WFP Ethiopia, one of the largest and most complex operations for WFP globally, has rolled out its five-year Country Strategic Plan (2020-2025), which aims to provide emergency assistance through cash and food, along with life-changing types of programmes (Nutrition, Resilience and School Feeding).

ORGANIZATIONAL CONTEXT

This job is found in WFP Ethiopia Country Office based in Addis Ababa. The Job holder report to the Head of the Unit, the Information Technology Officer or the designate.
At this level job holders are expected to demonstrate responsibility and initiative to respond independently to queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen problems on a daily basis. Job holders are expected to manage resources and coach and coordinate a team of support staff.

JOB PURPOSE

The World Food Programme Technology (TEC) unit in Ethiopia Country office has developed and is continuing to enhance and maintain a set of digital solutions to help Country Offices achieve their objectives: – The overarching goal of the TEC unit is to continue with the modernization and utilization of enabling technologies.
The role requires the incumbent to deliver high-quality technical support, system, and data maintenance across a range of areas, to contribute to the effective delivery of IT services.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Maintain technology, including standard repairs, configuration, and storage, in accordance with data security and access controls to ensure IT equipment required for WFP staff is available.
2. In-depth knowledge and proficiency with mainstream software design & development technologies and methodologies, developing high-quality IT solutions, and Agile Scrum.
3. With support of senior colleagues, provide standard training to end users of technology and systems to ensure staff use standard technology and systems effectively.
4. Suggest improvements to methods and processes to support the continuous improvement of IT services.
5. Follow set emergency response processes and procedures as required to provide support in enabling emergency food assistance needs to be met.
6. Analyse technical readiness identifying potential sources of beneficiary information, digital payment solutions and vendor landscape, safety net digital infrastructure, mobile money technical infrastructure, power and telecommunications coverage and infrastructure, and inter-agency/partner technical capacities.
7. Identify IT risks in terms of technology and information security, and assess service continuity requirements
8. Maintain and operate IT components, monitoring Service Providers service availability and performance metrics.
9. Liaise with technical counterparts at area and sub offices, at the country office and dedicated regional service teams to ensure effective collaboration and support for the follow-up of ongoing digitalization activities.
10. Provide support to project management in specific and defined activities of considerable size and complexity, ensuring a coordinated approach with different functional areas and offices.
11. Assist in the planning, budgeting, and implementation of beneficiary data onboarding, including engaging in cross-functional discussions/coordination required to operationalize beneficiary registration activities.
12. Perform any other duties as required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Has experience resolving more complex technical issues.
• Able to effectively coordinate multiple responsibilities simultaneously
• Has experience with the application of client services standards to resolve or escalate clients’ service problems.
• Experience in working on beneficiary services especially Handling Deduplication and adjudication using SCOPE biometric platform.

STANDARD MINIMUM QUALIFICATIONS

Education: Bachelor’s degree in Computer Science, Information Science, Business Administration, Engineering, or related area. Certification in ITIL, CompTIA Network+/A+ or equivalent are assets
Experience: At least four years or more experience of providing progressively responsible support in IT-related projects and resolving complex technical issues in IT solutions. Proficiency in Office 365 tools, Data Analysis tools such as Power BI and Tableau
Language: Level C fluency in both oral and written English. Knowledge of the local language is an added advantage.
