STANDARD MINIMUM QUALIFICATIONS

EDUCATION: First Degree, preferably in Social Sciences, Finance, Public Administration, Governance & Public Policy, International Relations, or development studies

EXPERIENCE: At least 5 years of work experience, 3 of which should be in partnerships/budget management, agreement formulation or equivalent roles.

ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer.
Job holders operate with a high degree of independence, manage more junior staff to ensure that programme and policy objectives are achieved in full. They are usually involved in a wide variety of programme and policy activities and analytical work, some of which may be of a considerable complexity. At this level job holders are expected to contribute to performance improvement.

JOB PURPOSE

The World Food Programme (WFP) is United Nations frontline agency in the fight against hunger. In Ethiopia, WFP provides food assistance to over nine million food-insecure people affected by conflict, droughts, flooding or displacement. As part of the humanitarian response plan (HRP), WFP provides relief food assistance in four regions: Somali, Tigray, Amhara and Afar regions. Programme Officer is required to support the relief response activities in these regions. More specifically, the Programme associate will work closely with the activity manager and cross functional team to; (1) support effective implementation of general food and cash response together with the activity manager, facilitate implementation of activities in the various Sub Offices; (2) follow up the seasonal food security and emergency need assessments in response locations to inform programming; (3) respond independently to various queries including donor reports (4) provide effective specialized support and technical analyses to policy and Programme activities that effectively meet food assistance needs; (5) Identify and support capacity development gaps and initiatives as applicable and ensuring activity implementation is in line with WFP policies and procedures and country strategic plan; 6. Perform other duties as required.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Provide specialized expertise and contribute towards the development of operational plans and processes within the specific technical area of work ensuring alignment with wider programme policies and guidelines.
  • Within the specific area of responsibility, prepare a variety of elaborated funding proposals, donor reports and substantial data analysis (e.g. food assistance needs, resource utilization, programme status, performance, M&E) and make recommendations to supervisors, ensuring deliverables adhere to corporate standards and quality control.
  • Lead and ensure accurate, timely recording of data and report within the specific technical area of work (e.g. assistance programmes, food security and vulnerability assessments) and consistency of information presented to stakeholders.
  • Coordinate and liaise with internal counterparts on a range of complex matters to enable effective collaboration, implementation and monitoring of ongoing project activities. (cash based transfer (CBT), Monitoring and Evaluation. Supply Chain/Logistics, Finance units etc)
  • Coordinate with implementing partners and Sub Offices for Cooperating Partners Distribution Reports (CPDRs) and oversee the payment process.

  • Provide all requested statistical figures for the preparation of SPR, budget revisions as well as project documents and Annual Country Report (ACR).
  • Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis in Northern Ethiopia.
  • Support timely utilization of Memorandum of Understanding (MoU)/ Field level agreement (FLA) funds and commitments as agreed proposal and agreements
  • Support queries related to coordination, planning, implementation and monitoring of relief operation activities
  • Support recovery plans and conditional assistance initiatives when applicable.
  • Support donor related activities (requests, visits, proposals and reports)
  • Prepare budget, donor appeals, concept note and operational plans when applicable
  • Perform other duties as required within the unit
