ORGANIZATIONAL CONTEXT
These jobs are found in Country Offices (COs), Regional Bureaux (RBs), and Headquarters (HQ) and report to a more senior Information Technology (IT) Officer.
Job holders are likely to be working under the supervision of a more experienced staff member, receiving guidance and feedback on work performed. They actively contribute to the compilation, analysis, maintenance and reporting of IT data to maximise the effectiveness of IT services. They resolve daily issues and provide timely support to the design, development and usage of systems.
JOB PURPOSE
The position calls for an experienced mixed-profile professional that holds hands-on technical expertise in data collections, analysis, integration and visualization, as well as proven ability to engage with diverse stakeholders ranging from WFP’s senior level management (Regional Director, Deputy Regional Director, Country Directors and heads of Units) to technical experts across various units. The candidate needs to demonstrate ability to effectively capture business process flows and technical requirements at the country office level (also known as “data mapping”) and translate analysis to tangible project and product roadmaps tailored to the country office needs. In the implementation of the roadmaps, the Regional Data Coordinator for RBJ will be supervising delivery of technical training, and support activities being delivered by data analysts and data engineers.
The role calls for a candidate that is able to both deliver advanced training on tools like Tableau, facilitate complex data virtualization projects, drive data quality and governance efforts and standardize a product offering across digital transformation product lines.
KEY ACCOUNTABILITIES (not all-inclusive)
1. Data solutions portfolio management
- Manage the regional data workplan and associated budget, working closely with the Regional TEC team and the Field and HQ data teams to identify regional priorities and align activities with the global workplan
- Work closely with data owners, and stakeholder to identify data pain points and data visualization needs for country operations in the region, by carrying out Data Mapping Missions to identify local demand
- Engage with the business units to understand strategic objectives, gather requirements, and analyze capabilities with the objective of shaping demand for technology products, offering opportunities to improve business processes and stakeholder alignment
- Manage recruitment, planning, and supervision of new talent based on evolving regional needs. Ensure that regional data coordinators and analysts are aligned on the global data strategy
- Engage and manage the work of operational data analysts on delivery of solutions outlined in the country office data roadmaps
- Data solutions training and rollout
- Coordinate the rollout and adoption of DOTS (WFP’s Data Integration Solution) in the region. Work from the bottom up by identifying use cases from the field and supporting their development in collaboration with HQ. Work from the top down, supporting HQ led use cases for rolling out in the field.
- Coordinate the rollout and adoption of Tableau as a corporate business intelligence and data visualization solution in the region. Facilitate a regional training program for Tableau and data visualization based on country-office demand.
- Coordinate the rollout and adoption of MODA mobile data collection platform for several identified use cases.
2. Business Engagement
- Organize and facilitate a regional data event that would promote global best practices, local digital solutions and use cases focused on data, and build capacity for the wider network of data fellows and champions in RBJ
- Working closely with a wide network of WFP partners, existing CO champions and the wider data team, develop and implement a data literacy training program for diverse roles and profiles within WFP field operations.
3. Data governance
- Coordinate the work of the Regional Data Working Group
- Provide support to the Regional Senior Management team in preparing and actively participating in the Data Management Committee.
4. Report progress and issues to Regional Bureau relevant heads of units, Regional Directors and Deputy Regional Directors and the Technology Division senior management team.
STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University Degree or a University Degree in Business Administrations, Data Management, Statistics, Marketing, Communications, Information Management other relevant discipline is a requirement.
Experience: 1 or more years of professional experience in IT, Data Coordination and relevant progressive work experience in information management, information systems, web management, data management, GIS mapping, data visualization or project management.
Knowledge & Skills: Proven experience working in a busy analytical environment and handling complex analysis. Strong written and oral communication skills, including substantive report writing skills. Experience working with teams and team processes. Ability to work in multi-cultural and multi-ethic environments. The candidate must demonstrate strong data analysis skills
Languages: Fluency (level C) in English language. Knowledge (level B) of a second official UN language: French, Portuguese, is an advantage.
CONTRACTUAL INFORMATION
- This is a 12 month renewable Fixed term contract
