships to ensure that the company’s suppliers become business partners.
  • Ensure all processes within the unit are followed, managed and updated on a regular basis to the highest quality standards as defined by the company Senior Management.
  • Oversee the entire logistics and materials management unit including customs clearances etc to safeguard the delivery and clearance and distribution of goods for the company’s use. .
  • In co-ordination with the Head Contracts, ensure there are policies and processes in place to ensure all Contracts are managed to the required standards, cost effectively and from a legal perspective to ensure the company’s interests are protected.
  • Ensure that there are in place appropriate policies and procedures for the management of logistics services, covering management of outsourced clearance agencies, freight forwarders, management of repair of equipment processes, liaison with port authorities as required, etc. ensuring cost efficiency and effectiveness.
  • Develop the operational budget for the unit, and is independently responsible for the management of the budget to ensure the unit operates within budget effectively
  • Manages, motivates, and appraises staff within the unit ensuring they have in place personal objectives and goals, and individual development plans, to ensure they perform to the highest standard at all times.
  • Provide design principles for specific parameters and main metrics for measuring function effectiveness and in order to manage reporting requirement for function and track compliance.

المهارات

· 15 years of work experience of running a procurement function preferably in a telecommunications environment or similar

· Experience in fast growth economies, preferably in the Arab world. Experience in building and ramping up a procurement organization

· International/ multinational experience a plus

· Experience of business unit strategy creation and business planning

· Significant understanding of Contract negotiations to international industry standards.

· Specific knowledge in materials management within a telecoms environment coupled with a sound understanding of logistics.

· Bachelors in Business Administration preferably an additional qualification in Supply Chain Management – such as CIPS would be ideally

· Ability to set up and manage Strategic Sourcing initiatives

· Sound knowledge of contract management

· Fluent in Arabic & English

· PC literate.

· Proficient in the use of ERP Solutions Systems.

· Commercial Terms & Conditions understanding
