JOB PURPOSE
The Senior Strategic Coordination Advisor provides strategic coordination and specialized advice for high-level requirements of the Human Resources Director (HRD) and HR Division as well as departmental and cross-divisional processes and activities. This includes ensuring general oversight and compliance, providing a wide range of integrated technical support and guidance to the HRD and HR Management Team to enable effective and efficient HRM operations and positioning within WFP to meet strategic aims.

KEY ACCOUNTABILITIES (not all-inclusive)
- Lead cross-team coordination of the HR functional strategy implementation to position HR as a strategic business partner for the organization.
- Provide integrated HR advice to inform HR management decision-making as well as lead and strategically position engagements or requirements for high-level internal and external stakeholders (e.g., Leadership Group/OMG/Oversight and Policy Committee (OPC); Regional/Country Office visits/meetings; HR meetings (HQ/Regional); Member States; UN System and other multi-lateral bodies).
- Develop new reporting approaches to meet evolving needs of stakeholders’ concerns, while overseeing accurate and timely reporting that includes the consistency of information presented to stakeholders.
- Provide strategic and operational recommendations and produce comprehensive specialized reports that contribute to decision making for the workings of the division and function.
- Drive HR submissions to the Executive Board/LG/OMG/OPC and other high-level bodies and processes and provide advice for follow up actions.
- Promote collaboration of different thematic areas within the Division to identify specific cross-cutting issues and advance effective implementation of key business processes and initiatives (e.g., work planning and establishing monitoring mechanisms to ensure that activities are continually assessed, and the findings used to inform direction).
- Align divisional priorities through active relationships with substantive team leaders to ensure a coherent approach to achieve strategic goals.
- Represent HRM senior management in external fora as required and advocating and driving the HR agenda.
- Oversee effective quality-control of HRM integrated divisional workflows (e.g. develop and implement standards and processes) as well as monitoring and follow-up of key internal issues.
- Oversee and manage the HRM Budget and any other Divisional level funds (e.g. Professional Staff Association (PSA), Investment Cases, Critical Corporate Initiative (CCI), etc.)

- Provide advice and make recommendations to the HRD and HR Management on complex oversight and compliance issues including that related to enhancing and/or establishing adequate internal control and compliance with clear accountabilities and monitoring as well as coordinating the implementation of resulting actions.
- Lead risk reviews with management and agree on the corporate and divisional risk registers; propose, implement and report on agreed and appropriate risk responses.
- Provide oversight of the compliance with corporate policies and procedures, contributing to the overall effectiveness of HRM.
- Promote general accountability across HRM, review/prepare comprehensive periodic progress reports summarizing the status of compliance with corporate requirements, internal controls, key oversight issues as well as highlight areas of concern and formulate sound recommendations on required actions.
- Effectively manage a team and ensure appropriate development and enable high performance.

STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University degree in social sciences, international development, business/public administration, finance, accounting, or other relevant field, or First University degree with additional years of relevant work experience.
Experience: Minimum of 11 years of relevant and progressively responsible experience in leading and/or coordinating strategic level activities as well as general oversight and compliance activities in a multi-national organization. Experience in program and project management is essential.

- Excellent interpersonal skills and demonstrated ability to coordinate processes involving multiple stakeholders, maintain productive working relationships with people at all levels and foster interdepartmental cooperation.
- Ability to maintain a high degree of tactfulness, judgment, as well as discretion and confidentiality.
- Deep understanding of monitoring and reporting activities, demonstrating knowledge of results hierarchy, performance metrics and measurement.
- Knowledge of risk analysis and developed risk mitigation strategies.
- Ability to work at a fast pace and under tight deadlines.
- Ability to manage multiple tasks simultaneously, independently and with minimal supervision.
- Ability to think creatively, proactively, strategically and problem-solve with flexibility and adaptability.
- Ability to write clear and concise briefing papers, presentations, and external communications.
Language:
- Fluency (level C) in English language.
- Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language).

TERMS AND CONDITIONS
- This is an International Professional position (non-rotational) and is open to all nationalities.
- Mobility is and continues to be a core contractual requirement in WFP. This position is however classified as "non-rotational" which means the incubent shall not be subject to the regular reassignment process unless the position is reclassified as rotational. The selected candidate will be employed on a fixed-term contract with a probationary period of one year. This position is open to both internal and external candidates.
