RI is active in 16 countries around the world, including some of the most fragile: Afghanistan, Bangladesh, Iran, Iraq, Jordan, Lebanon, Myanmar, Pakistan, Philippines, Somalia, South Sudan, Sudan, Syria, Turkey, and Yemen. Often, RI is the only organization providing assistance to highly vulnerable communities.
Summary:
Under the direct supervision of the MEAL Manager,, The Monitoring, Evaluation, Accountability and Learning Officer, will be responsible for leading in the design and implementation of MEAL plans and Performance Management Plans (PMP) for RI Jordan programs.
The MEAL Officer will be responsible for cross-cutting programmatic monitoring and evaluation, and ensuring that information collected is available for reflection, driving decision-making to improve ongoing programs, and is incorporated into consistently high quality reports. He or she will be responsible for developing (in coordination with other MEAL officers, program staff and volunteers), coordinating, maintaining and constantly improving MEAL systems to collect information and analyze trends related to RI programs and activities and donor requirements.
He/she works closely with the other MEAL Officers, Senior MEAL Officer, MEAL Manager and Program staff for the implementation of the monitoring and evaluation, accountability and learning of the program under the direction of the MEAL Manager. They will liaise with implementation staff on the ground and program management as necessary to collect data and ensure MEAL occurs in the field.
ESSENTIAL DUTIES And RESPONSIBILITIES:
- Conduct MEAL activities in the field according to MEAL plans agreed between MEAL and program teams
- Create weekly and monthly MEAL activities plan for all projects.
- Conducting, managing & following-up on daily MEAL activities.
- Conducting, managing & following-up on MEAL outcome and impact level tasks and activities based on the agreed MEAL plan/s.
- Provide observational feedback to the Jordan office on field MEAL and Project activities.
- Lead on designing and implementing the MEAL plans and activities for the existing outcome and impact level indicators, including but not limited to (field assessments, surveys, satisfaction surveys, FGD’s, KII’s and the data management related.
- Ongoing update for the MEAL and project/s IPTT’s.
- MEAL department support:
- Train MEAL staff, volunteers, and program teams on MEAL related activities: (MEAL formats and tools, data collection, etc.).
- Manage & finalize with the project team all the requested formats, and sheets in order to facilitate the activities reporting as needed.
- Support the MEAL department on finalizing & conducting field assessments, surveys (including satisfaction surveys), FGD’s and data management.
- Together with Program team develop, revisit, review, and finalize key performance indicators
- Reporting:
- Provide weekly, monthly and quarter reports that shows the analysis of project activities final results (against project indicators).
- Support the MEAL department in reporting against RI GSO/RSO and donor reporting platforms (LogAlto, Activity info system, UNHCR, and RAIS system) based on the project data and needs.
- Ensure timely and accurate reporting of routine MEAL activities and ensure reports are ready for program managers to include in monthly and quarterly donor reports.
- Support MEAL department in reporting against the project activities.
- Ensure timely and accurate reporting of results of the common, custom and performance indicators within the project progress reports.
- Analyze the data and make detailed report (weekly, monthly and quarterly statistical reports).
- Review and assess existing reporting tools and procedures (database, collection tools), research, suggest, and implement improvements.
- Provide monthly reports that shows the analysis of complaints and feedbacks received.
- Integrate accountability reports into regular donor reports.
- Data Management:
- Work closely with the MEAL department (especially the Information Management Section) and field teams for data collection and implementing assessments & surveys.
- Proofreading and auditing of all collected data (example: Cross referencing daily attendance by class with the overall attendance and eliminating errors.
- Ensure integrity and sound design for the collection and entry of data.
- Safe storage of hard and soft copy of data; Filing all completed hard and soft copies; safe storage of hard and soft copy of data and securing information by completing data base backups.
- Conduct additional data collection efforts as needed
- Under direction of the MEAL Manager perform ad-hoc research efforts in and around Jordan on different projects,
- Enter the data from the collection efforts and send them back.
- Analyze the data and make detailed report (weekly, monthly and quarterly statistical reports).
- Conduct MEAL learning tasks :
- Support MEAL departmenton capturing & conducting informal and formal lesson learned sessions/events in field or country level.
- Conduct a monthly “data reflection sessions” learning sessions and meetings with the programs/field staff to outline the most important gaps found and how they could be covered during the next durations.
- Support the accountiblity section on conducting “accountability” related learning sessions with the project teams on quarterly bases to outline the most important lessons learned.
- Support MEAL department effort on research, evaluations, surveys or other data collection efforts as needed
- Design, test and rollout data collection tools.
- Perform quantitative data collection tasks (surveys).
- Analyze data and provide detailed preliminary reports as needed (weekly, monthly and quarterly statistical reports).
- Others MEAL tasks :
- Support the program and MEAL teams by entering, storing and presenting data to enable quality analysis and use.
- Work with the MEAL team to make information available and presentable on accountability and in particular the meaningful participation of affected population, community members and partners.
- Any other task as requested by the MEAL Manager.
- Other:

- Maintain a spirit of innovation, optimism, open communication and enthusiasm that will help propel the project forward.
- Focus on innovative and creative methods of presenting data and information tailored to different teams/levels of management.
- Helping and supporting MEAL department on finalizing the local ministries requests and reporting of the current projects.
- Perform other duties as needed.

Qualifications and Requirements:
- A B.S. or B.A. degree in a social science or any related field.
- Excellent English Language Skills (Writing & Speaking), IELTS certified preferably.
- Excellent reporting skills, professional writing, and business reports.
- Minimum of 1-2 years’ experience in monitoring and evaluation activities (surveys, data entry and reporting) highly desired.
- Good contextual knowledge of local issues, community priorities, social and cultural constraints, and realities.
- Ability to organize and work independently and within teams.
- Ability to use MS Word, Excel, and another analysis software like SPSS, Power BI and Kobo.
- Background in in education, livelihood, ECD, refugees and development projects an asset.
- Demonstrated ability to manage multiple priorities, deadlines, tasks efficiently with strong attention to detail.
- Experience working in post-conflict environment or with refugee populations in emergency response context a plus.
- Desire to learn, willingness to ask questions, cultural sensitivity, and flexibility are desired characteristics.
- Excellent analytical and organizational skills. Ability to think critically and creatively.
- Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues. Must be capable of working both individually and as part of a team.
