Position Overview
Reporting to the Executive Director, the MEL specialist will lead the design, implementation, and operation of Monitoring, evaluation, and learning (MEL) systems from project initiation to closeout. The specialist is expected to design the core MEL systems for the organization, including monitoring, evaluation, analytics, and reporting functions. The specialist will also coordinate with a digital development consultant to integrate the MEL functions into a digital platform. This will include overseeing the automation and testing of MEL data produced by the platform. They will lead activity efforts to strengthen monitoring and evaluation and performance reporting within the organization.
Key Responsibilities
The Monitoring, Evaluation, and Learning (MEL) Specialist’s primary responsibilities include:
- Assist the Executive Director with the development of a MEL system, including indicator selection, target setting, reporting, database management, and developing M&E and/ performance monitoring plans.
- Lead role in creating systems for data collection, collation, storage, analysis, and reporting, ensuring that the produced data is of high quality and audit worthy.
- Coordinate with the Digital Consultant to automate MEL systems through a digital platform.
- Lead the testing of the automated MEL system in collaboration with selected stakeholders.
- Conduct any needed adjustments or improvements based on automation testing results.
- Responsible for supporting the preparation and review of project reports in collaboration with project staff.
- Provide training and mentoring to ILearn team and selected partners to ensure the implementation of strong MEL systems.

Basic Requirements
- Bachelor’s or Master’s degree in statistics, demographics, public policy, international development, economics, or related field. Master’s degree or Bachelor’s plus an advanced certificate in M&E or MEL, statistics, or economics preferred.
- Minimum of 2 years of professional experience in a senior MEL position responsible for implementing MEL activities on development projects.
- Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and/ performance monitoring plans.
- Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies.
- Proven success in designing, implementing and operating project M&E systems from project initiation to closeout stages.
- Knowledge in digital MEL and data collection tools.
Preferred Qualifications
- Demonstrated ability through previous experience with data quality assessments and oversight, developing and refining digital data collection tools and analyzing data, and managing and providing ongoing training to M&E field officers and/or subgrantees.
- Experience in planning and managing surveys and gender-related analysis.
- Knowledge of both Arabic and English.
