ABOUT THE ICRC
The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We act in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.
PURPOSE OF THE POST

The Regional Protection Data Manager (RDM) provides Protection data management support to the delegations covered by the Regional Protection Data Office (RPDO).
Based in Amman RPDO, the RDM works under the direct supervision of the Regional Protection Data Manager 2 (RDM). S/he doesn’t have a geographical repartition of context. S/he needs to have a general overview on all contexts. S/he is focal point for some specific tasks.
The RDM conducts regular missions to support Data Managers (DM) in his/her AoR.
In collaboration with the RDM2:
- Answers to all requests on Protection data management coming from DM in the delegations in her/his AoR.
- Provides advice and support in the use of the ICT Protection data management tools, and in the organisation of a Protection office.
- Monitors the coherence and consistency of the Protection data management in AoR with an optimum use of the tools available.
ACCOUNTABILITIES AND RESPONSIBILITIES

- Assists the RDM2 in the promotion and dissemination of policies, rules and procedures related to data management:
- Strengthens the regional coherence and dynamics in relation to Protection data management and workflows.
- Advises how to improve and monitor the workflows of information and documentation.
- Is aware of data management by other departments (e.g. ASSIST, FAS, etc.) concerning information related to Protection (EPMT, AM/PM, GIS, MAD/DET, WPA, etc.)
- With the RDM, s/he supports the DM and CoProt in AoR in the process to archive a Protection action.
- Monitors the coherence and consistency of the protection data and data management in the field:
- Ensures s/he has a good knowledge of the Protection objectives and challenges in the delegations in AoR.
- Through the analysis of the DB, continuous dialogue with the RDM2 and the DM in the delegations in AoR, assess the needs and plans her/his support to the delegations accordingly.
- (Is the focal point / performs) at least twice a year ad-hoc random data controls on all DBs to ensure coherence and quality of data.
- Identifies problems, reports them to the RDM2, makes recommendations and supports the DM in improving the data processing, reporting, organisation of the Protection offices (including paper and electronic archiving.)
- Provides support to DM and/or Protection Coordinator in organization of Protection offices;
- Support the DM in AoR in the contextualisation, drafting /updating of the data entry/ working procedures.
- Supervises that the delegations access rights of users in each database are in line with their role and responsibilities as defined in the workflows and liaises with Regional Data Protection Advisors for the risks associated with protection data management.
- Technical reference in ICT Protection data management tools (PROT6, Familylinks Answers, Familylinks website, and Familylinks extranet):
- Helps clarifying technical problems raised by the DM in AoR. If necessary, after discussion with the RDM2, s/he mobilises the relevant technical resources escalading requests to GVA.
- Takes the opportunity of regional fora to promote Protection ICT tools to delegations and NS.
In relation to Prot6
- Gives support to the deployment of upgrades.
- Advises on the optimal use of the different functionalities
- Gives a timely, contextualised answer to all questions from the delegations.
In relation to the FLWebsite / FLExtranet:
- Advises on the use of the different functionalities (import/export of lists, data sharing, ASPERA…).
- (Is the focal point / contributes) that the update / revision of the country pages of the FL website is conducted annually.
- Supports the DM in the management of individual identities in the FLWebsite.
In relation to the FL Answers:
- Is the focal point for all FL Answers related aspect
- Assists the delegation in the evaluation of the capacity of the NS to adopt FLA (eligibility criteria and conditions).
- Assists the delegation to support the NS to meet the minimum eligibility criteria.
- Supports the NS and the FL Answers team in the preparatory and the deployment process.
- After a phase of transition, takes over from the FL Answers team and provides support to users.
- Provides analytical reporting related to Data Management: contextual support and global analysis:
- Advises/ gives support to the DM in AoR to produce consolidated statistics and implements mechanisms to verify the integrity of the transmitted figures.
- Contributes to and/or generates analytical reports based on protection data in relation to PCP, RLF-Missing, Detention, or other delegation / institution specific priorities.
- Contributes to the strengthening of the Evidence Based Approach to Protection.
- Participates to analyses of new developments, trends, initiatives in relation to Protection activities and ICT Protection projects.
- Promotes the use of Prot6 and other relevant tools to bring/prepare evidence-based results on key Protection issues at national and regional level.
- Contributes to the organization of Workshop, trains, and briefs staff on Protection data management:
- Supports the RDM2 in the organization and delivery of a yearly regional workshop for the DM in the Region.
- Contributes to ensuring that DM training/learning needs are met and reports any gaps to the RDM2.
- Promotes Protection e-learnings for Protection staff (mobile and resident).
- Participates to the data management session of the SIP (if feasible).
- Contributes to other data management trainings (DA1, Q&R, …)
- Contributes to the development of a networking related to the domain of Protection data management.
- Contributes/supports response to emergencies in AoR.
PROFESSIONAL EXPERINCE AND EDUCATION REQUIRED
(THE GENERIC ROLE DESCRIPTION SECTIONS ‘CERTIFICATION/EDUCATION REQUIRED’ AND ‘PROFESSIONAL EXPERIENCE RQUIRED’ CAN BE SOURCE OF INSPIRATION BUT NEEDS TO BE CONTEXTUALIZED)
- Bachelor’s degree in Data and Information Management, Library or Archive management, Social and Human Sciences or a related field
- Minimum two to three years' professional experience, including at least two years using and managing data and/or Information
- Excellent command of English
- Excellent computer literacy
- Knowledge of SQL and / or data analytics tools an asset
- ICRC experience an asset
