The Program/Department Summary

The Informal Livelihoods Advancement Activity (IQLAA) is a five-year activity that aims to put Jordanian Micro and Small Enterprises (MSEs) on a path to recovery after the extraordinary crisis that the businesses have faced, help them access the safety net measures in Jordan, and, most importantly, regain productivity and growth.

Mercy Corps' approach to IQLAA integrates direct assistance with market systems development (MSD) interventions to support MSEs along the full journey from recovery to growth and resilience. Grounded in evidence-based, adaptive, and inclusive support, Jordan’s MSEs can emerge from the COVID-19 crisis stronger and more resilient, transformed through new ways of doing business and improved access to finance markets, and services. Understanding that women, youth, and people living with disabilities (PLWD) face unique constraints to starting up and leading resilient MSEs, Mercy Corps design will infuse a Gender, Youth, and Social Inclusion (GYSI) lens throughout all interventions. Mercy Corps approach is committed to supporting MSEs to build back, formalize, and grow, emphasizing systems-level change, equitable opportunities, and a dignified work environment for all women, men, and youth, and PLWD in Jordan.

General Position Summary:

The Project Support Officer is responsible for supporting Iqlaa project’s clerical and operational needs and implementation of project's procurement plan, providing assistance to Chief of Party and two DCOPs besides other component leads for the day to day support and follow up with other respective departments. S/he will report to the Deputy Chief of Party for Operations & Finance and work closely with COP, DCOP (Programs) and component leads for Iqlaa project and other departments – such as, Finance, M&E, procurement, and logistics and admin.

ESSENTIAL RESPONSIBILITIES:

  1. Lead on all operations related to the project implementation with special focus on the development, update, and implementation of the project’s procurement plan and expenditure reporting.
  2. Support the COP with ProSource, Databasics and other applications used with in Mercy Corps broader system.
  3. Provide support to DCOP (Programs) and DCOP (Operations) for their day to day work and follow up on assigned tasks.
  4. Support in organizing venues, meetings and workshops related to the Iqlaa Project.
  5. In coordination with the Chief of Party and two DCOPs besides other component leads, raise PRs and follow up with MC procurement department on contracts, schedule delivery of goods and services and track payment requests.
  6. Support Iqlaa team with issuing cash advances that are needed for the project’s activities implementation and settle them on time.
  7. Utilize the different trackers/Excel sheets used by the program to follow-up on PRs, spending plans vs actuals and cash advances and keep them up to date.
  8. Lead in maintaining MC and partners asset lists complete and up to date.
  9. Follow up on all events, meetings, and workshops’ logistical needs with different departments
  10. Arrange staff and consultant’s transportation needs and organize the vehicle bookings for field trips with the logistics department.
  11. Provide support in translating documents and reports when needed.
  12. Make sure that all the logistics (Transportation, equipment, Computer, IT equipment, Stationery….etc) requirements are fulfilled for all the project teams and new hires.
  13. Act as focal point for the HR department to fulfill all the team and consultants’ requirements and procedures (Timesheet, Health insurance … etc.)
  14. Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
  15. Other duties as assigned by the supervisor, COP and DCOP (Programs).

REPORTS DIRECTLY TO: Deputy Chief of Party (Operations and Finance)

WORKS DIRECTLY WITH: COP, DCOP (Program), Component Leads, Finance Team, Operations Team, Partner Organizations.

Minimum Qualification & Transferable Skills

  • BA/S or equivalent in social work, business administration or related field.
  • Minimum 3 years of work experience in relevant field in an international environment;
  • Experience in projects administration is required; specially experience for USAID projects will be preferred.
  • Demonstrated experience and ability to professionally and appropriately represent the organization and negotiate and defend Mercy Corps’ interests with a diverse range of international and local organizations and other groups;
  • Effective verbal and written communication, multi-tasking, organizational, and prioritization skills are necessary;
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members is required;
  • Experience working in complex environments.
  • Experience with USAID projects and staff training and mentoring is preferred;
  • Native Arabic speaker with fluency in written and spoken English.
